Instead, the deputy commander of the Army\u2019s newest command said, it will be about <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2019\/03\/20\/thousands-more-soldiers-will-deploy-to-pacific-to-increase-army-footprint\/\" target=\"_blank\">systems attacking systems<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That will require targeting system nodes \u201cevery single day,\u201d said Lt. Gen. Eric Wesley, Deputy Commander, and Commander of Futures and Concepts, Army Futures Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And right now, the Army isn\u2019t there yet.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2019\/05\/08\/the-pacific-push-new-rotation-thousands-more-soldiers-heading-to-the-region-as-the-army-readies-for-a-new-kind-of-fight\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-pacific-cover-option-3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Pacific push: New rotation, thousands more soldiers heading to the region as the Army readies for a new kind of fight<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Why this fight won&#039;t look like any other for the growing number of soldiers headed there.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Wesley and others detailed this and other challenges facing the Army in the U.S. Indo-Pacific Command at 7th Annual Association of the U.S. Army\u2019s Land Forces Pacific symposium held in Hawaii this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During various panels the first day of the event, Army leaders alongside other services and joint partners looked at the strategic environment, interoperability between militaries and how the combination of forces will work in the newest concept of warfighting called Multi-Domain Operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re no longer fighting those echelons, we\u2019re fighting systems,\u201d Wesley said. \u201cWe need to target those nodes every single day.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s important because the home-based stockpiles of ammunition and targeting capabilities by China or others in the region could outlast the first responding units. So, every hit counts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But attention wasn\u2019t consumed by steel on steel combat talk, instead leaders leaned heavily on the \u201ccompetition\u201d phase, which is a daily happening across the globe in each of the geographic zones where the United States and its allies operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maj. Gen. John Morrison, head of the Army\u2019s Cyber Center of Excellence at Fort Gordon, Georgia, said the Army has build its first cyber force battalion to support from the division level down and has put the first electronic warfare platoons into formations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That will soon mean \u201clayered effects\u201d involving cyber across the battlefield, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cContinually stimulating sensors, targeting, that has to be happening on every single day and it\u2019s not happening on the scale that we need now,\u201d Morrison said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said each of the services have concepts but are still developing a \u201ccommon joint view\u201d to work together across the domains \u201cat tempo and scale\u201d but are not there yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that\u2019s a problem in a fast-paced environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without integrated capabilities at the joint level then the players won\u2019t have the same picture to operate in the domains where things change, \u201cat the snap of a finger,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wesley highlighted that in a recent Joint Warfighter Assessment event the force had to target four enemy nodes to degrade their defenses enough to simply penetrate their Anti-Access Area Denial protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we look at his and say, \u2018well, that\u2019s how we\u2019re going to target in the future,\u2019 you\u2019ll never say it\u2019s a one domain fight,\u201d Wesley said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the systems approach is key to either avoiding conflict by constant monitoring or ending conflict quickly when it breaks out, the Army still needs soldiers in the region far from home shores.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In all of the Army\u2019s modeling and simulation and wargaming, Wesley said that presence is vital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you do not have sufficient presence you do not have sufficient deterrence,\u201d the three-star said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without presence in the region, Wesley said, the next steps devolve into two choices \u2013 either protracted conflict or an inability to counter adversaries behavior.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army recently announced an increase in their Pacific Pathways program that will soon see U.S.-based units doing rotations into the region for longer periods and staying in the same place to build long-lasting partnerships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maj. Gen. Ronald Clark, commander of the 25th Infantry Division in Hawaii, said that the Army is developing dedicated area of operations that will tie to specific groups of units as part of the Pathways change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also, Gen. Robert Brown, head of U.S. Army Pacific, announced earlier this year that new rotation of 5,000 to 10,000 soldiers will deploy for a 30 to 45 day stint as part of Defender Pacific an annual exercise focused on either the South or East China Seas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wesley acknowledged that basing U.S. troops in large numbers in forward positions is a debate that will have to happen in the coming years but if basing isn\u2019t an option then a \u201csignificant increase in expeditionary capacity\u201d is needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To illustrate his point, Wesley showed a graphic highlighting the \u201clethal lag\u201d between the increased intensity of conflict in space, cyber, air and maritime domains and the time it will take the Army to engage in the fight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Initial, contact forces could see a delay of two or more weeks before they can enter the arena. The bulk of the Army might see a delay of more than 100 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s far too long to meet a hostile action that could have ripple-effect like
