{"id":27234,"date":"2017-09-13T17:47:54","date_gmt":"2017-09-13T17:47:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2017\/09\/13\/dhs-gives-agencies-90-days-to-purge-all-kaspersky-products\/"},"modified":"2026-08-08T18:23:34","modified_gmt":"2026-08-08T18:23:34","slug":"dhs-gives-agencies-90-days-to-purge-all-kaspersky-products","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2017\/09\/13\/dhs-gives-agencies-90-days-to-purge-all-kaspersky-products\/","title":{"rendered":"DHS gives agencies 90 days to purge all Kaspersky products"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">After months of current and former U.S. government officials warning against using cybersecurity products developed and sold by Russia-based Kaspersky Lab, acting Homeland Security Secretary Elaine Duke issued a binding operational directive on Wednesday telling all federal agencies to get Kaspersky software off their systems within 90 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis action is based on the information security risks presented by the use of Kaspersky products on federal information systems,\u201d Duke said in a release announcing the BOD. \u201cThe department is concerned about the ties between certain Kaspersky officials and Russian intelligence agencies to request or compel assistance from Kaspersky and to intercept communications transiting Russian networks.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duke cited the anti-virus\u2019 broad access to files and secure areas of federal networks on which the software is installed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2017\/07\/11\/us-government-backing-away-from-russia-based-kaspersky-labs\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP17025441456449.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US government backing away from Russia-based Kaspersky Labs<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The fate of Kaspersky Labs within the U.S. government appears to be in a death spiral as fresh reports seem to link the Russian cybersecurity company directly to Russian government intelligence and security agencies, a long founded claim disavowed by the company\u0092s chief.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe risk that the Russian government, whether acting on its own or in collaboration with Kaspersky, could capitalize on access provided by Kaspersky products to compromise federal information and information systems directly implicates U.S. national security,\u201d she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The directive gives agencies 30 days to identify all instances of Kaspersky products on their networks; 60 days to work up plans to remove those products; and 90 days to implement those plans. That means agencies must be clear of Kaspersky by Dec. 12, \u201cunless directed otherwise by DHS based on new information.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a risk-based decision we need to make,\u201d White House Cybersecurity Coordinator Rob Joyce said Wednesday while speaking at the annual Billington Cybersecurity Summit. \u201cFor us the idea of a piece of software that\u2019s going to live on our networks, going to touch every file on those networks, going to be able to at the discretion of the company decide what goes back to their cloud in Russia \u2014&nbsp;and then what you really need to understand is under Russian law the company must collaborate with the FSB. So for us in the government that was an unacceptable risk.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DHS said Kaspersky will be given a chance to offer a \u201cwritten response addressing the department\u2019s concerns or to mitigate those concerns,\u201d an offer that is also extended to other companies that feel they will be adversely impacted by this directive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGiven that Kaspersky Lab doesn\u2019t have inappropriate ties with any government, the company is disappointed with the decision by the U.S. Department of Homeland Security, but also is grateful for the opportunity to provide additional information to the agency in order to confirm that these allegations are completely unfounded,\u201d Kaspersky Lab told Fifth Domain in an email Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The comment continued:<\/p>\n\n\n\n\n\n\n\n\n\n\n\t<aside class=\"smg-interstitial-link class=\"wp-block-paragraph\">U.S. intelligence community officials have long been skeptical of Kaspersky products being used within the government and critical infrastructure, though few have spoken publicly about those concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richard Ledgett, who was most recently deputy director of NSA until his retirement at the end of April, spoke about the U.S. intelligence community\u2019s concerns in a July podcast interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe concern over Kaspersky is well founded and I think that there\u2019s growing recognition \u2014 there has been for a while and more recently [within] Congress \u2014 that we probably don\u2019t want that in really significant parts of the government or critical infrastructure networks,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ledgett, like most current officials, noted there is much he cannot say on this topic.<\/p>\n\n\n\n<p
