{"id":26295,"date":"2014-11-20T16:49:13","date_gmt":"2014-11-20T16:49:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2014\/11\/20\/innovation-interrupted-part-i\/"},"modified":"2026-08-08T18:22:57","modified_gmt":"2026-08-08T18:22:57","slug":"innovation-interrupted-part-i","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/opinion\/the-compass\/net-defense-blogs\/2014\/11\/20\/innovation-interrupted-part-i\/","title":{"rendered":"Innovation, interrupted \u2013 Part I"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">It&#8217;s been nearly five years since the Department of Defense launched its Better Buying Power initiatives to ultimately bring value-added capability to the warfighter. Every year the department works to improve the initiatives. Every year the services make great strides to implement a new process only, in some commodity areas, to regress to the old acquisition system thinking. In the area of tactical radios, this has become detrimental to the military&#8217;s ability to maintain its technical edge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I know that real change is hard, especially the difficult steps the DoD needs to take. Regardless, if the DoD is going to be successful in acquiring new technology on-time and within budget, three things have to happen: realistic requirements, competitive acquisition strategies, and the mandate to succeed from all stakeholders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this first of two posts, I&#8217;ll lay out how the requirements definition process has essentially become a circular firing squad with requirements defined, then re-defined again, and again, and what can be done to change it. In the second post I&#8217;ll discuss a better process for technology acquisition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>The DoD must accept the new technology norm<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s an undisputed fact that the DoD struggles with the rapid acquisition of technology that must be scaled across the force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem lies in the current acquisition system. Traditionally, the DoD has driven performance into its major acquisitions programs to achieve a capability that is unmatched, even at the expense of its procurement schedule and budget. However, procuring technology is not like procuring a tank, they each have their own complexities\u2014Moore&#8217;s law doesn&#8217;t govern tank design advancements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, for years, the Army has pursued a tactical radio capability that has been protracted and costly. Ironically, with the long timeline the Army has failed to see its desired capability deployed, and is left with an underperforming radio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current acquisition process assumes the DoD controls tech outcomes, thus it prioritizes performance over cost and schedule. This assumption is understandable if the DoD controls the performance cycles and drives the tech performance curve. However, when it comes to tactical radios, DoD clearly does not drive the tech performance curve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The performance curve for tactical radios is driven by a commercial dynamic that seeks to deliver first-to-market at the best price for a given capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When DoD focuses on tweaking the requirements to meet the new performance objectives, it ends up chasing its tail in an environment where there are two year performance cycles, yet three years are required to adjust the requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Requirements must be realistic and procurements accelerated<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Requirements need to be set that are realistic for today&#8217;s technology combined with the flexibility to add capabilities in the future as technology evolves\u2014set requirements for today with room for innovation tomorrow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The military always points to the smart phone as an example, so let&#8217;s take a look at its evolution from a device to make phone calls and scan the internet to a critical business, and social tool. When the iPhone was released in 2007 its capabilities were groundbreaking for the cell phone market. Every year, the iPhone and other smart phones add more capabilities and functionality as consumers&#8217; needs change; however, the phones have become significantly less costly after each generation despite having more capability. An <a href=\"http:\/\/www.computerworld.com\/article\/2604020\/the-evolution-of-apples-iphone.html\">article<\/a> from ComputerWorld on the iPhone provides a good example of this. It shows while there&#8217;s been slight deviations to the equipment itself, such as the latest larger display, once the baseline functionality was established, modifications and changes can be incorporated with minimal changes in cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As it stands, the DoD&#8217;s continually changing requirements and the subsequent slipping procurement timeline for technologies stalls innovation. Requirements that were once cutting-edge result in products being fielded that are not only significantly more expensive, but also several generations behind tech that&#8217;s currently on the commercial market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As I&#8217;ve written about in the past, the now reshaped Joint Tactical Radio System was an example of a program that ultimately could not keep up with the accelerating pace of change in commercial technology. While parts of the program were cancelled in 2011, and others were significantly reshaped in 2014, the need for the radio capabilities still exists today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is in the process of preparing to release two competitive requests for proposals (RFPs), one for the Rifleman Radio, and one for the HMS Manpack. Request for Information (RFI) s for one of the radios were just released at the end of October. Full rate production of the HMS Manpack is scheduled for Fiscal Year 2017, marking 19 years since the first requirements document for the radio, under JTRS, was issued. But even as these RFP&#8217;s are being drafted, there is chatter that requirements may change again. If these suggested changes make it into technical specs, the Army can expect increased costs and a slip in delivery schedule\u2026.again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Setting realistic requirements with a flexible operational and technical architecture that allows for improvements and a reasonable procurement timeline, helps meet most of the BBP principles. In my next article, I&#8217;ll round-out the BBP discussion, exploring how realigning DoD processes to a more commercial model will enable the military to take advantage of faster technology cycles
