{"id":25931,"date":"2020-05-19T19:17:48","date_gmt":"2020-05-19T19:17:48","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2020\/05\/19\/dod-developing-best-practices-for-ai-programs\/"},"modified":"2026-08-08T18:21:09","modified_gmt":"2026-08-08T18:21:09","slug":"dod-developing-best-practices-for-ai-programs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/artificial-intelligence\/2020\/05\/19\/dod-developing-best-practices-for-ai-programs\/","title":{"rendered":"DoD developing \u2018best practices\u2019 for AI programs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s research and engineering office is developing a series of technical standards and best practices for the department\u2019s artificial intelligence efforts, according to <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/03\/02\/pentagon-launches-hypersonic-industrial-base-study\/\">Mark Lewis<\/a>, director of research and engineering for modernization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While running through the top technical priorities under his purview during a Tuesday event hosted by the trade association AFCEA, Lewis highlighted the challenges of trying to corral the <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/\" target=_blank>artificial intelligence programs<\/a> spread throughout the Department of Defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[T]here is so much going on in the department right now in artificial intelligence, it\u2019s kind of difficult to get a handle on it,\u201d Lewis said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/artificial-intelligence\/2019\/11\/04\/5-concerns-the-us-must-tackle-to-compete-in-ai\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"166\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1023227326.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">5 concerns the US must tackle to compete in AI<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The National Security Commission on Artificial Intelligence hopes to roll its recommendations into congressional budgets as time goes on.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As an example, he explained that weeks ago he had tasked Jill Crisman, a <a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2019\/05\/17\/the-pentagon-ai-center-wants-to-solve-these-4-problems\/\">former top official<\/a> with the Joint Artificial Intelligence Center who is now working as the technical director on AI inside the R&amp;E team, to look at the Pentagon-wide efforts on AI and provide \u201can evaluation\u201d of where everything stood.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cShe came back and said: \u2018You know, there are so many hundreds of programs that we really couldn\u2019t do a fair evaluation of each individual activity,\u2019 \u201d Lewis said. So instead, the team had to pivot, and Crisman is now working to establish a \u201cseries of standards\u201d for best practices in AI engineering that can be applied to every Pentagon project involving AI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the things we want to do is break down stovepipes and activities across the department, artificial intelligence, be able to share databases, able to share applications to best figure out what are the artificial intelligence applications that will have the biggest impact on the war fighter,\u201d Lewis added. \u201cIn some cases that means getting [the technologies] in the hands of the war fighter and having them play with them, experiment with them, and figure out what makes their job more effective, what makes your job easier. And frankly, to enable them to discard the things that don\u2019t buy their way into the war fight.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/artificial-intelligence\/2020\/05\/18\/booz-allen-hamilton-wins-massive-pentagon-artificial-intelligence-contract\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/WorkPhotos.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Booz Allen Hamilton wins massive Pentagon artificial intelligence contract<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Booz Allen will provide services for the Joint Artificial Intelligence Center&#039;s Joint Warfighting mission initiative.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Questions about how to organize the many AI programs running throughout the department have existed <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2019\/09\/06\/who-should-control-the-pentagons-ai-data-darpas-director-has-a-suggestion\/\">for several years<\/a>, with no clear answer as to who is the point person, particularly between the JAIC and R&amp;E.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each of the armed services have ongoing AI programs, as do various offices in the so-called <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2020\/02\/06\/heres-how-much-money-the-pentagon-found-through-internal-savings-and-where-its-going\/\" target=\"_blank\">fourth estate<\/a>, including the Defense Advanced Research Projects Agency. Meanwhile, there are a <a href=\"https:\/\/www.defensenews.com\/artificial-intelligence\/2020\/04\/01\/panel-wants-to-double-federal-spending-on-ai\/\">number of AI efforts<\/a> outside the department that could be relevant to defense products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Potentially complicating the situation: uncertainties about defense spending in the wake of the COVID-19 pandemic, which <a href=\"https:\/\/www.defensenews.com\/news\/coronavirus\/2020\/03\/27\/will-coronavirus-stall-dods-silicon-valley-outreach-efforts\/\">could lead to cuts<\/a> to research and development efforts in the next budget cycle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In terms of what the current economic situation might mean for the fiscal 2022 R&amp;D budget, Lewis said he has \u201cno indication\u201d of potential cuts, but acknowledged \u201cthat\u2019s got to be in the back of everyone\u2019s mind right now.\u201d He also stressed the need to protect small key nodes in the supply chain for R&amp;E priorities, such as specialty shops that produce components for directed energy <a href=\"https:\/\/www.defensenews.com\/news\/coronavirus\/2020\/04\/22\/hypersonic-weapons-arent-fast-enough-to-avoid-coronavirus\/\">or hypersonic weapons<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That protection means both financial support and keeping an eye on foreign nations that may try to sweep in and \u201ctake over pieces of the supply chain that would put us at some risk\u201d \u2014 a concern raised by <a href=\"https:\/\/www.c4isrnet.com\/unmanned\/2020\/05\/06\/pentagon-reports-boost-in-predatory-foreign-investment-to-us-tech-firms-since-pandemic-start\/\">several top defense acquisition
