But LaPlante said he\u2019s worried about manufacturing rates more broadly and what that means for the health of the industrial base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the services develop next-generation systems such as air dominance fighters with unmanned collaborative combat aircraft, bombers and long-range missiles, LaPlante said the development of these systems is important, but it\u2019s their manufacturing that will keep industry viable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I think we need to do is make sure the next generation of items does production,\u201d LaPlante said at a Center for Strategic and International Studies event in Washington, D.C. \u201cI am the most interested, in hypersonics \u2014 even though I love thermal management and I love ablation and I love non-linear flow \u2014 I can\u2019t pretend that production isn\u2019t more important than any of that stuff.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted the Air Force is interested in <a href=\"https:\/\/www.defensenews.com\/air\/2023\/03\/08\/us-air-force-eyes-fleet-of-1000-drone-wingmen-as-planning-accelerates\/\" target=\"_blank\">buying at least 1,000 collaborative combat aircraft<\/a>, and that the Pentagon is interested in <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/08\/28\/pentagon-unveils-replicator-drone-program-to-compete-with-china\/\" target=\"_blank\">multiple thousands of Replicator drones<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s the key number, not that you have a Replicator or a CCA,\u201d he said. \u201cI really believe production is what matters, and everything else follows from that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A manufacturing lag is responsible for some of the backlog of foreign military sales to Taiwan, LaPlante said, citing the F-16 program. (Lockheed Martin)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">LaPlante also said manufacturing was a key concern in looking at a potential war in the Indo-Pacific.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The munitions sector has made good progress in boosting manufacturing rates for munitions relevant in Ukraine \u2014 <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/09\/15\/production-of-key-munition-years-ahead-of-schedule-pentagon-says\/\">155mm rounds are being built at double the rate today<\/a> compared to six months ago. They\u2019ll double again by the spring and then nearly double once more a year later, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But those munitions, while helpful to Ukraine, aren\u2019t the longest-range ones the U.S. would use to fight China or another adversary in the vast Pacific Ocean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is pushing to get several weapons on multi-year contracts \u2014the Long-Range Anti-Ship Missile, the Standard Missile-6 and the Patriot Advanced Capability-3, among them \u2014 that would be important in an extended conflict in the Pacific but for which industry could not keep up a production rate that would match the expected consumption rate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to do the multi-years because \u2014 it\u2019s not a panacea, it will get savings but that\u2019s not the reason we\u2019re pushing it \u2014 but it\u2019s because it takes one more reason away from industry to say, \u2018I\u2019m not putting my [capital expenditures] against it because I don\u2019t believe you guys,\u2019\u201d LaPlante said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said he recently spoke to his counterpart from a close ally, who said their industrial base wouldn\u2019t invest to expand production facilities because they didn\u2019t believe the government was serious about buying more weapons for a sustained enough time to be worth the investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">LaPlante said the U.S. needed to make that commitment, and multiyear contracts were a good way to demonstrate the seriousness of the situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI like to think a multi-year would help. Once we put up [economic order quantity funding], which is a bunch of the money up front so they [can buy] a lot of the long-lead items, we generally don\u2019t break multiyear contracts in the DoD;
