{"id":29814,"date":"2019-04-17T21:18:02","date_gmt":"2019-04-17T21:18:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/04\/17\/these-are-the-five-areas-where-the-air-force-wants-to-see-an-explosion-of-technology\/"},"modified":"2026-08-07T23:42:52","modified_gmt":"2026-08-07T23:42:52","slug":"these-are-the-five-areas-where-the-air-force-wants-to-see-an-explosion-of-technology","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/unmanned\/2019\/04\/17\/these-are-the-five-areas-where-the-air-force-wants-to-see-an-explosion-of-technology\/","title":{"rendered":"These are the five areas where the Air Force wants to see an explosion of technology"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Air Force <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-force-association\/2017\/09\/18\/air-force-to-scrutinize-science-and-technology-investments-in-yearlong-review\/\" target=\"_blank\">has a new science and technology strategy<\/a>, and it\u2019s built around the idea that the service needs to generate leap-ahead capabilities like the 1950s-era Century Series that spawned six new fighter jets in five years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To do that, the service wants to restructure <a href=\"https:\/\/www.defensenews.com\/air\/2017\/06\/14\/air-force-head-s-focus-on-innovation-could-open-path-for-greater-r-d-investments\/\" target=_blank>about 20 percent of its S&amp;T efforts<\/a> into \u201cvanguard programs\u201d that will tie together different developmental efforts across the Air Force\u2019s <a href=\"https:\/\/www.defensenews.com\/unmanned\/2018\/03\/26\/check-out-this-new-video-with-the-air-forces-coolest-future-tech\/\" target=_blank>research institutions <\/a>and experiment with them to see whether it shows promise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you\u2019re playing hockey, you shouldn\u2019t be shooting where the goalie is. You should be shooting where the goalie isn\u2019t,\u201d Air Force Secretary Heather Wilson said Wednesday. \u201cSo the idea with part of this strategy is to assess where our adversaries can\u2019t easily go and get there first and fastest. That\u2019s a winning strategy.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/03\/26\/air-force-wishlist-includes-more-f-35s-tankers-and-some-money-for-advanced-tech-to-confuse-russia-and-china\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5089431.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force wish list includes more F-35s, tankers &#8230; and some money for advanced tech to confuse Russia and China<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The list could give lawmakers an excuse to ramp up quantities of the Lockheed Martin-produced F-35 and Boeing-produced KC-46.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Among the new strategy\u2019s biggest changes is the addition of a new position, the Air Force\u2019s chief technology officer, who will be charged with coordinating efforts across the S&amp;T enterprise and making strategic decisions about the direction of the service\u2019s development efforts, to include the vanguard programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This yet-to-be-named official will work directly with the Air Force Warfighting Integration Capability team, which is defining future concepts of operation and helping the service understand what technologies it needs to meet advanced threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilson wasn\u2019t sure exactly when the CTO will be named, but she\u2019s already signed a memorandum that makes Will Roper, the service\u2019s acquisition executive, responsible for hiring a \u201cdesign agent\u201d that will figure out how to best structure the CTO office within the Air Force and help select the new official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the things that this design agent will do is start to look in at acquisition, how will we change both possibly the organizational reporting lines for research, but [also] how will we manage that and change that over time,\u201d she said. \u201cThis is not something where we\u2019re going to flip a switch today, but it does mean over time we\u2019re going to change the way we manage our research dollars.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still unknown is whether the new strategy will impact the size or makeup of the S&amp;T budget, which runs about $2.8 billion per year. The Air Force also hasn\u2019t identified any potential vanguard programs yet, officials said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor some things, if it\u2019s smaller, that could be really quick\u201d and result in an experimentation program similar to the <a href=\"https:\/\/www.defensenews.com\/air\/2019\/01\/18\/the-air-forces-plans-to-begin-a-light-attack-aircraft-competition-are-now-deferred-indefinitely\/\" target=_blank>light attack program<\/a>, said Lt Gen. Arnold Bunch, the service\u2019s top uniformed acquisition official. \u201cOr it could be a big project that we align a lot of dollars to\u201d so that it can transition quickly to a program of record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service also wants to use vanguard programs to fuse together emerging technologies in their early stages of development, which are usually developed in a more stovepiped manner, said Air Force Chief Scientist Richard Joseph.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf it doesn\u2019t work well, then we know at a very early stage the kinds of things we have to work on and change,\u201d he said. \u201cThis is probably a less expensive vanguard, but it\u2019s one that\u2019s really vital and important.