Even private cybersecurity courses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As President Donald Trump and congressional Democrats continue to feud over spending for a border wall and parts of the federal government remain shutdown, some of the federal government\u2019s cybersecurity community remains out of commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the heaviest hit areas of the government are the National Institute of Standards and Technology, which has 85 percent of its staff <a href=\"https:\/\/www.commerce.gov\/sites\/default\/files\/2018-12\/DOC%20Lapse%20Plan%20-%20OMB%20Approved%20-%20Dec%2017,%202018.pdf\">furloughed<\/a>. Because of the shutdown its public standards, which are also relied on by private companies and<a href=\"https:\/\/twitter.com\/LisaJohnson\/status\/1080911044141182977\"> for cybersecurity courses<\/a>, have been removed from the internet. <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/DHS%20Procedure%20Related%20to%20a%20Lapse%20in%20Appropriations%20(12-20-2018)%20-%20FINAL%20..._0.pdf\">Nearly half<\/a> of the staff from the Department of Homeland Security\u2019s new Cybersecurity and Infrastructure Security Agency are furloughed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA lot of real heavy lifting to secure the critical infrastructure is done by my DHS colleagues,\u201d wrote Allan Friedman, a director of cybersecurity at the Department of Commerce\u2019s National Telecommunications and Information Administration. \u201cNone are being paid \u2014 including those running the 24-hour watch at the [National Cybersecurity and Communications Integration Center]. Only half of them are able to do their job.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other parts of the federal government\u2019s cybersecurity remain fully operational. The Pentagon, U.S. Cyber Command and most areas of the intelligence community are not affected by the shutdown. The Treasury Department\u2019s IT and computer security incident response are deemed essential as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the biggest impact of the shutdown will not necessarily be felt in the short term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOperational, mission-critical employees are mostly designated as essential, and so we can expect that network monitoring will continue and cyber security incidents will get an appropriate response,\u201d wrote Phil Reitinger in a post for the Global Cyber Alliance, a membership organization that promotes strong cybersecurity behavior. \u201cWhat worries me most is the long-term effect of further limiting the pool of cybersecurity people who are willing to work for government.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the standoff continues, available financial reserves that agencies have saved are set to dwindle, Alan Chvotkin, executive vice president for the Professional Services Council, <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2019\/01\/03\/federal-contractors-quietly-working-as-the-partial-shutdown-continues\/\" target=\"_blank\">previously<\/a> told Fifth Domain. Some contractors are also facing cash-flow difficulties, Chvotkin said. Some government officials contacted by Fifth Domain needed special permission to even answer emails and make phone calls. Those who had previously scheduled travel plans were unsure if their trips would go through.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roughly 800,000 federal workers have been <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/12\/21\/coast-guard-would-bear-the-brunt-of-latest-government-shutdown\/\">affected<\/a> by the shutdown, according to the White
