Speaking Aug. 29 at the National Defense Industrial Association\u2019s Emerging Technologies for Defense conference in Washington, Shyu said the visit started a conversation between the two countries about how they might work together on air and missile defense projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re going to start fleshing out details,\u201d she told reporters during the conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shyu didn\u2019t divulge those details, but said she\u2019s had conversations with the U.S. Army and Missile Defense Agency about <a href=\"https:\/\/www.defensenews.com\/land\/2023\/04\/12\/us-army-greenlights-key-battle-command-system-for-full-rate-production\/\" target=\"_blank\">collaboration opportunities on the Integrated Battle Command System<\/a>, which will play an important role in connecting sensors and shooters for air and missile defense in Guam. The Army is the acquisition lead for the effort and is working with MDA to get the first wave of equipment for the architecture to the island in 2024. Northrop Grumman is developing the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s significant interest from MDA and the Army, so the next steps is bringing the Australians in to figure out at what level do we integrate our system,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Australia\u2019s Department of Defence is in the midst of its own effort to develop an integrated air and missile defense capability, the Joint Air Battle Management System. The agency on Aug. 28 selected Lockheed Martin as its \u201cstrategic partner\u201d on the program, awarding the company a contract worth $765 million Australian dollars ($491 million) \u2014 overlooking Northrop, which had offered its IBCS solution. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More broadly, <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2023\/04\/24\/more-missiles-less-vehicles-australia-unveils-strategic-review\/#:~:text=The%20latest%20Defence%20Strategic%20Review,a%20third%20%E2%80%9Cbeyond%202031.%E2%80%9D\" target=\"_blank\">the country in April unveiled its new Defence Strategic Review<\/a>, which emphasizes the need to counter China\u2019s influence in the Indo-Pacific region. It also makes a pivot from a hefty pursuit of vehicles and howitzers to procuring more missiles. The review singles out a need for an enhanced integrated air and missile defense system.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">AUKUS announcement<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond missile defense, Shyu\u2019s team has also been crafting a plan for technology partnerships with Australia and the U.K. <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/03\/07\/big-aukus-news-coming-but-hill-and-allies-see-tech-sharing-snags\/\" target=\"_blank\">through the trilateral security agreement known as AUKUS<\/a>. The effort has two pillars: the first is <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/07\/26\/house-advances-aukus-authorizations-amid-sub-export-control-debate\/\" target=\"_blank\">focused on nuclear-powered submarines<\/a> and the second centers on building deeper cooperation on advanced defense technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Few details on the structure or content of Pillar Two have been released, but it is expected to include technology areas like autonomy, AI, hypersonics and quantum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shyu said she anticipates an announcement from President Biden on the details of Pillar Two this fall, and in the meantime, she has submitted a proposal for inclusion in the agreement that would emphasize a \u201cportfolio approach\u201d to technology collaboration among the allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe path that I proposed is linking back together to show a portfolio of capabilities,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether other countries might participate in Pillar Two, Shyu said the three governments need time to refine their own agreements before adding more partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEach additional . . . country you\u2019re bringing in, that means you\u2019ve got to share the technology,\u201d she said. \u201cYou have to have the network to be able to share so it doesn\u2019t leak to your adversaries\u2019 hands. It just complicates things a lot.
