Congress authorized up to $5 million in cash prizes for the competition.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/information-warfare\/2019\/06\/17\/how-will-congress-combat-deepfake-videos\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-867750146.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How will Congress combat deepfake videos?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Congress is grappling with how to combat deepfake videos, which are created to manipulate audio and video in a way that is indistinguishable to most people.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Deepfakes are machine-manipulated media that depict events that never happened. For example, many deepfakes commonly superimpose one individual\u2019s face onto another\u2019s person\u2019s head as a way to deceive viewers into thinking the first individual said or did things that they never did. But the government\u2019s broader of deepfakes includes any digitally altered video, audio or image that depicts something that does not exist or did not happen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the technology becoming more advanced and widespread, the Pentagon now viewss <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2019\/08\/29\/how-the-pentagon-is-tackling-deepfakes-as-a-national-security-problem\/\" target=\"_blank\">machine-manipulated media to be a national security issue<\/a>. Military leaders imagine a digitally altered video that shows a national security leader giving orders they never gave or behaving unprofessionally could cause significant problems and confusion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the competition, the new law requires the Director of National Intelligence to produce a report on the potential national security implications of deepfakes as well as the capabilities of foreign governments to produce and disseminate that media. Lawmakers are particularly concerned about the threat posed by Russia and China and in the law specifically required information on those countries\u2019 capabilities and intentions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, the law calls on the Director of National Intelligence to notify Congress whenever there is a credible attempt by a foreign entity to deploy machine-manipulated media or machine-generated text aimed at interfering with U.S. elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States has undertaken multiple efforts to develop technology that can automatically detect deepfakes \u2014 such as DARPA\u2019s Media Forensics (MediFor) program \u2014 and the legislation requires the director to produce a report on those
