{"id":33471,"date":"2021-03-22T22:32:09","date_gmt":"2021-03-22T22:32:09","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2021\/03\/22\/gao-to-review-space-command-headquarters-decision\/"},"modified":"2026-08-08T18:32:40","modified_gmt":"2026-08-08T18:32:40","slug":"gao-to-review-space-command-headquarters-decision","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2021\/03\/22\/gao-to-review-space-command-headquarters-decision\/","title":{"rendered":"GAO to review Space Command headquarters decision"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Government Accountability Office will review the U.S. Air Force\u2019s decision to headquarter Space Command in Huntsville, Alabama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The city was one of <a href=\"https:\/\/www.defensenews.com\/space\/2020\/11\/19\/here-are-the-six-locations-that-could-host-the-new-us-space-command\/\" target=_blank>six locations competing to be the future home of SPACECOM<\/a>, the 11th combatant command reestablished in 2019 as part of the Trump administration\u2019s shake-up of the nation\u2019s military space organizations, which included the creation of the U.S. Space Force and the Space Development Agency. SPACECOM was initially located at Peterson Air Force Base in Colorado as the Air Force determined the future location for the new headquarters, expected to host 1,400 personnel. Peterson AFB was one of those six sites to survive the first round of cuts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That competition came to an end on Jan. 13, when then-Air Force Secretary Barbara Barrett announced that <a href=\"https:\/\/www.defensenews.com\/news\/your-air-force\/2021\/01\/13\/us-space-command-site-to-be-located-in-huntsville-alabama\/\" target=_blank>SPACECOM would move to the U.S. Army\u2019s Redstone Arsenal in Huntsville<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Colorado officials criticized that decision \u2014 which came during the Trump administration\u2019s final days \u2014 arguing that the final selection was political in nature. Rep. Doug Lamborn, R-Colo., wrote a letter Feb. 1 to the GAO asking the watchdog to review the decision, and on March 19 GAO confirmed that it intends to do just that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am very pleased that the Government Accountability Office is conducting an investigation of the methodology behind the headquarters selection process for U.S. Space Command,\u201d said Lamborn in a statement. \u201cI believe the process the Department of the Air Force used was fundamentally flawed. It is crucial we thoroughly review their entire process to ensure that the decision was both sound and rooted in our national security interests.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lamborn has advocated <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2020\/12\/18\/spend-funds-on-space-dominance-not-moving-space-commands-headquarters\/\" target=_blank>keeping SPACECOM in Colorado Springs<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/lamborn.house.gov\/sites\/lamborn.house.gov\/files\/GAO%20Letter.pdf\" target=_blank>In his initial letter<\/a>, Lamborn asked GAO to evaluate the Air Force\u2019s methodology and scoring for the decision. While Lamborn repeats concerns that then-President Donald Trump may have improperly influenced the decision, he stated that the review should be limited to how the Air Force scored each location in accordance with its headquarters criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis kind of review is precisely what GAO excels at, and I am confident they will investigate in a transparent, nonpartisan, and unbiased manner,\u201d said Lamborn. \u201cI will continue working to ensure that USSPACECOM is headquartered at a location which strengthens and does not disrupt our national security space enterprise.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Mike Rogers of Alabama, the ranking Republican on the House Armed Services Committee,<a href=\"https:\/\/www.defensenews.com\/congress\/2021\/02\/04\/hascs-new-lead-republican-on-making-space-force-permanent-and-budget-fights-to-come\/\" target=_blank> told Defense News in February<\/a> that he was OK with GAO reviewing the decision, although he expressed skepticism that the selection of Redstone Arsenal would be reversed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m fine with looking at it,\u201d said Rogers. \u201cI don\u2019t think it\u2019s going to yield anything other than what the Air Force has already said: They did a thorough review and this was the solution they thought was best. But I\u2019ve been around in this town long enough to know that the losers on these kind of projects always scream \u2018politics.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt shouldn\u2019t be determined by whether your state voted blue or red; it should be determined by which location offers the best benefit at the least price for this endeavor,\u201d he added. \u201cSo I\u2019m not bothered. I\u2019m sure it\u2019s going to yield the result that we\u2019ve already seen, and they can have at it as far as I\u2019m concerned.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/lamborn.house.gov\/sites\/lamborn.house.gov\/files\/GAO%20Acceptance%20Letter-%20Lamborn%20redact.pdf\" target=_blank>GAO\u2019s response<\/a> \u2014 which Lamborn\u2019s office released \u2014 notes that the agency will begin work on the matter shortly, assuming that it is not duplicating other efforts. <a href=\"https:\/\/spacenews.com\/pentagon-inspector-general-to-investigate-decision-to-move-u-s-space-command-to-alabama\/\" target=_blank>SpaceNews reported in February<\/a> that the Department of
