Gen. Stephen Fogarty, commander of Army Cyber Command, told an audience at the AFCEA Army Signal Conference March 12.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/newsletters\/daily-brief\/2019\/01\/18\/will-enterprise-it-as-a-service-create-a-more-digital-air-force\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"150\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screen-Shot-2018-08-17-at-08.37.12.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will Enterprise IT as a Service create a more digital Air Force?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Air Force is looking to create more efficiencies in a future data and network centric environment.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got confidence that the model that the Air Force has selected offers the best opportunity of the Army to modernize our network and provide the network that our commanders need, that they require,\u201d Fogarty said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey came to this conclusion about two-and-a-half years ago and they have been working furiously with \u2026 [their leadership] to get to this point. That has given us a tremendous advantage because we can leverage much of the work the business case, that they prepared.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fogarty noted that, similar to the conclusion the Air Force came to, this pilot effort is not about cost savings, but rather improving capability.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2018\/12\/27\/air-force-begins-to-roll-out-special-cyber-defense-teams\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"176\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4259926.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force begins to roll out special cyber defense teams<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Major commands will begin staffing new mission defense teams that focus on preventing cyberattacks.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s chief information officer has <a href=\"https:\/\/www.fedscoop.com\/army-enterprise-it-as-a-service-bruce-crawford\/\" target=_blank>s<\/a><a href=\"https:\/\/www.fedscoop.com\/army-enterprise-it-as-a-service-bruce-crawford\/\" target=_blank>aid in the past<\/a> that enterprise network modernization efforts were not moving fast enough and they needed a new approach, so leveraging existing commercial capabilities could help modernize and secure the network. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Details on the Army\u2019s pilot are scare so far, but officials have acknowledged they plan to go relatively quickly, asking industry in 2019 to provide transport, end user devices and cloud and other services. It will encompass the unclassified and secret networks, but only focus on installations in the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials also noted the importance these efforts to reform and modernize the enterprise have on the Army\u2019s ongoing, and more public efforts to modernize the tactical network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEverything we\u2019re doing in the tactical space depends on the enterprise being set \u2026 This is an end-to-end network,\u201d Maj. Gen. Peter Gallagher, director of the network cross functional team, said during the same conference earlier in the day.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2018\/11\/26\/the-armys-new-network-isnt-actually-new\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"180\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Paratroopers-ruck.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Army\u2019s \u2018new\u2019 network isn\u2019t actually new<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army has outlined a different network design based on a series of programs and systems making the Army more lethal and faster.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The first enterprise pilot effort will take place at Army Futures Command, said Fogarty, noting this is the No. 1 priority. He added that they have a requirement to ensure the Futures Command headquarters is fully operationally capable by June 1, 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Army looks to prioritize other sites within the 288 installations it owns, Fogarty was sure to explain that the pilot will not stop current efforts from continuing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a pilot. It could fail. So there has to be a plan B and plan B right now is instead of using the current approach of floating all boats, trying to get all 288 something, is we\u2019re prioritizing,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the priorities currently are power projection posts, combat training centers, Army four-star command headquarters and Army Material Command business centers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fogarty said they\u2019re working these efforts simultaneously because they can\u2019t afford to run a pilot for three years and let the
