{"id":28850,"date":"2015-11-18T20:55:45","date_gmt":"2015-11-18T20:55:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2015\/11\/18\/intertia-slows-cyber-progress\/"},"modified":"2026-08-08T18:29:20","modified_gmt":"2026-08-08T18:29:20","slug":"intertia-slows-cyber-progress","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/special-reports\/cybercon-special-reports\/2015\/11\/18\/intertia-slows-cyber-progress\/","title":{"rendered":"Intertia slows cyber progress"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Agencies are &#8220;overcoming inertia&#8221; in their cybersecurity programs, said Rafael Diaz, chief information officer at the Department of Housing and Urban Development.<\/p>\n\n\n<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=57e70a78-6670-4d6f-a4df-8fe8cb616bf6\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">Information officers, government and industry specialists talked about the evolution of cybersecurity programs within agencies and their philosophical approaches to them.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">&#8220;If you listen to this conversation about cybersecurity, it&#8217;s all about movement. It&#8217;s all about action,&#8221; Diaz said, speaking as part of a panel at CyberCon 2015. &#8220;Really, I think the biggest problem is overcoming the inertia within your organization to implement the diagnostic and monitoring capability that involves the whole organization.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The event, held Nov. 18, is a co-production of Federal Times and C4ISR&#038;Networks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Diaz said that overcoming the stagnating inertia of implementing these comprehensive systems requires CIOs to really communicate the importance of cybersecurity to the agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We are not articulating effectively to the base why you need cybersecurity,&#8221; he said. &#8220;It&#8217;s not just about putting controls in place and being secure for security&#8217;s sake. It&#8217;s about improving the processes and improving the business and improving the capabilities of that organization.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the concerns with developing strong cybersecurity is trying to protect the privacy of people whose data is in government systems.<\/p>\n\n\n\n<p>Jim Quinn, lead systems engineer for Continous Diagnostics and Mitigation at the Department of Homeland Security, said that the development of government systems goes<span class=\"rte rte-comment\">develop<\/span> on a different pace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We tend to say we need to have something special,&#8221; he said. &#8220;When handling information on citizens, you can call it privacy, you can call it sensitive information. If you were a corporation, you could say it was your customer&#8217;s proprietary information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It turns out we use exactly the same protections for privacy, we just have a little, but more draconian policies associated with them.&#8221;<\/p>\n\n\n\n<p>Diaz said that cybersecurity, moving forward, will need <span class=\"rte rte-comment\">be <\/span>to be a philosophy that permeates each agency from the top down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We have to put this in place with a lot of leadership, a lot of tenacity and
