DARPA\u2019s director has a suggestion."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s needs one central hub to manage all of the data supporting artificial intelligence across the services \u2014 and the newly stood-up Joint Artificial Intelligence Center should be the entity to take that on, said Steve Walker, director of the Defense Advanced Research Projects Agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DARPA has funded foundational AI work for 56 years, now concentrating on what Walker calls third wave AI that focuses on human and machine interaction as well as building \u201ctrust and explainability\u201d of the data, Walker said during a panel discussion at the <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/\" target=_blank>Defense News Conference<\/a> on Sept. 4.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEverybody should own it, but I think there\u2019s a real need in [the Department of Defense] to understand how to do what we call AI engineering,\u201d he said. \u201cWe can do the foundational part, the research, but who\u2019s going to manage the data? Who\u2019s going to update the data as it changes? Who\u2019s going to update the algorithms as the data changes?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I know that <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2019\/08\/31\/the-pentagons-ai-center-is-poised-for-a-breakthrough\/\" target=_blank>the Joint AI Center has stood up in the department.<\/a> I\u2019ve encouraged them to take that on for all of DoD and all the services. I think that would be an excellent role for them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/\" target=_blank><b>Click here to read all the coverage from the 2019 Defense News Conference!<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/06\/29\/dod-stands-up-its-artificial-intelligence-hub\/\">Established in June 2018<\/a>, the Joint AI Center is an effort to accelerate the Pentagon\u2019s adoption and integration of AI at scale. As a center of excellence, Lt. Gen. Jack Shanahan, JAIC\u2019s director, said the organization was intended to expand beyond product delivery to include \u201cstrategic engagement and policy, plans and analysis, and intelligence and more.\u201d <a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2019\/05\/17\/the-pentagon-ai-center-wants-to-solve-these-4-problems\/\" target=_blank>It\u2019s been billed as a clearing house<\/a> for organizing the DoD\u2019s thinking and projects related to AI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That said, it\u2019s too soon to know whether JAIC will take Walker\u2019s advice and serve as a central manager of sorts for AI data; he did say leadership seemed \u201camenable\u201d to the idea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A centralized hub for data could also ease efforts underway by agencies. The Air Force has people plugged in with the JAIC effort, as well as DARPA and academic institutions. The service is starting an AI accelerator at the Massachusetts Institute of Technology, where members of the Air Force are embedding with the university\u2019s computer science and AI lab.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re trying to make it real, to take some of what Dr. Walker and his team had been working on and turn it into something that our airmen out in the field can use across the spectrum,\u201d said Gen. Stephen \u201cSeve\u201d Wilson, Air Force vice chief of staff. \u201cWhether you\u2019re logistics, whether you\u2019re an operator, whether you\u2019re space. I would make it real.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the end of the day, successful AI efforts are based on big data sets. Without that underlying data, the Pentagon is \u201cbuilding a house on sand,\u201d said Juliana Vida, the chief technical adviser for the public sector at Splunk, Inc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you don\u2019t get the foundation right, the input into the machine-learning algorithm is not going to be complete. It\u2019s not going to be correct. <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2019\/07\/01\/a-new-problem-for-artificial-intelligence-data-is-not-sexy\/\" target=_blank>Even though it\u2019s not cool <\/a>and it doesn\u2019t go bang and it\u2019s not sexy, the data is the underlying piece to all of these other technologies,\u201d Vida said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Artificial intelligence can&#8217;t be &#8220;owned&#8221; by any one entity at the Defense Department, said the head of DARPA.
