{"id":31756,"date":"2022-10-03T19:23:27","date_gmt":"2022-10-03T19:23:27","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2022\/10\/03\/meet-the-new-boss-pentagon-satellite-agency-joins-space-force\/"},"modified":"2026-08-08T18:36:38","modified_gmt":"2026-08-08T18:36:38","slug":"meet-the-new-boss-pentagon-satellite-agency-joins-space-force","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2022\/10\/03\/meet-the-new-boss-pentagon-satellite-agency-joins-space-force\/","title":{"rendered":"New year, new boss: Pentagon satellite agency joins Space Force"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 With the start of the federal government\u2019s new fiscal year, and as required by law, the Space Development Agency formally transitioned into the U.S. Space Force on Oct. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/space\/2019\/03\/13\/pentagon-officially-stands-up-space-development-agency-names-first-director\/\" target=\"_blank\">SDA was created in 2019<\/a> to oversee development of a new kind of satellite architecture that relies less on large satellites based in high orbits and more on small, proliferated spacecraft residing in low Earth orbit, about 1,200 miles above the planet\u2019s surface.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency has, until now, been under the purview of the Undersecretary of Defense for Research and Engineering. Congress mandated in the Fiscal 2021 National Defense Authorization Act that SDA become part of the Space Force in fiscal 2023 in an effort to align space acquisition under the Space Force. So, as of this weekend, SDA Director Derek Tournear now reports directly to the service\u2019s acquisition executive, Frank Calvelli, for capability development and procurement matters. The agency will report to Chief of Space Operations Gen. Jay Raymond for personnel and other issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Calvelli and other service officials have embraced SDA\u2019s acquisition plan to build and launch large constellations of satellites and refresh that technology every two years, a concept called spiral development. The service\u2019s posture marks a significant shift from three years ago, <a href=\"https:\/\/www.defensenews.com\/space\/2019\/03\/13\/in-memo-air-force-head-hits-space-development-agency-as-not-ready-for-prime-time\/\" target=\"_blank\">when Air Force leaders publicly fought<\/a> the organization\u2019s establishment, criticizing its mission as redundant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSDA will be key to rapidly delivering space capability to our warfighters,\u201d Calvelli said in an Oct. 1 statement. \u201cSDA\u2019s proliferated LEO constellation, as an integral part of the Space Force\u2019s force design, brings resiliency, accelerated capability delivery through spiral development and rapid technology refresh.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking Sept. 20 during the Air, Space and Cyber conference in National Harbor, Md., Calvelli said the Space Force wants to apply SDA\u2019s approach across its acquisition portfolio as a way to speed program development and make its satellite architectures more resilient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress has also shown increasing support for SDA, and in fiscal 2022 appropriated about $1.2 billion for the agency, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/03\/09\/proposed-space-development-agency-funding-boost-falls-short-of-earlier-request\/\" target=\"_blank\">$550 million more than it requested<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tournear told reporters during a Sept. 21 briefing at the ASC conference that while he was initially \u201capprehensive\u201d about becoming part of the Space Force, he\u2019s warmed up to the idea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s clear that we are getting a lot of support from the Space Force,\u201d he said. \u201cThe Space Force is behind us, and I\u2019m actually confident that we\u2019re going to be able to continue to push hard.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any differences in SDA\u2019s near-term operations will be minimal, Tournear said. Personnel will move to a new office at the Pentagon and their paychecks will now come from the Space Force, he said, but the chain of command within the organization will stay the same and he doesn\u2019t expect any personnel changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency\u2019s first time seeking Calvelli\u2019s sign-off on its acquisition plans will come in March, Tournear noted, when <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2021\/03\/09\/space-development-agency-leans-on-war-fighter-council-to-integrate-with-services-agencies\/\" target=\"_blank\">SDA\u2019s Warfighter Integration Council <\/a>meets to discuss what baseline capabilities it wants from its next batch of satellites. Those meetings are held every six months and will continue at that cadence, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t anticipate any major change there, but that\u2019s the first time when you\u2019ll see that at that point, we will get approvals through the Space Force versus through [the Office of the Secretary of Defense,]\u201d Tournear said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SDA had expected to launch its first batch, or \u201ctranche,\u201d of satellites this month but supply chain delays <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/09\/14\/space-development-agency-launch-delayed-by-supply-chain-bid-protests\/#:~:text=Space%20Development%20Agency%20launch%20delayed%20by%20supply%20chain%2C%20bid%20protests,-By%20Courtney%20Albon&#038;text=WASHINGTON%20%E2%80%94%20The%20Space%20Development%20Agency's,and%20protests%20over%20contract%20awards.\" target=\"_blank\">linked to the COVID-19 pandemic and a 2020 bid protest<\/a> have pushed that timeline to December. The mission will include missile warning satellites that are part of SDA\u2019s Tranche 0 Tracking Layer and communication satellites supporting the agency\u2019s Tranche 0 Transport
