The full text of the legislation was released June 12. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One section of the bill directs the undersecretary of defense for policy to create a position known as the senior military adviser to cyber policy.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/congress\/2019\/06\/03\/dod-cyber-ops-are-changing-and-so-is-oversight\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"163\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Cyber-watch.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">DoD cyber ops are changing, and so is oversight<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The first draft of the annual House defense authorization bill has several provisions aimed at understanding DoD&#039;s new cyber posture.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">This uniformed official \u2013 while concurrently serving as the deputy principal cyber adviser, an existing position \u2013 will advise the undersecretary for policy on all cyber matters. The official will also work with the Pentagon\u2019s chief information officer, joint staff, services and combatant commands regarding cyber policy decisions. In the Pentagon\u2019s current hierarchy, there is already a similar position: a deputy assistant secretary of defense for cyber policy within the undersecretary for policy office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also directs each of the services to designate a principal cyber adviser who will advise the service secretary on cyber forces, cyber program and other cybersecurity matters. If approved, this position would be held by a senior civilian.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here is a rundown of several other cyber related provisions in the Senate\u2019s version of the National Defense Authorization Act:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Cyber forces<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate bill also directs the Pentagon\u2019s principal cyber adviser to examine the best way to organize and staff three military cyber agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The study would look at what it means it would mean if the personnel in these agencies were moved from services to joint organizations. It would also consider what would happen if those billets were moved to Cyber Command. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first of the organizations would be the Joint Force Headquarters-Cyber (JFHQ-C). The four JFHQ-Cs deploy offensive cyber teams within the combatant commands. They provide planning, targeting, intelligence and cyber capabilities to the combatant commands they\u2019re assigned and are led by the heads of the four service cyber components.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/06\/13\/who-does-what-for-dod-cyber-congress-wants-to-know\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3518320.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Who does what for DoD cyber? Congress wants to know<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Cyber Command has pointed to recent successes for operating forces globally, but questions remain regarding how it uses forces.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The second is the Joint Mission Operations Centers and the third group is what\u2019s known as cyber operations-integrated planning elements. These are small teams currently being created by each service cyber component that will serve as a forward element of the JFHQ-C locally at the <a href=\"https:\/\/www.fifthdomain.com\/dod\/cybercom\/2018\/11\/19\/heres-what-combatant-commanders-want-from-cyber-teams\/\" target=_blank>combatant command staff to help coordinate cyber effects for battle plans<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate bill also requires quarterly assessments of the readiness of the cyber mission force. The <a href=\"https:\/\/2018%20https\/\/www.fifthdomain.com\/dod\/cybercom\/2018\/05\/17\/cyber-commands-cyber-warriors-hit-key-milestone\/\" target=_blank>cyber mission force reached its critical staffing milestone in May 2018<\/a> and now Cyber Command leaders have said they are transitioning from building to maintaining and sustaining that force. The Senate wants the report to address the abilities of the department to conduct cyber operations based on capability and capacity of personnel, equipment, training, and equipment condition using both quantitative and qualitative metrics.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2018\/11\/14\/new-readiness-metrics-for-dod-cyber-force\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"158\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mil-keyboard.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New readiness metrics for DoD cyber force<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">As cyber forces and threats mature, DoD is looking at how to ensure forces can meet mission objectives.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Better buying for cyber<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senators have authorized the Pentagon to use one pot of money to fund \u201ccyber operations-peculiar capability development projects.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the past, cyber leaders have feared misusing funds appropriated for other items to go toward cyber systems. But the Senate\u2019s bill clears the way to use operations and maintenance funds for these cyber capabilities. It limits that amount to $3 million a year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s cyber command has followed a similar model in recent years.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2017\/11\/08\/how-the-air-force-is-doing-rapid-cyber-acquisition-for-offense-defense\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/air-cyber-trainingjpg.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" class=\"smg-interstitial-link__title\">How the Air Force is doing rapid cyber acquisition for offense, defense<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Air Force has employed a model to do rapid cyber capability development faster than the traditional model and other services.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Another cyber purchasing provision in the Senate\u2019s bill requires the National Security Agency to assist the Pentagon in the acquisition and adoption of cybersecurity products from industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill notes this is an extension of NSA\u2019s mission to secure information systems of DoD.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Cyber cooperation with homeland security<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a means of creating greater continuity for protecting the United States from significant cyber incidents, leaders from the Department of Defense and the Department of Homeland Security signed a memorandum of understanding last fall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate bill asks leaders to provide more information on that memo and requires a briefing to Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The briefing must include the number of planners assigned by the Pentagon, whether the planners are co-located with DHS counterparts and are assigned full time, if the planners are developing plans or playbooks to be used in the case of national level cyberattacks, whether the National Cyber Strategy of 2018 provides a multi-agency organization the ability to plan and direct responses to national cyberattacks and a copy of the charter and implementation plan of the Joint Department of Defense and Department of Homeland Security Cyber Protection and Defense Steering Group required by the