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although no specific vanguard projects have been announced, the S&amp;T strategy identifies five technology areas where it wants to see \u201ctransformational\u201d growth:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Complexity, Unpredictability and Mass<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The military has talked for years about the need for <a href=\"https:\/\/www.defensenews.com\/2016\/05\/17\/how-swarming-drones-could-change-the-face-of-air-warfare\/\" target=\"_blank\">swarms of autonomous drones<\/a> and space systems that can be purchased on the cheap, and the Air Force continues to see a need for such assets in the future to augment their legacy fleet of exquisite platforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cProgress will rely heavily on a wide range of robotics and autonomy technologies, along with sensors and wireless communications,\u201d the strategy states. \u201cThe growing autonomous vehicle market provides an industrial and applied research base that the Air Force can leverage, but military research is needed well beyond what can be expected from the commercial sector.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Speed and Reach of Disruption and Lethality<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force needs a more diverse inventory of weapons that are faster and have longer endurance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although hypersonic weapons \u2014 and enabling technologies like scramjet propulsion and high-temperature materials \u2014 might be the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2019\/03\/21\/is-the-pentagon-moving-quickly-enough-on-hypersonic-defense\/\" target=\"_blank\">most visible program<\/a> for such investment, the S&amp;T strategy notes several others such as low-cost cruise missiles and guided munitions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Microwave and laser-directed energy weapons hold potential for decreasing the cost of shooting down a target. The service also sees promise in \u201cadvanced penetrating kinetic weapons combined with new effects from the electromagnetic spectrum and the space and cyberspace domains to create new offensive and defensive options.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/electronic-warfare\/2018\/12\/19\/why-darpa-thinks-air-assets-will-be-the-last-to-get-laser-weapons\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635965756805053877-lasersjpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why DARPA thinks air assets will be the last to get laser weapons<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Issues related to weight and cooling may slow down the deployment of directed energy onto Air Force platforms.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Global Persistent Awareness<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The platforms the Air Force uses for intelligence, surveillance and reconnaissance \u2014 everything from the U-2 spyplane to its missile warning satellites to the cameras on an MQ-9 Reaper \u2014 have given the service unparalleled access to information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But those assets are too expensive, can\u2019t stay long enough on station, and lack the survivability needed to stand up against more advanced threats. Further, it takes <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/04\/06\/pentagon-tech-advisers-target-how-the-military-digests-data\/\" target=_blank>far too long to process<\/a> the information from these legacy systems, and too much manpower is needed to turn that data into actionable intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy posits a move toward distributed, low-cost sensors where information can be fused together to \u201cprovide resilience through numbers and redundancy and complement more exquisite sensors on standoff platforms.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Small satellites and low cost launch can help enable this architecture, as can \u201cedge computing\u201d that \u201cautonomously analyzes sensor data at the source\u201d and reduces the burden on legacy communications nodes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy also recommends investment in new sensing technologies \u2014 such as laser and multistatic radar, hyperspectral sensing and quantum field sensing\u2014as well as the microelectronics, photonics and other materials that are used to build sensors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Resilient Information Sharing<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force relies on its battle networks in order for fighter jets to get accurate targeting information, to share intelligence across platforms, and to conduct close air support of troops on the ground.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But despite huge advances in commercial communications technologies, the Air Force \u201ccannot rely\u201d on the private sector for information sharing capabilities that are able to resist electronic attacks, cyberattacks and GPS jamming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe military\u2019s demands on these capabilities exceed the limits of current wireless network technology, even under favorable circumstances,\u201d the S&amp;T strategy reads. \u201cIn future conflicts, the challenge will be far beyond any of those encountered in the commercial sector.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As such, the Air Force will need to field more flexible and survivable battle networks that can autonomously reconfigure itself when threatened. The service sees promise in areas such as software-defined systems, more resilient satellites, encryption and alternate position, navigation and timing systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Rapid, Effective Decision Making<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force Chef of Staff Gen. Dave Goldfein has spoken at length about the need for the Air Force to move the right information to users more quickly. To do that, the serviced will need to continue investments in areas such as artificial intelligence, predictive data analytics, data fusion and visualization, and autonomous electronic warfare and cyber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAutomation is especially important in electronic and cyberwarfare where contests occur at far-beyond-human speeds,\u201d the strategy states. \u201cWhere possible, automation can assist electronic warfare, cybersystems, and other means to hinder the adversary\u2019s decision-making by introducing
