What we\u2019re seeing now is an <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2018\/04\/25\/marines-3-d-print-replacement-parts-for-f-35-unmanned-ground-vehicle\/\" target=_blank>inflection point<\/a>,\u201d said Joshua Pavluk, a principal with Avascent. \u201cThere\u2019s a lot of activity happening and several DoD new starts happening nearly all at once.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That inflection point is partly the result of improved autonomy and navigation opening up opportunities, Pavluk said. But there is also a desire to see how these systems can transition from sole-mission capabilities, such as explosive ordnance disposal, to multi-mission systems capable of doing ISR, EW and communications.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/unmanned\/2018\/08\/31\/new-military-drone-roadmap-ambivalent-on-killer-robots\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/EOD-bot-on-side-of-road.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New military drone roadmap ambivalent on killer robots<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The path to 2042 includes bots collaboration and systems.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">According to a report from the Center for the Study of the Drone at Bard College, total spending for ground drones in FY19 was set at $429 million, of which only $86 million is for procurement \u2014 DoD planned to buy 134 new systems during the fiscal year \u2014 and the rest for research and development. That pales in comparison to the $6.05 billion the Pentagon planned to spend on UAVs, and half the expected $982 million in naval drones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that number shows steady growth, doubling in just two years from $212 million in FY17 and $310 million in FY18. And while explosive ordnance disposal systems still represent the biggest spending from the Army in this arena, it will likely be <a href=\"https:\/\/www.defensenews.com\/news\/your-army\/2018\/04\/10\/these-two-army-bcts-will-be-the-first-to-put-robotic-vehicles-in-their-formations\/\" target=_blank>overtaken by programs<\/a> such as the Army Common Robotic Systems and Robotic Ground System Advanced Technology Development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe market won\u2019t match overall UAS spending levels anytime soon, but it\u2019s fast growing, and there\u2019s opportunity for the taking,\u201d Pavluk said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Michael Blades, an analyst with Frost and Sullivan, is more subdued in his predictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt&#8217;s a significant market and it is growing, but not at the levels of sea or air systems, or even counter-drone capabilities,\u201d Blades said. \u201cWe will see some unmanned-unmanned teaming between UAS and UGV, but the land market for unmanned will be orders of magnitude smaller than the markets for air and maritime.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From a competition standpoint, Blades sees \u201cthe usual suspects\u201d who are already in the market continuing to dominate in the coming years. And internationally, there are only a few players, with the market largely dominated by Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Could that change in the future? The international market generally lags behind the U.S. on such capabilities, Pavluk said, but he noted that \u201c<a href=\"https:\/\/www.c4isrnet.com\/newsletters\/unmanned-systems\/2018\/07\/09\/belarus-shows-off-praying-mantis-a-tank-hunting-robot\/\" target=\"_blank\">other countries<\/a> will get in on the act, and it doesn\u2019t have to be large ones\u201d to try and participate.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2018\/08\/02\/these-baltic-nations-could-build-europes-next-ground-drone\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"215\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-510526400.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">These Baltic nations could build Europe\u2019s next ground drone<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A trio of nations are working on a new unmanned ground system they hope will become the gold standard for European militaries.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">He pointed to Estonia as a leader in the arena, particularly in the commercial sector. And indeed, Estonia has clearly zeroed in on the UGV market as a niche defense area they can move into.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Joined by Latvia and Finland, Estonia this summer announced their intention to develop a military unmanned ground vehicle under the EU\u2019s PESCO umbrella. The system as described would be a semiautonomous companion for soldiers on the ground, which can reduce the load being carried and increase decision-making speed. In addition to an actual vehicle, the project would develop an autonomous control system, a cyber defense solution and an integrated network of sensors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Estonia\u2019s defense minister <a href=\"https:\/\/www.defensenews.com\/interviews\/2018\/09\/17\/estonias-defense-minister-on-russian-threats-and-defending-the-baltics\/\" target=\"_blank\">Juri Luik told Defense News <\/a>in August that \u201cThere\u2019s no doubt that should such a project be fruitful, this would be adding value [to] the Estonian companies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe aim of these projects is to create new capabilities which would have added value, both from the point of technology, but also, of course, helping the industry,\u201d Luik said. \u201cWhile the UAV [market] is a very well-developed sector, the ground-based unmanned vehicles is really something where Estonian companies have made great strides already.
