{"id":32116,"date":"2023-09-21T15:24:50","date_gmt":"2023-09-21T15:24:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2023\/09\/21\/uk-mulls-onboard-sensing-requirements-for-satellites\/"},"modified":"2026-08-08T18:42:48","modified_gmt":"2026-08-08T18:42:48","slug":"uk-mulls-onboard-sensing-requirements-for-satellites","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2023\/09\/21\/uk-mulls-onboard-sensing-requirements-for-satellites\/","title":{"rendered":"UK mulls onboard sensing requirements for satellites"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">LONDON \u2014 In an effort to avoid collisions in the increasingly congested space environment, Britain is considering a policy that would require satellites to carry a space domain awareness sensor, according to a U.K. Space Command official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAny spacecraft that goes up that doesn\u2019t have some sort of space domain awareness capability is wasted payload space,\u201d Commodore David Moody, head of space capability within <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/02\/01\/british-military-plans-to-spend-big-on-space-but-some-wonder-if-its-enough\/\" target=\"_blank\">U.K. Space Command<\/a>, said Sept. 13 at the DSEI Conference here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Defence is leading development of a <a href=\"https:\/\/www.gov.uk\/government\/publications\/national-space-strategy-in-action\/national-space-strategy-in-action\" target=\"_blank\">cross-government Space Sector Plan<\/a>, set to be completed late this year or early next, that outlines its strategy to spur economic growth and resilience across the country\u2019s space enterprise. Moody told C4ISRNET on the sidelines of the conference the plan will likely push for stronger policy around <a href=\"https:\/\/www.c4isrnet.com\/thought-leadership\/2023\/04\/14\/space-domain-awareness-protection-requires-more-space-based-systems\/\" target=\"_blank\">space domain awareness<\/a> requirements for satellite operators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want operators to have the ability to ensure, one, their investment and two, their ability to operate that spacecraft and fly that spacecraft in the manner to which it was designed \u2014 and to do so for as long as is predicted without fear of not being able to take the appropriate response if a meteorite happens to be whistling by,\u201d Moody said. \u201cThat\u2019s a loss for everybody.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The number of objects in space has grown significantly in recent years, increasing the potential for mishaps or collisions in orbit. <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2023\/09\/10\/space-force-nro-launch-silent-barker-space-observation-satellites\/\" target=\"_blank\">The U.S. Department of Defense<\/a> tracks approximately 47,900 objects today \u2014 16% more than it observed from 2021 to 2022, <a href=\"https:\/\/media.defense.gov\/2023\/Sep\/14\/2003301146\/-1\/-1\/0\/COMPREHENSIVE-REPORT-FOR-RELEASE.PDF\" target=\"_blank\">according to an unclassified Space Policy Review<\/a> released Sept. 14.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The increase in commercial activity in space, as well as debris from inactive or destroyed satellites, has led spacefaring governments to invest more in sensors that can observe and track that activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For U.K. Space Command, Moody said, awareness in the space domain is fundamental to its operations in orbit and its mission to \u201cprotect and defend.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf I don\u2019t have space domain awareness, or at least the ability to have some sort of proximity sensors, then I\u2019m not achieving that protect and defend policy,\u201d he said. \u201cI wouldn\u2019t be fulfilling one of the reasons that Space Command was established in the first place.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allied nations have also been working to <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2020\/08\/18\/space-force-to-begin-sharing-technical-space-data-with-uk\/\" target=\"_blank\">increase their collaboration in this area<\/a>, forming the Combined Space Operations Center in 2018 as a way to more easily share information about what they\u2019re seeing in orbit. The center, located at Vandenberg Space Force Base in California, brings together partners from the U.S., U.K., Australia, Canada, France, Germany and New Zealand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moody said U.K. Space Command has discussed the possible space domain awareness requirements with its international partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe talk about the capabilities and architecture work we do, the operations work we do, and also the legal working groups all the time so that we have an absolutely common understanding of what it is that we\u2019re all trying to achieve,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The policy could be included as part of a forthcoming
