{"id":26895,"date":"2021-07-26T17:29:41","date_gmt":"2021-07-26T17:29:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2021\/07\/26\/hyten-explains-new-acquisition-directives-to-industry\/"},"modified":"2026-08-07T22:55:39","modified_gmt":"2026-08-07T22:55:39","slug":"hyten-explains-new-acquisition-directives-to-industry","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/industry\/2021\/07\/26\/hyten-explains-new-acquisition-directives-to-industry\/","title":{"rendered":"Hyten explains new acquisition directives to industry"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The Pentagon in October war-gamed the first iteration of its new strategy, and \u201cwithout overstating the issue, it failed miserably,\u201d said the vice chairman of the Joint Chiefs of Staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a<a href=\"https:\/\/www.defensenews.com\/training-sim\/2021\/04\/12\/a-us-air-force-war-game-shows-what-the-service-needs-to-hold-off-or-win-against-china-in-2030\/\" target=\"_blank\"> fictional confrontation with China<\/a>, the U.S. military aimed to do what it has been doing for the last 20 years, but better \u2015 and that was the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAn aggressive red team that had been studying the United States for the last 20 years just ran rings around us, and they knew exactly what we were going to do before we did it, and they took advantage of it,\u201d <a href=\"https:\/\/www.defensenews.com\/space\/2020\/01\/17\/hyten-stop-studying-the-heck-out-of-space-systems-and-get-to-work\/\" target=\"_blank\">Gen. John Hyten<\/a> said. \u201cImagine what our actual competitors have been doing for the last 20 years, with probably even more focus, with larger numbers. So we had to take a step back and look broadly and say: \u2018OK, what do we miss?\u2019 \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They realized they couldn\u2019t take for granted that the U.S. military would retain \u201cinformation dominance,\u201d where information was ubiquitous to its forces, as it has been for the last 20 years. They also had to figure out how to \u201caggregate your capabilities in order to be lethal, disaggregate in order to survive. Those kinds of structures were not in the first iteration of the war-fighting concept, and that\u2019s why it failed,\u201d Hyten said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The newest Joint Warfighting Concept, which Hyten essentially rolled out to the defense industry on Monday, is meant to tee up swift-moving technological innovation and to define how the U.S. will fight future wars. Hyten asked industry to sound off when the the military\u2019s bureaucracy gets in the way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now called \u201cexpanded maneuver,\u201d the intention is that \u201cin every area that an adversary can move, you have to figure out how to fill that space in time before they can move,\u201d Hyten said. That includes space and cyberspace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hyten\u2019s remarks came at the National Defense Industrial Association\u2019s own rollout, of its Emerging Technologies Institute, whose stated mission is to promote the advanced technologies it deems essential to the country\u2019s success. Announced in April, its executive director, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/07\/10\/lewis-tapped-as-acting-undersecretary-for-research-and-engineering\/\" target=\"_blank\">Mark Lewis<\/a>, is a former defense acquisitions official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than a year in the making, the Pentagon\u2019s new joint war-fighting concept includes directives to the Joint Requirements Oversight Council on four focus areas, known as \u201cfunctional battles.\u201d Published internally in early July, they are information advantage, joint command and control, joint fires, and contested logistics. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The JROC serves as an oversight body on the development of new capabilities and acquisition efforts, and Hyten emphasized the directives as means to speed up and empower the armed services\u2019 acquisition efforts \u2015 but they\u2019re also seen as a way to police budget and turf battles between the services, some which have bubbled into public view. Hyten chairs the JROC, which is made up of the vice chiefs of each military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hyten didn\u2019t mention the <a href=\"https:\/\/www.defensenews.com\/air\/2021\/04\/02\/air-force-general-says-of-armys-long-range-precision-fires-goal-its-stupid\/\" target=\"_blank\">Air Force\u2019s beef with the Army\u2019s plans to base long-range missiles in the Pacific<\/a>, but he offered a defense for an all-of-the above approach to fires \u2015 albeit as an \u201cpurely aspirational requirement\u201d to be balanced with practical concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the Joint Warfighting Concept, fires come from <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/it-networks\/2021\/05\/12\/pentagon-tries-to-find-the-right-balance-on-jadc2-standards-for-services\/\" target=\"_blank\">all domains and all services<\/a>, no restrictions. Why? Because [then] the adversary can\u2019t figure out where they\u2019re coming from, and they have no way to defend themselves against that,\u201d Hyten said. \u201cNow you have to figure out what is affordable, what is practical, what can you do, where can you bring it from, who can have it. All those kinds of things you have to be able to work out, but you should never limit yourself as you begin a concept with what you don\u2019t think you can do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Pentagon sets out <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/it-networks\/2021\/05\/11\/new-pentagon-directive-to-manage-gobs-of-data-make-it-all-sharable\/\" target=\"_blank\">plans to manage and learn from its vast data stores<\/a> and implement its Joint All-Domain Command and Control concept, Hyten explained the importance of data in a future fight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you\u2019re disconnected from home, disconnected from the structure, you have your mission-type orders that tell you exactly what you\u2019re supposed to do, what your rules of engagement are, and you go do that based on the best information that you have, and you fight disconnected,\u201d Hyten said. \u201cBut then you have to figure out in this new world how to pop up again, quickly connect to the network, have the information quickly aggregate itself, and then dive back in the threat environment and fire again.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">JROC members typically visit the geographic combatant commands, but the directives came instead on the heels of their trip in April to the innovation elements of the armed services as well as innovative companies. That included small, nontraditional defense firms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe saw Boeing, we saw Northrop, we saw all the big companies, but we also saw little companies and companies in Silicon Valley that deliver software every day when I fight to get software delivery every four years,\u201d Hyten said. \u201cThe JROC saw that this country still innovates, still has the technology advantage over anybody in the world. We\u2019re just not taking advantage of it at the Department of Defense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hyten, who is retiring in November, acknowledged his limited time to personally implement his new directives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re trying to move fast and to enable the department to move fast, but I\u2019m running out of
