{"id":28720,"date":"2018-01-19T20:14:26","date_gmt":"2018-01-19T20:14:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/01\/19\/mattis-dod-reorganizing-in-cyber\/"},"modified":"2026-08-18T20:43:17","modified_gmt":"2026-08-18T20:43:17","slug":"mattis-dod-reorganizing-in-cyber","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2018\/01\/19\/mattis-dod-reorganizing-in-cyber\/","title":{"rendered":"In speech, Mattis explains his cyber concerns"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">On the same day the summary of new National Defense Strategy only vaguely mentioned the Pentagon\u2019s cyber capabilities, Secretary of Defense James Mattis expanded on the topic and discussed the department\u2019s efforts tor reorganize cyber forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The only portion of the strategy summary that explicitly addresses cyberspace notes that the Department of Defense will \u201cinvest in cyber defense, resilience, and the continued integration of cyber capabilities into the full spectrum of military operations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a speech at Johns Hopkins University addressing the newly unveiled strategy, Mattis explained there will be a <a href=\"https:\/\/www.fifthdomain.com\/dod\/cybercom\/2017\/10\/16\/dod-still-working-toward-cybercom-elevation\/\" title=\"\" class=\"selected-link\">reorganization of the fundamental cyber-related organizations<\/a>, namely U.S. Cyber Command and the NSA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey will be organized along different lines,\u201d Mattis said. \u201cWe are going to have to then resource them in education with training programs, recruiting programs and mission statements so that the reorganized forces are working together because this is a wild west right now. As you know people in their bed rooms can be doing things that are causing your bank account dire problems at this point.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He did not provide further details.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DoD is currently focus on elevating Cyber Command to a full unified combatant command out from under Strategic Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Cyberspace challenges<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mattis also touched upon a recent flashpoint: how DoD protects the U.S. homeland from massive cyber incidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow do we protect life if cyber could shut down all the power in a part of our country that would kill people in hospitals or paralyze economies that are required to keep people alive,\u201d he said. \u201cHow do we deal with that when that\u2019s not what you and I would call a military mission? As a matter of fact we have laws that prohibit us \u2013and we are proud of those laws \u2013 from doing certain things in this country. You don\u2019t see any military person arresting anyone in this country\u2026not our authority under the constitution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DoD has come under fire from both independent government watchdogs and Congress for its polices and procedures in civil cyber defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a testy exchange at an October hearing before the Senate Armed Services Committee, committee chairman Sen. John McCain (R-Ariz.) <a href=\"https:\/\/www.fifthdomain.com\/congress\/capitol-hill\/2017\/10\/19\/dod-says-it-shouldnt-protect-homeland-from-cyberthreats-mccain-disagrees\/\" data-original-title=\"\" title=\"\" class=\"selected-link\" aria-describedby=\"popover110235\">berated DoD\u2019s witness<\/a> for expressing DoD should not be the lead for the domestic cyber mission risks, which could upset the traditional civil-military balance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou said that it\u2019s not Department of Defense responsibility \u2014 suppose if the Russians had been able to affect the outcome of the last election,\u201d McCain charged. \u201cWould that fall under the responsible and authority to some degree of the Department of Defense if they\u2019re able to destroy the fundamental of democracy by changing the outcomes of elections?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor you to sit there and say, \u2018Well, but it\u2019s not Department of Defense\u2019s responsibility\u2019 \u2014 it is; to defend the nation \u2026 if you can change the outcome of an election, that has consequences far more serious than a physical attack,\u201d McCain said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government Accountability Office has also been critical of how DoD might assist the U.S. government in the event of a major cyber incident citing lack of training and clear lines of command and control in a <a href=\"https:\/\/www.fifthdomain.com\/dod\/2017\/11\/30\/dod-continues-to-get-poor-marks-for-cyber-incident-response\/\" data-original-title=\"\" title=\"\" class=\"selected-link\" aria-describedby=\"popover938943\">November report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mattis noted that the Pentagon will have to look at the cyberspace problem much more broadly than it has in the past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a very complex issue for right now. I\u2019m focused mostly on making certain that our military can fight and supporting FBI and others when we spot a problem coming in from overseas that we will pick it up and we notify the law enforcement agencies now,\u201d he said. \u201cBut there\u2019s a lot more to be done\u2026and I\u2019ve not got that defined yet.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Secretary
