{"id":31942,"date":"2022-11-07T10:45:00","date_gmt":"2022-11-07T10:45:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2022\/11\/07\/advance-work-in-ukraine-blunted-russian-cyber-advantage-us-says\/"},"modified":"2026-08-20T14:08:56","modified_gmt":"2026-08-20T14:08:56","slug":"advance-work-in-ukraine-blunted-russian-cyber-advantage-us-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2022\/11\/07\/advance-work-in-ukraine-blunted-russian-cyber-advantage-us-says\/","title":{"rendered":"Advance work in Ukraine blunted Russian cyber advantage, US says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 At the Aspen Security Forum this summer, a top Biden administration official said there are \u201cany number of theories for what we saw and what, frankly, we didn\u2019t see\u201d regarding Russian employment of cyberattacks tied to its war against Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome argue for the deterrence the U.S. has put in place,\u201d Anne Neuberger, the deputy national security adviser for cyber and emerging technology, said at the time, pointing to President Joe Biden\u2019s meeting with Russian President Vladimir Putin following the <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/07\/19\/cyber-defense-for-critical-infrastructure-approved-by-house\/\" target=\"_blank\">Colonial Pipeline ransomware attack<\/a>. \u201cSome argue that it was the result of the extensive cybersecurity preparations Ukraine did, supported by allies and partners.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd,\u201d she added, \u201csome argue that we don\u2019t quite know.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three months later, in late October, Gen. Paul Nakasone, the chief of both <a href=\"https:\/\/www.defensenews.com\/cyber\/2022\/05\/05\/nsa-cyber-boss-seeks-to-discourage-vigilante-hacking-against-russia\/\" target=\"_blank\">the National Security Agency<\/a> and U.S. Cyber Command, proffered his own opinion, in harmony with Neuberger\u2019s second point: Among the many moving parts and influences, overseas preparations made by the U.S. military helped blunt Russia\u2019s effectiveness in the digital domain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFirst lesson learned? Presence matters. We learned that again,\u201d Nakasone said Oct. 12 at a Council on Foreign Relations event. \u201cWhile I would certainly not say that\u2019s the key reason, I think it\u2019s a contributing factor.\u201d<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Headed east<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. <a href=\"https:\/\/www.defensenews.com\/cyber\/2022\/04\/07\/us-cyber-command-reinforces-ukraine-and-allies-amid-russian-onslaught\/\" target=\"_blank\">dispatched a group of cyber experts to Ukraine<\/a> at the end of 2021, amid rising international tensions and predictions of virtual destruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The so-called hunt-forward operation \u2014 a defensive and cooperative measure, undertaken at the invitation of a foreign government \u2014 was designed to root out malicious actors, identify network weaknesses and gain a better understanding of the tools hackers use.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"3876\" height=\"2584\" src=\"\/wp-content\/uploads\/2026\/08\/AP22095499544813.jpg.jpg\" alt=\"\" class=\"wp-image-69636\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22095499544813.jpg.jpg 3876w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22095499544813.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22095499544813.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22095499544813.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22095499544813.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22095499544813.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 3876px) 100vw, 3876px\" \/><figcaption class=\"wp-element-caption\">U.S. Cyber Command head Gen. (Andrew Harnik\/AP Photo)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe sent a team on Dec. 2, led by a Marine Corps major, and her guidance was this: Go help them, and make sure they\u2019re ready, in terms of anything that may occur,\u201d <a href=\"https:\/\/www.c4isrnet.com\/dod\/2018\/04\/24\/senate-confirms-new-head-of-cyber-command\/\" target=\"_blank\">Nakasone said<\/a>. \u201cShe called back within the first two weeks and said, \u2018Instead of coming home for the holidays, we\u2019re going to be here for awhile.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Having the right people in the right room at the right time, the four-star general said, is invaluable. And \u201cbeing able to understand the tradecraft of an adversary? Presence matters. Real presence matters.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hunt-forward endeavors are part of CYBERCOM\u2019s persistent engagement strategy, a means of being <a href=\"https:\/\/www.cybercom.mil\/Media\/News\/Article\/3198878\/cyber101-defend-forward-and-persistent-engagement\/\" target=\"_blank\">in constant contact with adversaries<\/a> and ensuring proactive, not reactive, moves are made. The command, tasked with guarding Department of Defense information networks and coordinating cyberspace operations, has conducted dozens of such missions across a range of countries in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cyber specialists were previously sent to Croatia, Estonia, Lithuania, Montenegro and North Macedonia. While some deployments were tied to the 2018 midterm elections in the U.S., efforts in Lithuania, specifically, were connected to the Russian onslaught.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/05\/05\/us-cyber-squad-boosts-lithuanian-defenses-amid-russian-threat\/\" target=\"_blank\">work in Lithuania<\/a> lasted three months, beginning before Russia invaded Ukraine in late February, and concluded in May. It was the first shared operation between Lithuania\u2019s cyber forces and U.S. experts in the country. Lithuania\u2019s vice minister of national defense, Margiris Abukevicius, in a statement at the time applauded the endeavor for generating a \u201cwealth of intelligence and skills.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Croatia, U.S. personnel worked hand-in-glove with the Croatian Security and Intelligence Agency\u2019s Cyber Security Centre experts. Together, they hunted on \u201cnetworks of national significance,\u201d according to CYBERCOM.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/it-networks-battlefield-tech\/2022\/10\/17\/army-plans-1-billion-easy-button-contract-to-spur-cloud-migration\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/easyC.