{"id":29602,"date":"2019-07-24T16:44:22","date_gmt":"2019-07-24T16:44:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/07\/24\/norquist-has-one-word-for-you-analytics\/"},"modified":"2026-08-07T23:21:41","modified_gmt":"2026-08-07T23:21:41","slug":"norquist-has-one-word-for-you-analytics","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/artificial-intelligence\/2019\/07\/24\/norquist-has-one-word-for-you-analytics\/","title":{"rendered":"David Norquist has one word for you: Analytics"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Trump administration\u2019s nominee for deputy defense secretary wants the Pentagon to apply data analytics and artificial intelligence to tackle jobs as diverse as technology development, the Pentagon audit and <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-force-association\/2018\/09\/25\/air-force-looks-to-data-analytics-to-help-solve-b-1-c-5-maintenance-challenges\/\" target=_blank>maintenance<\/a> of the F-35 fighter jet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More broadly, <a href=\"https:\/\/www.defensenews.com\/interviews\/2017\/08\/28\/interview-david-norquist-pentagon-comptrollercfo-sets-sights-on-2019\/\" target=\"_blank\">David Norquist<\/a>, the Pentagon comptroller who for most of this year has served as <a href=\"https:\/\/www.defensenews.com\/pentagon\/2019\/01\/02\/pentagon-comptroller-to-serve-as-acting-deputy-secretary\/\" target=\"_blank\">acting deputy defense secretary<\/a>, told the Senate Armed Services Committee on Wednesday that the U.S. needs to more heavily invest in developing technology to execute the 2018 <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" target=\"_blank\">National Defense Strategy<\/a>. The strategy focuses on competition with Russia and China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy will be \u201champered without appropriate funding, development and timely fielding of emerging technologies, notably cyber, space, artificial intelligence, and missiles,\u201d Norquist said in written responses to questions posed in advance by the committee. He called modernizing the military to compete, deter and, if needed, prevail in a high-end fight one of the job\u2019s most significant challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Per the 2017 defense policy law, the undersecretary of defense for acquisition, technology and logistics was split <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/07\/17\/revealed-the-new-structure-for-the-pentagons-tech-and-acquisition-offices\/\" target=_blank>between new undersecretaries of defense<\/a> for research and engineering (R&amp;E) and acquisition and sustainment (A&amp;S). The R&amp;E office was stood up specifically to push new technologies forward more quickly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, the Pentagon \u201chas made very little progress\u201d to manifest those \u201ckey\u201d changes, meant in part to help the Pentagon better harness advanced technologies, SASC ranking member Sen. Jack Reed, D-R.I., cautioned Norquist. He obtained Norquist\u2019s commitment to ensure the department implements the law.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2019\/07\/24\/newly-installed-secdef-the-budget-deal-provides-a-good-number-for-defense\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19172042741327.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Newly installed SecDef: The budget deal provides a \u2018good\u2019 number for defense<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Secretary Esper is also focused on filling empty spots at the Pentagon as quickly as possible to \u201cmake sure we have that civilian control of the military\u201d firmly in place.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">SASC Chairman Jim Inhofe, R-Okla., and Reed cited the need to better manage the Pentagon\u2019s acquisitions bureaucracy, acknowledging that a pending bipartisan budget agreement has created new headroom and stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cToday, we find ourselves in a new and different moment in American security,\u201d Inhofe said. \u201cThe American people take our military superiority for granted. China and Russia have passed us in a lot of key areas that we have discussed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur overmatch in areas a decade ago was very clear. That overmatch has diminished,\u201d Reed said, adding that the Department of Defense must extend its tech development efforts into academia and the private sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norquist also touted the administration\u2019s request for a $32 billion increase in research and development, to include cyber, missile range, hypersonics and lasers \u2014 but he called out <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/\" target=_blank>artificial intelligence<\/a> as unique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cArtificial Intelligence is different because the potential benefits are less clear; you know what you\u2019re going to get with a hypersonic missile,\u201d he said. \u201cBut artificial intelligence has the potential to change a lot about how we use [unmanned aerial vehicles] and other items. That puts an emphasis on analytical skills, researching and prototyping.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a related exchange, Norquist touted a DoD project to harness AI in disasters to find people in need of rescue through video analysis \u2014 and said he wants more work with the <a href=\"https:\/\/www.defensenews.com\/smr\/cultural-clash\/\" target=_blank>private sector<\/a> on similar projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norquist\u2019s hearing comes on the heels of the Senate\u2019s overwhelming confirmation of Mark Esper, the former Army secretary, as the 27th secretary of defense. Confirmation for Norquist and Esper, who replaces Defense Secretary Jim Mattis, is expected to hasten an end to the vacancies in other top Pentagon jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The hearing lasted 100 minutes and went smoothly, with the tone set at the very start, when Inhofe said he would vote for him. Inhofe said he had recommended Norquist to the president as an ideal No. 2 for a Pentagon with more than a dozen open civilian positions at the top.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI remember telling the president it doesn\u2019t matter who\u2019s secretary of defense,\u201d Inhofe said, \u201cas long as you have
