Industry is preparing for that reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the nascent concept of connecting the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2020\/10\/12\/at-project-convergence-the-us-army-experienced-success-and-failure-and-its-happy-about-both\/\" target=_blank>best sensor from any location with the best shooter<\/a> in any service, known as <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2020\/12\/04\/congress-wants-to-know-more-about-the-pentagons-new-joint-warfighting-concept\/\" target=_blank>Joint All-Domain Command and Control<\/a>, the defense industrial base is seeing a shift in the Pentagon\u2019s need for tools that people can access from any location.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cloud computing, which allows users to store data more cheaply and access it remotely, is a <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2020\/07\/31\/pentagon-cio-provides-updates-on-several-it-initiatives\/\" target=_blank>core principle<\/a> of the department\u2019s <a href=\"https:\/\/www.federaltimes.com\/it-networks\/cloud\/2019\/07\/16\/these-are-the-it-reforms-the-pentagon-wants\/\" target=_blank>digital modernization strategy<\/a>. With distributed war fighting on the horizon, the department will need tactical cloud abilities available in remote places.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At IBM, customers ask for cloud environments that will allow users to access data across security classifications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re seeing more much interest in more mobile environments [including] more distributed, mobile environments that can operate at multiple [classification] levels,\u201d said Terry Halvorsen, former Defense Department chief information officer and IBM general manager for public sector client development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department\u2019s cloud computing needs are expected to grow from an estimated $2.1 billion in fiscal 2020 to about $2.7 billion in 2023 \u2014 an increase of about 29 percent, according to an analysis by Bloomberg Government.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/it-networks-battlefield-tech\/2020\/11\/09\/data-standards-pose-a-sneaky-obstacle-to-joint-war-fighting\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6228533.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Data standards pose a sneaky obstacle to joint war fighting<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Data underpins the Pentagon&#039;s CJADC2 concept, but experts say cultural barriers stand in the way of the services sharing their data.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Several efforts will drive much of that growth \u2014 increased use of cloud-native applications and <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2021\/01\/11\/pentagon-shattered-speed-record-to-give-1-million-people-remote-work-tools\/\" target=_blank>remote collaboration tools<\/a>, continued migration of legacy systems, and the department\u2019s artificial intelligence push.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The demand for cloud access from any setting is part of a \u201cfundamental transition\u201d in how the DoD views the technology, said Hillery Hunter, chief technology officer of IBM cloud.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCloud is no longer a conversation about being in one place,\u201d she said. \u201cIn the next three to five years it really is a conversation \u2026 about cloud being a consistent platform that spans all the way from the original data center \u2026 out to the edge.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the future the military wants to process data, such as drone footage or vehicle-mounted sensor data, in the tactical environment, rather than transporting it back to data centers thousands of miles away, a process that sucks up precious bandwidth and takes too much time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The need is driving investment by major cloud providers in smaller servers and processing devices for war fighters in remote environments. The need is evident, for example, with the Air Force\u2019s Advanced Battle Management System, which uses cloud services from vendors Microsoft and AWS through indefinite delivery, indefinite quantity contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to create devices that can operate in those austere environments,\u201d said Rick Wagner, president of Microsoft Federal for government customers. \u201cSome of that goes with custom design. This is clearly obviously not simply pulling something off the shelf that\u2019s been developed, so it\u2019s driving us into doing more work in \u2026 creating our own devices, optimizing them to work in those environments and work with our cloud.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Microsoft, joint war fighting is pushing the company to think about how they can get cloud-computing capabilities into disconnected and challenging environments, such as outfitting an individual ship with cloud-enabled devices or giving every battle group a data center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow can we get to the point where we get pieces of the cloud everywhere the DoD is operating and then you can start tying things together?\u201d Wagner asked. \u201cAt Microsoft, that is one of the things we are trying to optimize for \u2026 how we do compute at the edge, where the data sits, reduce the amount of time you\u2019ve got to move data back and forth and to be able and operate with it?\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/it-networks-battlefield-tech\/2021\/01\/29\/pentagon-could-reassess-future-of-jedi-cloud-depending-on-court-action\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/2410924.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon could reassess future of JEDI cloud, depending on court action<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The future of the Joint Enterprise Defense Infrastructure cloud may depend on a court&#039;s decision whether to dismiss allegations of interference by former President Donald Trump.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Beyond that, the department needs to be able to easily and securely pass data between classified and unclassified environments \u2014 another requirement that has industry brainstorming new options.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is a push to do things more remotely, and so the idea of cross-domain solutions starts to become a big\u201d capability, Wagner said. \u201cHow do we work from unclassified to secret to top secret and beyond over a consolidated environment where you\u2019ve got the same tool sets on every environment?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon plans to provide data access at different classification levels through the Joint Enterprise Defense Infrastructure cloud, but its enterprise cloud has been mired in controversy and is potentially on the verge of getting scrapped over a court battle. That cloud contract, experts said, is a gaping question for what the DoD\u2019s future cloud needs looks like.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The JEDI cloud also would provide some tactical edge capabilities. Former DoD CIO Dana Deasy consistently presented JEDI as a solution that would allow soldiers at the battlefront to access data, once noting that on a trip to Afghanistan, soldiers had to use three different systems to identify an adversary, make a decision and find friendly forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOver the next three to five years, it\u2019ll really depend on if JEDI gets off the ground in fiscal 2021, which it may possibly do at the very end [of the year] if the legal decision goes the Pentagon\u2019s way,\u201d said Chris Cornillie, a federal market analyst at Bloomberg Government. \u201cOtherwise, you have the DoD starting from scratch and looking to replace that big general-purpose cloud that JEDI represents with a more federated structure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The JEDI program is billed as a cloud that will host 80 percent of the DoD\u2019s systems, deliver data to the war fighter at the edge and enable artificial intelligence development. In the absence of the cloud due to court cases and protests, services and other components have had to find other solutions. Cornillie suspects the military branches and fourth estate agencies will continue with the solutions they started to fill the void.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If JEDI is scrapped, \u201cwill they try to recompete another big cloud contract? I think that\u2019s yet to be determined,\u201d Cornillie said. \u201cI don\u2019t think we\u2019ll have one big cloud contract and certainly not destined for a single vendor and a single cloud
