{"id":33970,"date":"2024-04-25T14:39:39","date_gmt":"2024-04-25T14:39:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2024\/04\/25\/saab-unveils-technology-incubator-using-enforcer-3-as-test-bed\/"},"modified":"2026-08-08T18:39:19","modified_gmt":"2026-08-08T18:39:19","slug":"saab-unveils-technology-incubator-using-enforcer-3-as-test-bed","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2024\/04\/25\/saab-unveils-technology-incubator-using-enforcer-3-as-test-bed\/","title":{"rendered":"Saab unveils technology incubator using Enforcer 3 as test bed"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">SAN DIEGO \u2014 When Saab\u2019s Combat Boat 90 first entered service with the Swedish Navy in 1991, it was as a fully manual vessel \u2014 a crewed, amphibious landing craft designed for high-speed operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, the platform is playing a central role in the company\u2019s vision of rapid testing and deployment of autonomous and digital-first technologies for the U.S. military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saab has for several years experimented with a variant of the CB90 called Enforcer 3, equipping it with navigation and communication systems and <a href=\"https:\/\/www.c4isrnet.com\/unmanned\/2024\/04\/08\/saildrone-thales-collaborating-on-sub-sensing-unmanned-surface-vessel\/\" target=\"_blank\">intelligence, surveillance and reconnaissance<\/a> sensors. Key to its transformation was a conversion into a fully uncrewed system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The company\u2019s U.S. subsidiary announced April 23 it plans to use Enforcer 3 as a test bed for a new tech incubator, dubbed Skapa, which in Swedish means \u201cto create.\u201d Based in San Diego, south of Silicon Valley and home to multiple naval installations, the goal is to be an avenue for collaboration with military units seeking novel capabilities and startups in need of a platform to test their technology.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2024\/03\/12\/pentagon-trims-tech-research-funding-request-ai-networking-flat\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"183\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4612309.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon trims tech research funding request; AI, networking flat<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Defense Department is seeking $143.2 billion in research and development money for the coming fiscal year, documents published March 11 show.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Erik Smith, the CEO of Saab\u2019s American branch, told C4ISRNET the vision for Skapa is driven both by the pace of tech development and the growing threats from U.S. adversaries. The incubator\u2019s focus on uncrewed systems and artificial intelligence comes as the Defense Department looks to increase its inventory of attritable drones through programs like Replicator and introduce additional autonomous materiel across the armed services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we\u2019ve done here with Skapa is create an accelerator, a laboratory where our end-users can come straight here with their problems and we can work with them in real time, unencumbered by some of the traditional processes and bureaucracy that sometimes you can get wrapped up in,\u201d Smith <a href=\"https:\/\/www.defensenews.com\/interviews\" target=\"_blank\">said in an April 24 interview<\/a> at the company\u2019s San Diego office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While it\u2019s not uncommon for defense firms to establish hubs meant to mature technology the military may need in the future, Smith said Skapa\u2019s focus is on the Defense Department\u2019s near-term and quickly evolving requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are trying to get capability to the fleet in months,\u201d he said. \u201cSo, we\u2019re taking a lot of existing technology and capability from across Silicon Valley, from industry, from our own portfolio and saying, \u2018How do we put that together and get differentiated capability to the fleet faster?\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith said establishing an accelerator like Skapa makes sense for Saab, whose defense portfolio includes fighter jets and submarines along with weapons, sensors and enabling systems. The company in recent years <a href=\"https:\/\/www.c4isrnet.com\/industry\/2023\/09\/07\/swedens-saab-snags-silicon-valley-based-crowdai\/\" target=\"_blank\">acquired CrowdAI and BlueBear Systems<\/a>, expanding its footprint in the AI and simulation fields.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Skapa will concentrate on three areas: naval autonomy, digital and AI tech, and maritime domain awareness. Smith refused to say how much money Saab has invested in the incubator and declined to detail the size of team, but Skapa\u2019s leader, Chief Strategy Officer Michael Brasseur, characterized it as a \u201csmall, agile\u201d group poised for growth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brasseur, the former commodore of the Navy\u2019s Task Force 59, told C4ISRNET that Enforcer 3 will provide a \u201claunching pad\u201d for many of the incubator\u2019s ideas and products.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/unmanned\/2024\/04\/16\/anduril-pairs-with-korean-shipbuilder-to-design-new-unmanned-platforms\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"144\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ship.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Anduril pairs with Korean shipbuilder to design new unmanned platforms<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Anduril and HD Hyundai will collaborate to pair American software and autonomy with South Korean mass manufacturing in shipbuilding.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Starting this summer, Saab plans to begin testing new capabilities on Enforcer 3, including weapons packages that would work in tandem with its ISR sensors. It also hopes to deploy the boat in upcoming military exercises, including the international <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2023\/01\/25\/after-rimpac-northrop-eyes-additional-at-sea-tests-for-smaller-jammer\/\" target=\"_blank\">Rim of the Pacific<\/a> and a NATO event called Robotic Experimentation and Prototyping with Maritime Unmanned Systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saab is also actively working to partner with tech firms interested in Enforcer 3, according to Brasseur. Down the line, that could mean the vessel serves as home base for smaller drones not designed to survive at sea or as the autonomous backbone of a swarm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The company could also offer the platform\u2019s kit, including its autonomy package, to customers who want to integrate it on their own systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s no reason that you can\u2019t take a capability from a partner or from <a href=\"https:\/\/www.defensenews.com\/industry\/2024\/02\/09\/saab-kongsberg-post-record-orders-as-europe-boosts-defense-spending\/\" target=\"_blank\">internally to Saab<\/a>, demonstrate it on [Enforcer] and then have another platform that has the right envelope and requirements to be able to host that capability,\u201d Smith said. \u201cIt\u2019s here to do