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army plans $1 billion \u2018easy button\u2019 contract to spur cloud migration<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Enterprise Application Migration and Modernization arrangement, or EAMM, is expected to kick off in the second or third quarter of fiscal 2023.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cSince 2018, we have done 37 operations, 20 nations, on 55 different networks,\u201d <a href=\"https:\/\/www.cfr.org\/event\/cyber-collaboration-age-hybrid-warfare-conversation-jen-easterly-and-paul-nakasone\" target=\"_blank\">Nakasone said in October<\/a>. \u201cThis is an opportunity for us to help our partners. It\u2019s also a way that we think about, \u2018How do we secure the United States?\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon sought $11.2 billion for cyber in fiscal 2023, $800 million, or nearly 8%, over the Biden administration\u2019s previous ask.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Months of anticipation<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Nakasone <a href=\"https:\/\/www.armed-services.senate.gov\/imo\/media\/doc\/5%20Apr%20SASC%20CYBERCOM%20Posture%20Statement%20(GEN%20Nakasone)%20-%20FINAL.pdf\" target=\"_blank\">in April told lawmakers<\/a> the Russian war machine was leveraging \u201ca range of cyber capabilities,\u201d including \u201cespionage, influence and attack units,\u201d to buttress its invasion and shape worldwide sentiment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His testimony, before the Senate Armed Services Committee, came on the heels of a warning from Biden that Russia may unleash cyberattacks on U.S. critical infrastructure, such as the energy and medical sectors, and private businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But such large-scale, stateside attacks have yet to materialize, according to Rep. Jim Langevin, <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/c2-comms\/2022\/06\/08\/house-cyber-panel-seeks-review-of-delayed-air-force-link-16-upgrade\/\" target=\"_blank\">a Rhode Island Democrat<\/a> and cofounder of the congressional cybersecurity caucus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we haven\u2019t seen is the massive cyberattacks that, perhaps, we had expected, or the blowback here against the United States that could have happened because of our involvement and support of Ukraine and the work we\u2019ve done, that President Biden has done, to really rally the international community behind Ukraine,\u201d Langevin said Oct. 19 during a Washington Post Live appearance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smaller attacks, like those that paralyze and vandalize websites, hamper command and control, or cripple internet access, have unfolded. (Sergey Bobok\/AFP via Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRussia has significant cyber capabilities and could use them against us or our allies,\u201d Langevin said. \u201cWe haven\u2019t seen, as I said earlier, that level of cyber action or cyberattacks that we had expected. But we\u2019re not out of the woods.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CISA this year issued a rolling \u201cShields Up\u201d notice, a cybersecurity bulletin that was quickly circulated throughout the defense industry, a prime target for hackers. CISA, NSA and the FBI earlier this year said they observed regular targeting of defense contractors from January 2020 through February 2022, with <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/02\/17\/cisa-accuses-russia-backed-hackers-of-stealing-info-from-us-defense-contractors\/\" target=\"_blank\">Russian state-sponsored hackers absconding with information<\/a> that grants \u201csignificant insight\u201d into weapons development, communications infrastructure and information technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moscow has historically denied such claims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Shields Up advisory instructed organizations to <a href=\"https:\/\/www.defensenews.com\/cyber\/2022\/02\/14\/cisa-warns-of-potential-russian-cyberattacks-as-invasion-fears-mount\/\" target=\"_blank\">prepare for disruptions, intrusions and irregularities<\/a> stemming from the Russia-Ukraine war. CISA further suggested Russia\u2019s invasion of Ukraine could head west along virtual avenues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are not at a place where we should be putting our shields down,\u201d CISA Director Jen Easterly said Oct. 12, sharing the stage with Nakasone. \u201cThe environment is very difficult. The Russians are very unpredictable, their back is against the wall. We\u2019ve seen these horrific kinetic attacks against civilian infrastructure, and we may be seeing a lot worse coming.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A prolonged conflict may make Russia more cyber aggressive, according to Neal Higgins, the deputy national cyber director for national cybersecurity. The CyberPeace Institute, a Switzerland-based nongovernmental organization, has <a href=\"https:\/\/cyberpeaceinstitute.org\/ukraine-timeline-of-cyberattacks\/\" target=\"_blank\">cataloged more than 50 discrete cyberattacks<\/a> on critical infrastructure and civilian systems this year alone.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/it-networks-battlefield-tech\/2022\/10\/04\/gi-gmail-us-army-launches-google-workspace-for-troops\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-486234028.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">GI Gmail: US Army launches Google Workspace for troops<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The rollout of Google Workspace for the Army at large follows months of evaluation behind the scenes.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">CISA and its Ukrainian analogue, the State Service of Special Communications and Information Protection, deepened its relationship this year, promising to exchange best practices, study critical infrastructure protection and establish joint cybersecurity projects and exercises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to ensure that we are prepared for threats, for incursions against our critical infrastructure, whether it\u2019s state supported actors, criminally aligned ransomware groups, or even the cascading attacks, with attacks in Ukraine that could bleed over to Russia or could bleed over to the U.S., as we saw NotPetya in 2017,\u201d <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/04\/29\/feared-russian-cyberattacks-against-us-have-yet-to-materialize\/\" target=\"_blank\">Easterly said<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NotPetya malware incapacitated critical systems the world over, resulting in enormous financial loses.
