That job has four directorates aimed at modernizing the service for a digital age and keeping the Navy sharp against top cyber threats.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/it-networks-battlefield-tech\/2019\/08\/16\/the-navy-thinks-it-has-a-better-idea-for-a-cio-position\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"156\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/digital-modular-radio-carousel-3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Navy thinks it has a better idea for a CIO position<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy is establishing a special assistant to the secretary, effectively reforming the role of the chief information officer.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Moreover, Spencer said his thinking and level of engagement on cyber has evolved in the last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI need to fight to get off the pier. I might not be able to start the ship. I might not be able to get fuel to the ship,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adversaries have begun to realize they can target suppliers far down the supply chain, who in many cases may not follow proper cybersecurity practices. These companies, which might supply a small, yet critical component such as chips or even tires, could be hit with a crippling cyberattack and limit production, a move that would have wide ranging implications for the larger force.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/07\/18\/is-industry-cyberinsecurity-dods-achilles-heel\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Hill_weeapons.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Is industry cyber(in)security DoD\u2019s Achilles\u2019 heel?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Department of Defense hosted a prototyping event to test tools that can monitor manufacturing company networks for cyber intrusions.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you look at Sun Tzu, what is one of his rules? Take over the enemy and keep all their assets in tact. That is cyber 101,\u201d Spencer said. \u201cI need every single resource I can \u2013 and that\u2019s not dollars \u2026 it\u2019s gray matter \u2026 to combat this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Defense is looking at preventing supply chain vulnerabilities by creating a framework that all companies must meet depending on how sensitive the systems or programs are they\u2019re working on called the <a href=\"https:\/\/www.fifthdomain.com\/dod\/2019\/09\/10\/what-does-state-of-the-art-cybersecurity-look-like-to-the-pentagon\/\" target=_blank>Cybersecurity Maturity Model Certification, or CMMC<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the directorates under the new CIO is a chief information security officer who will work with the defense industrial base, Weis said during an AFCEA Northern Virginia chapter event in early October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weis said the tier 2 and 3 suppliers are the most exposed, which was also validated in the Navy\u2019s Cyber Readiness Review, commissioned by Spencer following the aforementioned exfiltrations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we really need to look at is how do we work with our tier 1 suppliers,\u201d he said. \u201cHelp me help you.
