{"id":28217,"date":"2019-03-12T16:37:10","date_gmt":"2019-03-12T16:37:10","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/03\/12\/how-the-army-is-getting-its-ew-kit-right-for-future-battlefields\/"},"modified":"2026-08-08T18:12:09","modified_gmt":"2026-08-08T18:12:09","slug":"how-the-army-is-getting-its-ew-kit-right-for-future-battlefields","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2019\/03\/12\/how-the-army-is-getting-its-ew-kit-right-for-future-battlefields\/","title":{"rendered":"How the Army is getting its EW kit right for future battlefields"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Army is undertaking a multipronged effort to field new electronic warfare equipment and organize new electronic warfare-specific units to modernize its force for a 21st-century conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has placed a lot of importance on electronic warfare in recent years, though some contend not as much as cyber despite their striking similarities. The service believes these non-kinetic capabilities will be essential in the multidomain battlefield of the future, as evidenced by Russia\u2019s demonstration of electronic warfare capabilities in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Army charts made available to C4ISRNET, as well as statements from senior leaders, the Army wants to provide EW forces and capabilities from every echelon.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2018\/11\/27\/the-army-is-rapidly-regrowing-electronic-warfare\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Army-Cyber-Photo-NTC.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Army is rapidly regrowing electronic warfare<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">New forces and capabilities are being developed across several echelons.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIn simplistic terms, we\u2019re establishing electronic warfare that will also provide cyber effects through the electromagnetic spectrum that\u2019s being established at the [brigade combat team] level and then at the corps level they can be pushed down to the division. So you\u2019ve got electronic warfare capable formations on echelon,\u201d Maj. Gen. John Morrison, commander of the Cyber Center of Excellence, told C4ISRNET in an interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, the Army has established a unit \u2014 2nd Stryker Brigade Combat Team, 2nd Infantry Division out at Fort Lewis in Washington \u2014 to serve as the pilot unit for new EW platoons it plans to stand up within military intelligence companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morrison noted that there is not necessarily a timetable for when the pilot effort will conclude, but it will be evolutionary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe expect to have enough reps and sets by the end of fourth quarter \u201919 \u2014 we\u2019ll be able to put the formal requirement into the Department of the Army because we would have learned enough by doing this experimentation and demonstration and rapid prototyping,\u201d he said, adding that the work in this space will never be done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Forces and capabilities will constantly evolve, as evidenced by cyber teams with U.S. Cyber Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI suspect that we\u2019re going to form the first four teams between \u201919 and \u201920 and we\u2019ll get them on mission, but I think it\u2019s going to be exactly what happened with the cyber mission force. We build out these 39-manned cyber protection teams and then we found out we never ever deployed 39 people, then we figured out how we were actually operating and we have now changed our organizational design based off of actual operational employment,\u201d he said. \u201cI think this is going to be the same thing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morrison said the entire 2\/2 Stryker brigade is being equipped right now with initial EW prototypes and organizing around the organizational framework the Army expects all brigade combat teams will adapt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s important because it\u2019s going to do a final validation on our operational concept; it\u2019s going to make sure that we\u2019ve got the organizational structure right; it\u2019s going to make sure that we\u2019ve got the training right so that we\u2019re training the operators the right way and then it\u2019s really going to buy down risk as we move toward the formal program of record, the Terrestrial Layer System,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TLS, the formal program, will be an integrated EW and signals intelligence system for ground use that the Army decided to pursue instead of the old Multi-Functional Electronic Warfare Ground and Dismounted system.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2019\/02\/21\/heres-what-the-army-is-looking-for-in-its-new-ew-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/180816-A-IN006-001.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s what the Army is looking for in its new EW program<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army is looking to move out on its integrated EW and signals intelligence Terrestrial Layer System.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army is fielding several incremental systems and capabilities to a variety of units both in the United States and in Europe to refine what the final requirements for TLS will be.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2019\/02\/04\/how-will-the-army-use-electronic-warfare-the-pentagons-weapon-tester-wants-to-know\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Army-Cyber-Photo-NTC.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How will the Army use electronic warfare? The Pentagon\u2019s weapon tester wants to know<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army needs to create more clarity on how it will use its electronic warfare forces.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cInstead of just putting something on the paper and not really having anything behind it other than traditional analysis, what we\u2019re doing is we\u2019re leveraging these experiments and demonstrations so that it informs what we\u2019re actually going to submit as the requirement,\u201d Morrison said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This includes the <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2018\/09\/11\/this-armored-vehicle-can-resist-mines-and-jam-airwaves\/\" target=_blank>Electronic Warfare Tactical Vehicle<\/a>, an armored vehicle that provides forces offensive and defensive electronic warfare capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also includes the Tactical Electronic Warfare System (TEWS), a follow-on system to Sabre Fury, an initial prototype that was delivered to Europe that is a vehicle-mounted system for direction finding and jamming. TEWS is a more mature prototype than Sabre Fury, Morrison said, adding that it provides electronic attack and sensing capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TEWS is what\u2019s currently being fielded to 2\/2 Stryker.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, Morrison said there will be two more prototypes in the summer that will integrate signals intelligence, electronic attack and electronic sensing onto a single platform. This will be the strong precursor to TLS, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This approach of prototyping and getting these systems into the hands of soldiers is the approach the Army has tried to adopt and implement through Futures Command and the cross-functional teams, which are all aligned to the Army\u2019s six modernization priorities. Of note, however, is the fact that electronic warfare is not one of the six and there is not a cross-functional team dedicated to delivering EW capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe key is, much like you\u2019ve heard from the cross-functional teams, putting this kit in the hands of soldiers,\u201d Morrison said. \u201cWe\u2019ve got testers that are there; we\u2019ve got the acquisition folks that are there; we\u2019ve got the requirements folks that are there; and that solider in the middle is the one that is constantly feeding us back.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morrison pointed to how this process allowed the service to skip ahead of the Electronic Warfare Planning and Management Tool\u2019s planned incremental capability drop schedule providing a more robust capability to the system.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a
