{"id":27003,"date":"2023-11-15T21:54:33","date_gmt":"2023-11-15T21:54:33","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2023\/11\/15\/mayorkas-warns-of-dangers-if-us-loses-tools-to-block-terrorist-drones\/"},"modified":"2026-08-08T05:06:51","modified_gmt":"2026-08-08T05:06:51","slug":"mayorkas-warns-of-dangers-if-us-loses-tools-to-block-terrorist-drones","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/newsletters\/unmanned-systems\/2023\/11\/15\/mayorkas-warns-of-dangers-if-us-loses-tools-to-block-terrorist-drones\/","title":{"rendered":"Mayorkas warns of dangers if US loses tools to block terrorist drones"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The U.S. government is at risk of losing key tools for preventing <a href=\"https:\/\/apnews.com\/article\/chemical-security-cisa-congress-1f67003535804bf77e42edbdc2230f43\">terrorists from using drones, chemicals<\/a> or weapons of mass destruction if Congress failes to take action soon, Homeland Security Secretary Alejandro Mayorkas warned Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress could temporarily extend the measures dealing with drones and WMD as part of a bill the House approved Tuesday to avert a government shutdown.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2023\/11\/13\/us-seeks-to-fund-israeli-laser-as-army-considers-iron-beams-potential\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/LASER_BEAM_CREDIT_ISRAELI_IMOD.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US seeks to fund Israeli laser as Army considers Iron Beam\u2019s potential<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Army is eyeing Iron Beam as a possible alternative laser to augment its own fire protection capability.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But a bill regulating chemicals stalled in the Senate after a Republican senator raised concerns that it could make the U.S. chemical industry less competitive, and those powers expired in July. The others also expire this year unless Congress takes action to extend them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress must not allow these DHS authorities to lapse,\u201d Mayorkas said, arguing that they are vital for protecting the country. \u201cThis is not a moment to let our guard down.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He spoke during a congressional hearing focused on threats to the homeland alongside FBI Director Christopher Wray and the director of the National Counterterrorism Center, Christine Abizaid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.cisa.gov\/resources-tools\/programs\/chemical-facility-anti-terrorism-standards-cfats\">Chemical Facility Anti-Terrorism Standards<\/a> program requires any facility that has a certain quantity of any of a long list of \u201cchemicals of interest\u201d to report the information to Homeland Security. Then Homeland Security determines whether the facility is considered high risk and must develop a security plan. The agency assesses the plans and does inspections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are about 3,200 high-risk facilities across the country, according to agency data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program also allows facilities to vet prospective employees through Homeland Security for links to extremist groups, but this has stopped since it expired.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Countering WMD<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This summer, the House overwhelmingly voted to reauthorize it. But it stalled in the Senate after Sen. Rand Paul, a Kentucky Republican, raised objections. He said in a <a href=\"https:\/\/rumble.com\/v32p924-dr.-rand-paul-speaks-on-senate-floor-on-cfats-program-july-26-2023.html\">July 26 congressional speech<\/a> that such regulations favor big businesses because they create a barrier to new companies coming into the market and even without these regulations, companies would keep security measures in place out of self-interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The authority that created the <a href=\"https:\/\/www.dhs.gov\/countering-weapons-mass-destruction-office\">Countering Weapons of Mass Destruction Office<\/a> expires Dec. 21. It might be getting a slight reprieve. <a href=\"https:\/\/docs.house.gov\/billsthisweek\/20231113\/HR%206363.pdf\">A bill<\/a> passed by the House to temporarily fund the government into the new year would reauthorize the office until February. The Senate still has to approve it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The office, with about 240 federal employees and over 400 contract staff, and a budget last fiscal year of roughly $450 million, works with other parts of Homeland Security as well as states, municipalities, tribes and territories to make sure they have the right technology, training and intelligence to protect the country from mass attacks like from a nuclear weapon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local law enforcement agencies can request equipment and staff for events. Equipment can range from backpack units that can detect radiation while the wearer is walking through a crowd to a full trailer loaded with various types of equipment and staffed by Homeland Security experts. Over the last fiscal year, that Mobile Detection Deployment Program deployed over 180 times to 42 states, two territories and one tribal area, according to DHS data.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Festivals, Boston Marathon<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Those events included the Portland Rose Festival in Oregon; the NFL Draft in Kansas City, Missouri; the Boston Marathon; and the Albuquerque International Balloon Fiesta in New Mexico. They\u2019ll also be sending equipment and staff to protect the hundreds of thousands of people who come out to see the Thanksgiving Day parade in New York.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The potential closure of the office has worried cities that rely on it for help. In an Oct. 18 letter calling for the office to be reauthorized, the Houston director of public safety and homeland security, George T. Buenik, wrote that the federal funding provides a \u201cconsistent, nationwide level of service\u201d that state and local government cannot provide on their own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The third authority that expires this year allows the departments of Homeland Security and Justice to protect certain facilities or events from unauthorized drones and seize or down drones they think pose a danger. Mayorkas has spoken previously about the dangers posed by drones infringing on airport operations, including an incident in June where the Pittsburgh airport had to temporarily ground flights after a drone was spotted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The drone authority is set to expire Nov. 18, but it is also included in the House measure to temporarily fund the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mayorkas, Wray and Abizaid also called on <a href=\"https:\/\/apnews.com\/article\/fbi-surveillance-terrorism-congress-white-house-003e477ed7cc220b021084bd2210d472\">Congress to reauthorize Section 702<\/a> of the Foreign Intelligence Surveillance Act. The law permits the U.S. intelligence community to collect the communications of foreigners overseas suspected of posing a national security threat without getting a warrant. The government also captures the communications of American citizens and others in the U.S. when they\u2019re in contact with those targeted foreigners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some in Congress would like federal agencies to be required to get a warrant before they can access the communications of people in the U.S., something the White House
