Charles Richard said March 8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t always try to keep separation between conventional and nuclear command and control. You can\u2019t,\u201d Richard said before <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/03\/08\/us-nuclear-forces-chief-very-concerned-by-russia-china-cooperation\/\" target=\"_blank\">the Senate Armed Services Committee<\/a>, which met to discuss defense priorities. \u201cWe never have, and we will never be able to achieve that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Joint All-Domain Command and Control represents the Department of Defense\u2019s overhaul of how military players talk to one another and how information is handled. Traditionally, the services have been siloed, relying on their own networks; JADC2 aims to break down those walls and grow connective tissue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think a really important piece of work that we have to do together is figure out how to have our platforms be able to talk to each other,\u201d U.S. Army Secretary <a href=\"https:\/\/www.defensenews.com\/interviews\/2021\/10\/11\/us-army-secretary-talks-fy23-budget-and-the-war-for-talent\/\" target=\"_blank\">Christine Wormuth said<\/a> March 9 at the Defense Programs Conference. \u201cAnd that\u2019s something that we\u2019ve been working on a lot in Project Convergence: How do we share data from an F-35, for example, to our Army systems on the ground?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nuclear Command, Control and Communications underpins the U.S. nuclear arsenal, ensuring the devastating weapons are always available for use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richard on Tuesday said he was \u201cvery familiar with what JADC2 is doing in conventional command and control\u201d and was \u201cvery pleased that a subset of what JADC2 is doing is for nuclear command and control.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conventional side of the coin, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2019\/11\/01\/new-stratcom-head-confirmed\/\" target=\"_blank\">he added<\/a>, can offer the nuclear side redundancy and resilience. Both communication systems continue to be the target of spending and attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Billions have been spent as the Pentagon refines and fosters JADC2, though <a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2021\/06\/15\/part-1-what-the-budget-reveals-and-leaves-unclear-about-the-cost-of-jadc2\/\" target=\"_blank\">exact numbers are not clear<\/a>, as the effort spans many programs and agencies. Similarly, billions have been spent on modernizing NC3, as officials like Richard champion ongoing improvements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Congressional Budget Office has estimated that replacing legacy NC3 systems will cost <a href=\"https:\/\/sgp.fas.org\/crs\/nuke\/IF11697.pdf\" target=\"_blank\">$77 billion<\/a> between 2019 and 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are headed in the right path to make sure we take full advantage of the investments we\u2019re making in conventional command and control,\u201d the <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/05\/03\/strategic-forces-chair-not-fully-convinced-on-icbm-modernization\/\" target=\"_blank\">STRATCOM boss<\/a> said, \u201cwhile recognizing that certain portions of nuclear command and control have to serve at a higher standard than we ask regular command and control and making sure we identify those and meet those
