While it is not clear how long Shanahan will remain in the job, he is on the short list of officials who could become the full-time Pentagon chief.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regardless of the length of his tenure, Shanahan,<a href=\"https:\/\/www.defensenews.com\/outlook\/2018\/12\/10\/us-deputy-defense-secretary-a-look-at-missiles-space-and-cyber-in-next-years-national-strategy\/\" target=_blank> the Pentagon deputy<\/a> since 2017, has been one of the Pentagon\u2019s top advocates for stronger contractor cybersecurity and IT acquisition and will lead the department months after it was given expansive and loosely defined authorities to conduct offensive cyber operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How Shanahan will handle these greater cyber authorities, even on a temporary basis, remains an open question that will be tested immediately amid evolving challenges, such as an alleged hacking campaign from China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Unclear views on cyber operations<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August, the secretary of defense was given the ability to conduct offensive cyber operations without informing the president as long as it does not interfere with the \u201cnational interest\u201d of the United States, four current and former White House and intelligence officials have told Fifth Domain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Pentagon official told Fifth Domain that while there is a general outline of what specific operations may affect the American \u201cnational interest,\u201d some details are not explicitly defined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And a <a href=\"https:\/\/dod.defense.gov\/News\/Transcripts\/Customwho\/31001\/\" target=_blank>review<\/a> of his public remarks show that Shanahan has not made significant comments about how America should conduct offensive cyber operations. He has <a href=\"https:\/\/dod.defense.gov\/News\/Transcripts\/Transcript-View\/Article\/1402941\/off-camera-on-the-record-media-availability-with-deputy-secretary-shanahan\/\" target=_blank>shied<\/a> away from giving detailed responses about U.S. Cyber Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are two new war-fighting domains, cyber and space, for which we are developing doctrine and capabilities,\u201d Shanahan <a href=\"https:\/\/dod.defense.gov\/News\/Transcripts\/Transcript-View\/Article\/1639948\/remarks-by-deputy-secretary-shanahan-at-the-air-force-associations-air-space-an\/\" target=_blank>said<\/a> Sept. 19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesperson for Shanahan did not respond to questions from Fifth Domain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Focus on defense contractors<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As deputy, Shanahan has focused on \u201c<a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=26&amp;ved=2ahUKEwj37eC2j7nfAhXCMd8KHTbfDB4QFjAZegQICRAB&amp;url=https%3A%2F%2Fwww.defensenews.com%2Fpentagon%2F2018%2F12%2F21%2Fwith-mattis-out-is-shanahan-poised-to-rewire-the-pentagon%2F&amp;usg=AOvVaw0W2m3_tk6Adqgq2RphrDmH\" target=\"_blank\">re-wiring<\/a>\u201d the Pentagon. He has called good cybersecurity \u201c<a href=\"https:\/\/www.c4isrnet.com\/show-reporter\/afcea-west\/2018\/02\/06\/pentagons-no-2-dismissing-cyber-risks-is-like-ignoring-smoking-dangers\/\">foundational<\/a>\u201d to working with the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCybersecurity is, you know, probably going to be what we call the \u2018fourth critical measurement.\u2019 We\u2019ve got quality, cost, schedule, but security is one of those measures that we need to hold people accountable for,\u201d Shanahan <a href=\"https:\/\/www.fifthdomain.com\/digital-show-dailies\/air-force-association\/2018\/09\/19\/shanahan-cyber-security-will-become-fourth-critical-measurement-for-industry\/\" target=_blank>said<\/a> Sept. 19 during an Air Force Association conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shanahan\u2019s focus on contractor cybersecurity comes as China is believed to be targeting defense contractors, particularly those on the lower end of the supply chain, in an attempt to steal sensitive American secrets, <a href=\"https:\/\/www.fifthdomain.com\/dod\/2018\/10\/21\/pentagon-moves-to-secure-supply-chain-from-foreign-hackers\/\" target=_blank>according<\/a> to intelligence officials and industry executives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shanahan, however, has placed responsibility among the top defense firms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m a real strong believer that the Tier 1 and Tier 2 leadership has a responsibility to manage the supply chain,\u201d Shanahan <a href=\"https:\/\/dod.defense.gov\/News\/Transcripts\/Transcript-View\/Article\/1639948\/remarks-by-deputy-secretary-shanahan-at-the-air-force-associations-air-space-an\/\" target=_blank>said<\/a> in the Sept. 19 speech.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October, Shanahan was put in <a href=\"https:\/\/www.fifthdomain.com\/dod\/2018\/11\/02\/a-new-dod-task-force-addresses-the-growing-threats-to-critical-technology\/\" target=\"_blank\">charge<\/a> of a new Pentagon task force to combat data exfiltration that focuses in part on these defense firms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTogether with our partners in industry, we will use every tool at our disposal to end the loss of intellectual property, technology and data critical to our national security,\u201d Shanahan <a href=\"https:\/\/www.fifthdomain.com\/dod\/2018\/11\/02\/a-new-dod-task-force-addresses-the-growing-threats-to-critical-technology\/\">told<\/a> Fifth Domain in October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A specific area of focus inside the department is finding out which companies are in the Pentagon\u2019s supply chain, according to officials involved in the process, but it is not clear if it is specifically part of Shanahan\u2019s task force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inside the Pentagon, Shanahan has also emphasized the need for smarter IT acquisition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an October. interview with Fifth Domain, Shanahan expressed frustration with the Pentagon\u2019s procurement process, but said to expect \u201ca number of things that are foundational to being able to achieve enterprise solutions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He hinted that those changes are focused on the \u201cright platforms and the right level of integration\u201d that can support high-end computing and artificial intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m super frustrated that we can\u2019t go faster on like basic things like the cloud,\u201d Shanahan said. \u201cMost of everything we do is software-driven.\u201d<\/p>\n\n\n\n<p
