{"id":31077,"date":"2022-12-01T20:09:07","date_gmt":"2022-12-01T20:09:07","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2022\/12\/01\/space-force-must-adapt-to-strengthen-commercial-ties-raymond-says\/"},"modified":"2026-08-08T18:36:45","modified_gmt":"2026-08-08T18:36:45","slug":"space-force-must-adapt-to-strengthen-commercial-ties-raymond-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2022\/12\/01\/space-force-must-adapt-to-strengthen-commercial-ties-raymond-says\/","title":{"rendered":"Space Force must adapt to strengthen commercial ties, Raymond says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Space Force must reform its business practices to take full advantage of the resiliency and innovation commercial industry has to offer, according to the former chief of space operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his first public appearance <a href=\"https:\/\/www.defensenews.com\/space\/2022\/11\/02\/saltzman-assumes-command-of-us-space-force\/\" target=\"_blank\">since retiring in early November<\/a>, former Space Force chief Jay Raymond said that just as the U.S. Department of Defense depends on a strong relationship with international allies, it also relies heavily on commercial industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur commercial industry is a strategic advantage for our nation,\u201d Raymond said Thursday during an event hosted by the Stimson Center, a non-profit think tank in Washington, DC. \u201cWe are working . . . to have a very close relationship with the commercial industry.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Space Force has made strides in recent years to strengthen that relationship. Earlier this year, it established a <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2021\/06\/02\/space-force-will-set-up-one-office-for-commercial-space-services-including-satcom-and-satellite-imagery\/\" target=\"_blank\">Commercial Services Office<\/a> designed to expand the types of capabilities it draws from industry. The service has also created new ways for companies to interface with the acquisition community, including an online entry point called the \u201cfront door,\u201d meant to help non-traditional industry share ideas and navigate the space procurement process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raymond said that while the Space Force has made strides, there are still barriers to overcome as it seeks to support industry needs and <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/10\/19\/space-force-may-seek-commercial-fleet-to-augment-wartime-needs\/\" target=\"_blank\">take advantage of commercial technology<\/a>. One the biggest challenges, he said, is adapting DoD\u2019s archaic business practices to an industry that is used to funding and fielding capability on much faster timelines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf I wanted to get money for a program, it takes two years to get dollars,\u201d Raymond said. \u201cBeing able to synchronize DoD processes is an area that is going to continue to be a focus for the department, and specifically for the Space Force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along those lines, the department is also working to better manage <a href=\"https:\/\/www.c4isrnet.com\/intel-geoint\/2022\/04\/25\/how-commercial-space-systems-are-changing-the-conflict-in-ukraine\/\" target=\"_blank\">demand for commercial space services<\/a>. Under Secretary of Defense for Research and Engineering Heidi Shyu announced Nov. 21 that she would establish a task force within the Pentagon\u2019s Defense Science Board, to develop a \u201ccomprehensive plan\u201d for how the department should use commercial space services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan, which will be completed within one year, will address concerns around security and classification and recommend models for acquiring space services, <a href=\"https:\/\/dsb.cto.mil\/TORs\/TOR_Commercial_Space_signed.pdf\" target=\"_blank\">according to a DoD memo<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another challenge for the service is ensuring that it can provide the launch range support and infrastructure to keep up with growing commercial demand. The service expects to orchestrate <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/05\/12\/space-force-lays-out-range-of-the-future-priorities-as-launches-surge\/\" target=\"_blank\">more than 60 launches <\/a>this year from Cape Canaveral Space Force Station in Florida, its busiest launch range. That\u2019s up from 31 launches in 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe demand we see from commercial is a great benefit to us. It really helps us reduce launch costs, helps us with assured access to space,\u201d Raymond said. \u201cBut it really puts a demand on the units that are supporting
