NC3 is a complex system, made up of various land, air and space components, all intended to insure the president stays connected to nuclear forces in an emergency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programs, which GAO has reviewed before, have made some progress toward developing and fielding systems, and meeting previously set goals, they still have some distance to go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Resource: <\/b><a href=\"http:\/\/www.gao.gov\/products\/GAO-15-584R\" title=\"http:\/\/www.gao.gov\/products\/GAO-15-584R\">Read the report<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The systems that GAO examined include the:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Mission Planning and Analysis System;<\/li><li>Family of Advanced Beyond Line-of-Sight Terminals;<\/li><li>Presidential and National Voice Conferencing;<\/li><li>Phoenix Air-to-Ground Communications Network;<\/li><li>Common Very Low Frequency Receiver;<\/li><li>Global Aircrew Strategic Network Terminal;<\/li><li>Minuteman Minimum Essential Emergency Communications Network Program Upgrade.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Among the problems GAO cited:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Development of key satellite communication terminals for strategic bomber aircraft has been deferred by several years;<\/li><li>Some programs have follow-on increments planned to to address known gaps, but they are not yet funded.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">GAO made
