Similarly, we know that Hamas is making use of drones, such as its new <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.navalnews.com%2Fnaval-news%2F2023%2F11%2Ffirst-details-of-hamas-new-submarine-drone-weapon%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595677376%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=Dq4w5HzCqOUwQaZQmJohr%2FM6qX%2B%2FSuLJeanApLtDCSk%3D&#038;reserved=0\"><u>submarine drone<\/u><\/a>. In all of these cases, drones are once again changing how militaries fight, communicate, and collect information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the Global Hawk, Predator, and other unmanned aerial systems in the skies above Iraq and Afghanistan, one could consider the 2000s and the 2010s the decades of the aerial drone. Since then, what has become readily apparent in both Ukraine and Israel is that we have entered the decade of the sea drone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While drones on or under the water and in the air are seeing success, can we assume that we are on the cusp of drones conquering the ground domain too? Or is the ground domain so much more difficult (witness the problems of the self-driving car company <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cbsnews.com%2Fsanfrancisco%2Fnews%2Fcruise-suspends-driverless-robotaxi-operations-nationwide%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=LYdgNxN7Z5LitgI%2B4wyPoaFE90eJmnfsMCNXJhqvOSQ%3D&#038;reserved=0\"><u>Cruise<\/u><\/a>) that the Army is a decade or two too soon? To realize the promise of the coming ground drone decade, it\u2019s critical that the Army take small steps now in order to reap big gains later rather than shooting for the equivalent of a moon launch anytime soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thankfully, there\u2019s some recognition in the Army that autonomy might be achieved through a series of small steps. As the service\u2019s aviation branch chief <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fdefensescoop.com%2F2023%2F10%2F16%2Farmy-aviation-autonomous-capabilities%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=zTjzikcxnOAv7TnklgvM2nVyIMFhOM9z88avZQktWJ4%3D&#038;reserved=0\"><u>put it<\/u><\/a>, \u201cThere\u2019s a path to autonomy. It\u2019s not that we\u2019re not autonomous and then [suddenly] we are autonomous \u2014 it\u2019s going to be a graduated scale, or I kind of envision it as stair steps.\u201d This is exactly the right approach and those \u201cstair steps\u201d should be data collection, driver assistance technology, and mapping. Given the <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fdefensescoop.com%2F2023%2F05%2F26%2Fdiu-issues-solicitation-for-gears-program-to-convert-older-vehicles-into-unmanned-systems%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=eAvs3HJ9yPLTWgo4tICYTS8jNU27rZAAUcZv2iXpYUw%3D&#038;reserved=0\"><u>multiple<\/u><\/a> <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.stripes.com%2Fbranches%2Farmy%2F2023-07-28%2Fthe-army-is-testing-semi-autonomous-trucks-in-the-middle-east-10885283.html&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=ISZMmigmxzN0jXhI0yA519b4LRhdC3k5hAE8Xzj1lgs%3D&#038;reserved=0\"><u>lines of effort<\/u><\/a> that the Army is pursuing towards autonomy, ensuring a common set of steps for the Army to practice is critical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Out of the three, data collection is especially important as artificial intelligence (what will help power these autonomous platforms) depends on algorithms, which in turn depend on data. Algorithms require data to be \u201ctrained,\u201d learning patterns and behaviors from the outside world to make decisions without human input.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To collect the data that will eventually feed the algorithms powering the drones of the coming decades, the Army should take a page from what the private sector is doing in <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.washingtonpost.com%2Ftechnology%2F2023%2F08%2F10%2Fsan-francisco-robotaxi-approved-waymo-cruise%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=gczdywYPip1ci90XxvZRKw4cvjIr3%2BcDjpfKF4PP3sM%3D&#038;reserved=0\"><u>San Francisco<\/u><\/a>: testing and collecting data from ground vehicles at scale. While it\u2019s encouraging that the Army appears to be doing this to a <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Farl.devcom.army.mil%2Fwhat-we-do%2Faimm%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=V97uE5jQj5%2B%2BwctkAkpQuWOaRcig%2Bl%2BoHM5ZrxTtJkU%3D&#038;reserved=0\"><u>limited extent<\/u><\/a>, it should do more and instrument and collect data off of every ground combat vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Next, the Army should engage its existing ground fleet in <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fbreakingdefense.com%2F2021%2F10%2Farmy-envisions-global-3d-terrain-map-as-future-pnt-aid-for-operations%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=oVpD3tPdL82Vd%2Bb%2BnsHCri5srGF4IM2bSeaWztnjBQ4%3D&#038;reserved=0\"><u>mapping<\/u><\/a>, allowing terrain and other ground features to be learned by its fleet. The Army cannot rely on self-driving cars to map off-road terrain, no matter how good they may be in mapping the roads we drive on. Making the problem even more difficult is that terrain is constantly changing during war; just look at how much <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.washingtonpost.com%2Fopinions%2Finteractive%2F2023%2Fukraine-war-maps-progress-aid%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=G3KVZc0IlZY1RPb0bkBrxZy7qCUIJlbN0SJSmdbSGMo%3D&#038;reserved=0\"><u>Ukraine\u2019s terrain<\/u><\/a> has been altered over the last two years of conflict. Thus, the Army must gain its own competency in mapping terrain by outfitting its fleet of wheeled and tracked vehicles with 3-D mapping technology. The instant updating of maps and algorithms\u2019 ability to retrain during combat will become ever more important in ground operations.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"512\" height=\"288\" src=\"\/wp-content\/uploads\/2026\/08\/ERDC-Drone.png.png\" alt=\"\" class=\"wp-image-86578\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ERDC-Drone.png.png 512w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ERDC-Drone.png.png?resize=300,169 300w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><figcaption class=\"wp-element-caption\">Army researchers are testing different types of equipment, including this 1.5-pound, fixed-wing drone, that can find clusters in cities and create detailed models to help soldiers map urban terrain and create real-time \u201csnapshots\u201d of the battlefield. (Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, the service should implement <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.nhtsa.gov%2Fequipment%2Fdriver-assistance-technologies&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=EIwNoa8ERFe95ruiN%2FZTrDxfD9Fe1YS1gStBHstnxhs%3D&#038;reserved=0\"><u>driver-assistance technology<\/u><\/a> on its existing platforms where possible, allowing soldiers to benefit from technology that is now reaching maturity and, for the most part, comes standard on new commercial automobiles. Implementing this technology also serves the dual-purpose of <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.aei.org%2Fresearch-products%2Freport%2Fhow-to-build-and-enhance-americas-defense-franchises%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=y%2Fqe9e9YAgYwOKQATRX9Ywmp6ynKDw%2B3YLUX60FqWNQ%3D&#038;reserved=0\"><u>upgrading current systems<\/u><\/a>, helping to avoid costly multi-year and multi-billion dollar acquisition programs for new systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In short, while the Army should certainly pursue autonomous vehicles and other platforms, it should do so sequentially: step-by-step until technology and development has advanced to a point where they\u2019re ready to be put on production contracts. Failure to follow the proper steps, whether it be data collection, mapping, or driver-assistance technology, could condemn these efforts to the <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fbreakingdefense.com%2F2023%2F03%2Fcongress-can-put-army-modernization-back-on-track%2F&#038;data=05%7C01%7Ccary.oreilly%40mco.com%7C0a1aeaa8b70e4019d09b08dbe45347c6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C638354818595833623%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&#038;sdata=5hmOC27%2Bv2gdC1oKx3G86vz2Eo3dKHaaz7Cy02a8iCg%3D&#038;reserved=0\"><u>Army\u2019s acquisition graveyard<\/u><\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Retired U.S. Army Maj.
