{"id":25593,"date":"2019-11-20T16:22:57","date_gmt":"2019-11-20T16:22:57","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/11\/20\/fcc-plans-to-free-up-c-band-for-5g\/"},"modified":"2026-08-08T18:19:39","modified_gmt":"2026-08-08T18:19:39","slug":"fcc-plans-to-free-up-c-band-for-5g","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/it-networks-battlefield-tech\/5g-it-networks-battlefield-tech\/2019\/11\/20\/fcc-plans-to-free-up-c-band-for-5g\/","title":{"rendered":"FCC plans to free up C-Band for 5G"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Federal Communications Commission announced Nov. 18 it plans to hold a public auction for C-band spectrum, freeing up much of the needed space for 5G usage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commercial satellite companies use the C-Band spectrum primarily for satellite communications \u2014 with the military serving as a major customer \u2014 or satellite television, but many telecommunications companies have eyed that same spectrum as the perfect space for 5G.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">FCC Chairman Ajit Pai\u2019s decision to sell off the spectrum via a public auction was seen as a negative for the four satellite operators that hold that spectrum \u2014 Intelsat, SES, Eutelsat and Telesat. Those companies had hoped to auction off the spectrum themselves and make a return on their investment in the space. Intelsat, the biggest of the four, saw their stocks drop by 40 percent Monday following the announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pai justified the decision, stating that the FCC needs to free up significant spectrum for 5G quickly while generating revenue for the government and ensuring continued C-band services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter much deliberation and a thorough review of the extensive record, I have concluded that the best way to advance these principles is through an auction of 280 megahertz of the C-band conducted by the Federal Communications Commission\u2019s excellent staff,\u201d Pai said in a letter to lawmakers Nov. 20. \u201cWith a quarter-century track record of transparent and successful auctions, I am confident that they will conduct a public auction that will afford all parties a fair opportunity to compete for this 5G spectrum, while preserving the availability of the upper 200 megahertz of this band for the continued delivery of programming.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2019\/11\/19\/does-the-federal-government-need-a-5g-coordinator\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19281247249400.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Does the federal government need a 5G coordinator?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A bipartisan group of senators called on the White House to name a 5G coordinator to tackle what lawmakers described as an \u201cunprecedented security challenge\u201d presented by the new technology.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Legislation authorizing such an auction was quickly introduced by Sens. Roger Wicker, R-Miss., and John Thune, R-S.D., following Pai\u2019s announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter years of delay, this legislation would get crucial mid-band spectrum into the market to benefit the American people and secure our position as the leader in the race to 5G,\u201d said Wicker in a statement. \u201cSenator Thune and I have been working together for over a year to come up with the best way to expand access to 5G, especially in rural areas, and secure value for all Americans.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If passed, the bill would require the public auction to start no later than Dec. 31, 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The auction does represent a security tradeoff, said Daniel Bennett, a senior technical advisor at the National Renewable Energy Laboratory\u2019s Energy Security and Resilience Center. While some have been eyeing C-Band, which has a frequency range between 4-8 GHz, as a prime location for 5G technology, the Department of Defense is currently a major user of that spectrum for military satellite communications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe see the rest of industry kind of pushing towards sub-6 [GHz for 5G usage], so the benefit in that regard is having more sub-6 band to be able to leverage,\u201d said Bennett at the CyCon U.S. conference Nov. 19. \u201cBut at the same time we\u2019re taking it away from DoD entities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, leaving that spectrum with the Department of Defense could leave the United States behind when it comes to the development of 5G technology, said Jim Lewis, senior vice president of the Center for Strategic and International Studies.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/11\/08\/the-fight-over-5g-foreshadows-the-great-decoupling\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/security-camera-guandong.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The fight over 5G foreshadows the Great Decoupling<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Congress is eager to see the Pentagon abandon commercial technologies made abroad, citing security concerns. How soon industry can help that to happen, however, remains to be seen.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Defensive Innovation Board put out a report on 5G that the U.S. was at a disadvantage because it didn\u2019t have the right spectrum for some 5G applications and we would have to move [it over to 5G use],\u201d said Lewis. \u201cFinding ways to free more spectrum for 5G will be one of the big debates over the next few years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military equipment that was built to operate on the spectrum that is being moved to the commercial sector will have to be upgraded, retrofitted or otherwise adapted to use a new spectrum. In the past, some of those costs have been offset with revenue from the public auction of the spectrum, said Lewis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the FCC\u2019s move was driven by a need for 5G spectrum, it follows an ongoing movement to shift spectrum from the military to the commercial spectrum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA lot of the story of the spectrum in the U.S. \u2015 really for the last 15 years \u2015 has been moving spectrum away from DoD and towards commercial,\u201d said Lewis. \u201cWith the advent of the mobile phone, spectrum that was once DoD\u2019s or NASA\u2019s or other government agencies\u2019 that no one cared about, now there\u2019s a demand for it.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>While
