{"id":27047,"date":"2024-03-07T14:59:32","date_gmt":"2024-03-07T14:59:32","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2024\/03\/07\/federal-it-workers-skeptical-on-us-vows-to-speed-ai-adoption\/"},"modified":"2026-08-08T05:16:35","modified_gmt":"2026-08-08T05:16:35","slug":"federal-it-workers-skeptical-on-us-vows-to-speed-ai-adoption","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2024\/03\/07\/federal-it-workers-skeptical-on-us-vows-to-speed-ai-adoption\/","title":{"rendered":"Federal IT workers skeptical on US vows to speed AI adoption"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As far as the U.S. military and federal government are concerned, speed is the name of the game when it comes to adoption and regulation of artificial intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy administration places the highest urgency on governing the development and use of AI safely and responsibly,\u201d said President Joe Biden in October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe face threats at machine speed and adversaries unbounded by bureaucracy,\u201d says<a href=\"https:\/\/www.cisa.gov\/sites\/default\/files\/2023-01\/StrategicPlan_20220912-V2_508c.pdf\" target=\"_blank\"> CISA\u2019s strategic plan. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can\u2019t move so fast that we do flawed legislation, but there\u2019s no time for waste or delay or sitting back,\u201d said Sen. Chuck Schumer the <a href=\"https:\/\/apnews.com\/article\/artificial-intelligence-ai-chatgpt-regulations-schumer-7c2fe089fc72a05fe0176bc8459e91cf\" target=\"_blank\">Senate floor last year. <\/a>\u201cWe\u2019ve got to move fast.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will be keeping up the momentum, ensuring we make the best possible use of AI technology responsibly and at speed,\u201d said <a href=\"https:\/\/www.defense.gov\/News\/Speeches\/Speech\/Article\/3578046\/remarks-by-deputy-secretary-of-defense-kathleen-h-hicks-on-the-state-of-ai-in-t\/\" target=\"_blank\">Deputy Secretary of Defense Kathleen Hicks<\/a> in November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the last few years, three executive orders, two laws (<a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2024\/03\/FedAIGovTransparencyAct.HR7532.Comer_.COMER_029_xml.pdf\" target=\"_blank\">alongside another introduced Wednesday<\/a>) and countless frameworks, agency-level policies and strategic plans have been unveiled to charge federal agencies big and small with AI adoption.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2023\/05\/17\/ideas-for-ai-in-government-are-there-the-people-arent-experts-say\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1456093661.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Ideas for AI in government are there. The people aren\u2019t, experts say<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">How does the government overcome its own hiring struggles at the pace of AI development?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Whether it\u2019s a matter of national security, warfighting or delivering government services more efficiency, the federal government\u2019s desire and duty to become as technologically equipped as any other sector has been repeatedly and publicly communicated. Why? Because trust in government is at record lows, and federal agencies want to show they are responsive to the people\u2019s needs, and <a href=\"https:\/\/www.federaltimes.com\/opinions\/2024\/02\/02\/bridging-the-trust-gap-using-ai-to-restore-faith-in-democracy\/\" target=\"_blank\">they think AI can help.<\/a> For the U.S. military, the State Department and intelligence agencies, the urgency also stems from a sense of a heightened threat environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChina views AI as a means to gain a strategic advantage over the United States and its allies,\u201d analysts from the German Marshall Fund, a non-partisan American public policy think tank, wrote in a 2023 article. \u201cIt intends to use AI to build a world-class military.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But what Congress and the White House expect and what is realistic may not always be in sync. A <a href=\"https:\/\/assets.ey.com\/content\/dam\/ey-sites\/ey-com\/en_us\/topics\/government-public-sector\/ey-federal-ai-report.pdf\" target=\"_blank\">study by the consultancy firm Ernst and Young<\/a> shows that less than a third of government officials leading the charge on AI believe the federal government will become a quick adopter of such technologies in the next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A majority of officials surveyed projected that would become a reality three or more years from now, according to the results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are a few possible reasons for that. Among the most obvious are budget issues, which 58% of respondents said was \u201cvery\u201d or \u201cextremely\u201d challenging. The most cited challenge was lack of personnel, and data quality and security were also widely mentioned, according to the report\u2019s survey of 200 federal government IT decision-makers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other cases, the spirit of innovation may be stunted by the 49% who said concerns over AI usage within an organization are obstacles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn government, we are struggling to move our policy and our standards process at the pace that AI is moving,\u201d said Suzette Kent, former federal CIO of Office of Management and Budget at a Meritalk event on Jan. 30.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Leadership discrepancies<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Another issue that could be an impediment to synchronized AI efforts within agencies and between them is the role of leadership. In some agencies, that\u2019s taken the form of a chief AI officer or a chief data officer \u2014 or both. But the presence of a c-suite leader doesn\u2019t guarantee that they have all the resources, authority or respect to fully execute the duties of their office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sixty percent of respondents said their CDO has enough money to do their job. About 65% said that official has enough internal resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other lingering challenge is mixed perceptions of who is actually responsible for the data that underlies AI. Fewer than half of respondents said that\u2019s the CDO\u2019s job. Other respondents said it\u2019s the responsibility of an entire team, a single, non-CDO employee, a committee of staff members who primarily do other tasks or a part-time staff member.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/12\/07\/democrats-and-republicans-see-role-for-government-in-development-of-ai\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"178\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1646477877.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Democrats and Republicans see role for government in development of AI<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. has a long tradition of government-led technology, including the Internet, GPS and mapping the human genome.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cEntrusting (or burdening) employees with data governance who have other duties may mean that this crucial step is left on the back burner,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regardless of whose in that seat, government recognizes data needs to be governed in some way, especially because the majority of agencies rely on their internal data to train their AI.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">AI viewed differently by defense, civilian agencies<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Though the government is often thought of as one lump entity, the reality is within government, agencies are approaching AI in different ways and for different reasons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDefense respondents, for example, are almost twice as likely to report using sensor data to train their AI models as their civilian counterparts,\u201d according to the data.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2023\/05\/24\/why-the-military-moves-faster-than-government-on-ai\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1404749040.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why the military moves faster than government on AI<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A Q&amp;A with a former member of the National Security Commission on Artificial Intelligence about how agencies can get around talent and budget constraints.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">And while AI is currently being used to develop unmanned vehicles and autonomous weapon systems at the Pentagon, it\u2019s also being used for more ordinary, but no less important, tasks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this stage, 76% of civilian agencies are using AI as a data analysis tool. Other popular use cases for them are document analysis, process execution, predictive analytics and chatbots or virtual assistants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the Office of Personnel Management has identified two instances where AI can help suggest openings to applicants on USAJobs based on their skills and background. The Social Security Administration sees potential for AI to extract data from scanned images of paystubs to enable faster processing of benefits. And at the Department of Veterans Affairs, there\u2019s perhaps a role for AI to play in predicting suicide based on clinical records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are just three of the 1,200 planned or current AI use cases across non-defense agencies identified by the <a href=\"https:\/\/www.gao.gov\/products\/gao-24-105980\" target=\"_blank\">Government Accountability Office<\/a> and on file with the Biden administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite many agencies having ideas for how to use AI, the vast majority are still in the planning phase and are not yet in use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The online survey conducted in 2023 polled 200 federal IT officials across more than two dozen agencies who work on AI policies. About 60% work for civilian agencies, and most respondents fell between the GS-12\/O-4 to GS-15\/O-6 pay scale.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There are some 1,200 planned or
