Joe Manchin, D-W.V., pressed on how the DoD can shore up the cybersecurity shortfalls of subprime contractors. Manchin said he wants to impose \u201cvery, very severe&#8221; financial penalties on prime contractors who don\u2019t oversee the cybersecurity of their subprime components.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manchin asked Deasy if he supports financial penalties, but Deasy said that monetary punishment wasn\u2019t something he\u2019s considered so far. However, the Pentagon\u2019s top IT official did agree that there needed to be an \u201cintervention.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prime contractors shouldn\u2019t be allowed to self-assess, Deasy said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deasy\u2019s answer wasn\u2019t enough for Manchin, who firmly asserted that top-tier contractors need to be held accountable for the cybersecurity of subprimes included in contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got serious problems there,\u201d Manchin said. \u201cSomeone\u2019s got to be held accountable for this all the way down the food chain. And that\u2019s where you\u2019re going to have to step in.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manchin said he and his colleagues are \u201ctalking about\u201d legislation that will hold prime contractors responsible for their subprime contractors \u201call the way down the line.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deasy acknowledged that the DoD did need to make changes in the future. The DoD is taking some new steps to shore up cybersecurity weaknesses of its supply chain. The Office of the Undersecretary of defense for acquisition and sustainment is undertaking a new evaluation framework for <a href=\"https:\/\/www.fifthdomain.com\/dod\/2019\/10\/08\/small-businesses-main-focus-of-new-cybersecurity-rules\/\" target=_blank>its contractors<\/a>, called the cybersecurity maturity model certification (CMMC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That effort is being led by Katie Arrington, special assistant to the assistant secretary of defense for acquisition for cyber within the office of the undersecretary of defense for acquisition and sustainment. The new model is meant to help small businesses, though it has drawn some pushback from industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis would have severe unintended consequences on small businesses that do not have the resources and sophistication to obtain a high CMMC level, producing market entry barriers and limiting competition,&#8221; the Professional Services Council <a href=\"https:\/\/insidecybersecurity.com\/daily-news\/defense-industry-groups-question-pentagons-new-cyber-certification-rules\">said<\/a> in a Sept. 25 letter to DoD after a draft release of the plan last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manchin said reevaluating the system is \u201ccommonsense for the security of our
