{"id":29612,"date":"2021-04-21T18:07:50","date_gmt":"2021-04-21T18:07:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2021\/04\/21\/new-defense-industrial-base-cyber-hardening-requirements-likely\/"},"modified":"2026-08-07T23:27:59","modified_gmt":"2026-08-07T23:27:59","slug":"new-defense-industrial-base-cyber-hardening-requirements-likely","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/newsletters\/daily-brief\/2021\/04\/21\/new-defense-industrial-base-cyber-hardening-requirements-likely\/","title":{"rendered":"New cyber-hardening mandates may be coming for defense firms"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Washington seems likely to take steps requiring the defense industrial base to better harden against cyberattacks, two veterans of the <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2020\/10\/19\/cyber-solarium-commission-outlines-recommendations-for-strengthening-the-supply-chain\/\" target=_blank>Cyberspace Solarium Commission<\/a> said Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at the <a href=\"https:\/\/www.c4isrnet.com\/show-reporter\/c4isrnet-conference\/\" target=_blank>C4ISRNET Conference<\/a>, the commission\u2019s executive director, Mark Montgomery, said he foresees the panel\u2019s recommendations that the Pentagon make cyber intelligence sharing and threat-hunting capabilities mandatory for suppliers will \u201ckick into effect.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s [recommended] language in legislation that allows the [defense] secretary once he\u2019s had a successful report to start taking action on both the threat hunting and information sharing, so I\u2019m excited to see that happen,\u201d Montgomery said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress, in its 2021 defense authorization law, required reports into the feasibility of those requirements. Erica Borghard, a former task force leader with the commission, also told conference-goers she was looking to the reports to tee up further action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The comments came as the Biden administration responds to Russia\u2019s recent <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2021\/02\/11\/white-house-names-leader-for-solarwinds-hack-response-after-criticism\/\" target=_blank>SolarWinds breach<\/a>, a sprawling, months-long cyberespionage effort that reportedly struck nine federal agencies, along with dozens of private-sector companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, the Government Accountability Office <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2021\/03\/04\/pentagon-struggles-to-add-cybersecurity-to-weapon-contracts-watchdog-finds\/\" target=_blank>reported<\/a> that the Pentagon had improved cybersecurity for weapons platforms but still struggled to outline cybersecurity requirements in contracts for weapon systems.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2021\/02\/23\/after-solarwinds-us-needs-to-toughen-cyber-defenses-says-microsoft-president\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1176624529.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">After SolarWinds, US needs to toughen cyber defenses, says Microsoft president<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Microsoft Corp. President Brad Smith asked the Senate Armed Services Committee to picture the danger from a cyberattack on the water supply or other national infrastructures.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe reality is DoD does impose a lot of requirements on the [defense industrial base] as part of the terms of their contracts,\u201d Borghard said, \u201cand I think that I\u2019m optimistic that we can craft a way of improving public-private collaboration for this particularly unique relationship, in a way that takes into account the concerns of private actors, as well as the government.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acknowledging that some companies have been reticent to share data with the government, Borghard said the congressional reporting requirement asked what incentives and liability protections might satisfy the private sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Borghard said the intelligence sharing recommendation is meant to build on existing voluntary efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are mandatory incident reporting requirements but what we were envisioning was more of a comprehensive threat intelligence program to really get a complete and holistic understanding of the threat environment and threats to the DIB, given that adversaries target across verticals in industry,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commission saw the threat-hunting capability required by the <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2020\/12\/16\/dod-announces-cybersecurity-certification-pilots\/\" target=_blank>DoD\u2019s Cybersecurity Maturity Model Certification<\/a>, or CMMC, as insufficient and believed there should be some threat hunting and mitigation capabilities across the defense industrial base. The commission was indifferent about whether the capability should come from companies themselves, the government or third parties, Borghard
