{"id":33060,"date":"2023-04-12T18:23:00","date_gmt":"2023-04-12T18:23:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2023\/04\/12\/pentagon-should-expand-defense-innovation-units-role-experts-say\/"},"modified":"2026-08-08T18:44:46","modified_gmt":"2026-08-08T18:44:46","slug":"pentagon-should-expand-defense-innovation-units-role-experts-say","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2023\/04\/12\/pentagon-should-expand-defense-innovation-units-role-experts-say\/","title":{"rendered":"Pentagon should expand Defense Innovation Unit\u2019s role, experts say"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Former defense officials and industry executives are calling on the Pentagon to expand the influence of its commercial innovation hub to make it easier for the military to buy off-the-shelf technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recommendation comes from the Atlantic Council\u2019s Commission on Defense Innovation Adoption \u2014 a panel of defense experts convened to consider how the U.S. Department of Defense can better integrate new technology into its arsenal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn our time serving in the Defense Department, we have found that the United States does not have an innovation problem, but rather an innovation adoption problem,\u201d the commission said in an<a href=\"https:\/\/www.atlanticcouncil.org\/in-depth-research-reports\/report\/atlantic-council-commission-on-defense-innovation-adoption-interim-report\/\" target=\"_blank\"> interim report released April 12<\/a> by the Washington, D.C.-based think tank. \u201cOur nation leads in many emerging technologies relevant to defense and security \u2014 from artificial intelligence and directed energy to quantum information technology and beyond. But the DoD struggles to identify, adopt, integrate and field these technologies into military applications.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/industry\/2023\/03\/23\/svb-demise-drew-quick-response-from-pentagons-defense-innovation-unit\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1248916744.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">SVB demise drew quick response from Pentagon\u2019s Defense Innovation Unit<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Prior to the government\u2019s decision to intervene, DIU considered whether the agency has any tools to support defense startups exposed by the bank&#039;s failure.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Defense Innovation Unit, a Silicon Valley-based organization created in 2015 to champion commercial technology integration within the Defense Department, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2023\/01\/25\/pentagon-tech-hub-reports-strong-year-with-17-projects-fielded\/\" target=\"_blank\">has had success transitioning capabilities from non-traditional defense companies<\/a> for use by the military services. However, its former leader, Mike Brown, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2022\/05\/13\/pentagon-innovation-chief-pledges-support-for-diu-following-directors-departure\/\" target=\"_blank\">pointed to a lack of support from senior Pentagon leaders.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With that in mind, the group called on DoD to increase DIU\u2019s role in shepherding commercial technology into the department by increasing its budget, tightening its relationships with the military offices that buy and develop defense capabilities and positioning it as an innovation and technology adoption leader.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDIU should be resourced and empowered to broaden the defense ecosystem by robustly engaging start-ups, nontraditional vendors and capital market players,\u201d according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To increase the organization\u2019s technology transition rate, the commission \u2014 which includes former Defense Secretary Mark Esper, one-time Pentagon acquisition executive Ellen Lorde and Michelle Flourney, a past under secretary of defense for policy \u2014 recommends DIU work closely with the military services to make sure they\u2019re taking advantage of commercially available weapons and other enabling technology.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Direct report<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is on a path toward growing the agency\u2019s influence. <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2023\/04\/04\/apples-beck-to-lead-defense-innovation-unit-at-pentagon\/\" target=\"_blank\">Defense Secretary Lloyd Austin announced April 4<\/a> the DIU director will no longer report to the undersecretary of defense for research and engineering but will instead answer directly to him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also calls for DIU to partner with Under Secretary of Defense for Acquisition and Sustainment Bill LaPlante and other procurement officials to streamline the process for buying commercial capabilities, making it easier for companies to work with the government.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2023\/04\/04\/apples-beck-to-lead-defense-innovation-unit-at-pentagon\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Apple.GettyImages-913147726.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Apple\u2019s Beck to lead Defense Innovation Unit at Pentagon<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Defense Secretary Lloyd Austin said the DIU director will now report directly to him.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe team will reinforce \u2018buy before build\u2019 commercial practices in the early phases of programs by baking it into acquisition strategy templates and program reviews,\u201d the report states. \u201cIt will also collaborate with defense industry, capital markets, and Congress to develop a broader set of rapid funding tools and approaches to demand signals consistent with the speed of commercial innovation cycles.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DIU and the Pentagon\u2019s acquisition leaders should publish a \u201ccommercial pathway or guide\u201d for how programs can integrate technology from non-traditional companies by the end of 2023, the commission states.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Reducing innovation \u2018lag time\u2019<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The DIU recommendation is one of 10 proposals included in the commission\u2019s interim report. The ideas are meant to inform Congress and Pentagon leaders as they make policy and budget decisions in the coming months. The panel intends to issue a final report in September to expand on the initial reforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several recommendations involve changes to Pentagon business practices and budgeting processes, including its long timelines for transitioning technology from demonstration to production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One proposal aims to reduce that gap, noting that even after successful technology demonstrations, it often takes two to four years for DoD to buy the capability. It recommends that LaPlante form a team to examine the agency\u2019s success and create a framework that other acquisition offices can
