{"id":27876,"date":"2020-10-15T19:21:22","date_gmt":"2020-10-15T19:21:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2020\/10\/15\/dod-identifies-top-information-operations-adviser\/"},"modified":"2026-08-08T18:35:32","modified_gmt":"2026-08-08T18:35:32","slug":"dod-identifies-top-information-operations-adviser","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/information-warfare\/2020\/10\/15\/dod-identifies-top-information-operations-adviser\/","title":{"rendered":"DoD identifies top information operations adviser"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Department of Defense has named the undersecretary of defense for policy as the point person for information operations, a spokesman confirmed to C4ISRNET.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As mandated in the fiscal 2020 National Defense Authorization Act, the DoD must designate a person \u2014 dubbed the principal information operations adviser \u2014 to counsel the defense secretary on <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2019\/12\/10\/congress-wants-to-up-dods-game-in-the-information-environment\/\" target=_blank>information operations<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn support of the 2018 National Defense Strategy and as mandated by the FY 2020 NDAA, the Department has designated the Under Secretary of Defense for Policy as the Principal Information Operations Advisor, with the primary focus of helping the Department improve its ability to integrate and supervise operations in the information environment,\u201d Lt. Col. Thomas Campbell, a DoD spokesman, told C4ISRNET. \u201cWe recognize the increasing importance of information to our competitive military advantage.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State and nonstate actors alike have become more active in the so-called information environment in recent years, recognizing they can conduct operations to achieve desired outcomes while remaining below the threshold of armed conflict. In other words, they aren\u2019t met with military retaliation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Creating a top adviser on information operations and capabilities can serve as the glue that unifies strategies and concepts between the various efforts in the DoD and the services, according to Joseph Kirschbaum, the director of defense capabilities and management at the Government Accountability Office, who spoke to C4ISRNET in June.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He previously wrote a report, titled \u201cInformation Operations: DoD Should Improve Leadership and Integration Efforts,\u201d that was mandated by Congress and published in October 2019. The report, however, is classified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe model for that is the principal cyber advisor,&#8221; he said. &#8220;We have seen the difference in how the management of some of the department\u2019s cyber strategies have been done over the last couple of years because of that office\u2019s role.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Our work on some of the cyber issues, just like they were on the information operations, was some of the same kind of things that you might expect that we found. That there\u2019s strategies: There were gaps in how they\u2019re implementing strategies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kirchbaum also said the DoD agreed with all of the GAO\u2019s recommendations, but because of the direction Congress wanted to go, the department is taking action to correct issues identified by the watchdog. As such, the Pentagon is now beginning to take these threats seriously with a <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2020\/09\/29\/out-information-warfare-in-information-advantage\/\" target=_blank>variety <\/a><a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2020\/09\/29\/out-information-warfare-in-information-advantage\/\" target=_blank>of <\/a><a href=\"https:\/\/www.militarytimes.com\/it-networks\/2017\/12\/05\/why-the-marine-corps-needed-a-new-deputy-commandant\/\" target=_blank>reorganizations <\/a>and <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2020\/10\/12\/us-marines-pivot-approach-to-information-warfare-at-commandants-command\/\" target=_blank>reorientations<\/a>, recognizing the department\u2019s need to <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2020\/10\/02\/why-the-pentagon-needs-to-fully-embrace-influence-operations\/\" target=_blank>fully embrace<\/a> influence and information operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other top experts and former government officials <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2020\/10\/05\/why-is-the-united-states-losing-the-information-war\/\" target=_blank>have suggested<\/a> that in this hotly contested \u201ccompetition\u201d space, information should be the primary focus that is supported by more physical operations, a true departure from how the DoD is used to
