{"id":34230,"date":"2024-06-25T20:40:22","date_gmt":"2024-06-25T20:40:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2024\/06\/25\/zero-trust-at-dod-hinges-on-thawing-stubbornness-in-the-workforce\/"},"modified":"2026-08-08T18:40:21","modified_gmt":"2026-08-08T18:40:21","slug":"zero-trust-at-dod-hinges-on-thawing-stubbornness-in-the-workforce","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2024\/06\/25\/zero-trust-at-dod-hinges-on-thawing-stubbornness-in-the-workforce\/","title":{"rendered":"Zero trust at DoD hinges on thawing stubbornness in the workforce"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/dodcio.defense.gov\/About-DoD-CIO\/bios\/Resnick.aspx\" target=\"_blank\">Randy Resnick<\/a>, the boss of the Pentagon\u2019s young Zero Trust Portfolio Management Office, offered a glimpse of what it\u2019s like to sit in his seat and drive some of the <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2023\/09\/08\/pentagon-to-review-zero-trust-blueprints-across-military-services\/\" target=\"_blank\">most aggressive cybersecurity advances in government. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, imagine the [Defense Department] being a really big ship, with the smallest rudder you ever saw in your life trying to try to turn that ship,\u201d he said at the 2024 <a href=\"https:\/\/events.afcea.org\/AFCEACyber24\/Public\/enter.aspx\">TechNet Cyber conference<\/a> presented by the Armed Forces Communications &amp; Electronics Association International on Tuesday. \u201cThat\u2019s what the Department of Defense is.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He doesn\u2019t mean it derogatorily. He said it as more a statement of fact than a judgment. And, to the department\u2019s credit, with help from <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2024\/06\/06\/sherman-pentagons-tech-leader-to-leave-post-for-texas-am\/\" target=\"_blank\">outgoing Chief Information Officer John Sherman<\/a> and a great deal of documents to keep these offices on the same page, they\u2019ve made progress on the \u201cgargantuan challenge\u201d of getting workforce culture to support cyber security imperatives. But there\u2019s still some work to be done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the discussion Resnick led at the event in Baltimore centered around the complex technology undergirding zero-trust, which both the military services and civilian agencies are tasked with implementing to some effect in the next few years. The DoD offices has until 2027 to hit almost a hundred different targets for zero trust. Meanwhile, the department\u2019s 2025 budget requested roughly $977 million for zero-trust transition, <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2024\/03\/11\/pentagon-seeks-145-billion-for-cyber-spending-including-zero-trust\/#:~:text=The%20fiscal%202025%20blueprint%20allocates,tabs%20on%20those%20plugged%20in.\" target=\"_blank\">C4ISRNET previously reported. <\/a><\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/opinions\/2023\/12\/08\/pentagon-makes-progress-on-zero-trust-but-next-steps-will-be-critical\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cybersecurity.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon makes progress on Zero Trust, but next steps will be critical<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Not everyone has the in-house expertise or technology that DISA does, but everyone has the capabilities to pick a place to start and make progress.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Zero-trust is, as Resnick said, just that: nothing is trusted, and as a result, there are behind-the-scenes tests that verify and validate access with, ideally, minimal intrusion on user experience. It\u2019s an access control strategy, but it\u2019s also analytics, automation and data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zero-trust is very specific but it\u2019s also seemingly ubiquitous. The<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/05\/12\/executive-order-on-improving-the-nations-cybersecurity\/\" target=\"_blank\"> White House, even,<\/a> has made cyber defenses a priority of every federal agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cReally, zero-trust is all of us,\u201d said Leslie Beavers, the principal deputy CIO at the Defense Department, on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, for it to work, zero-trust needs to be defined. And all the players need to be one the same page. That\u2019s something that has happened only recently, said Resnick.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIndustry was all over the map with zero trust,\u201d he said. \u201cEverybody had a ZT solution. Everybody was approaching government employees and purchasers, and people were very, very, very confused in the government.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, Resnick\u2019s office put structure around zero-trust. The goal, first and foremost, was to stop adversaries\u2019 exploitation of DoD data, he said. Then, they got to work on a number of foundational documents to lay out goals and plans for achieving them, including the <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3225919\/department-of-defense-releases-zero-trust-strategy-and-roadmap\/\">DoD Zero Trust Strategy and Roadmap<\/a> and the \u201cOverlays\u201d plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was an effort to synchronize the theory and actual approach of zero-trust, but inadvertently, it also influenced other countries\u2019 zero-trust plans and reset industry\u2019s understanding of what DoD needs, Resnick said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWithout a doubt, I now have conversations with industry that are completely aligned to the DoD zero trust approach,\u201d he said. \u201cWe didn\u2019t have this two years ago. It\u2019s a pleasure to have a conversation now, because now we\u2019re all on the same page.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now that the level setting has been done, there remains the issue of change management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T<a href=\"https:\/\/www.federaltimes.com\/management\/career\/2023\/03\/20\/federal-cyber-workers-can-soon-rotate-among-government-agencies\/#:~:text=experts%20have%20said.-,Nearly%20two%20thirds%20of%20the%20federal%20IT%20workforce%20is%20over,existing%20jobs%20and%20streamlining%20hiring.\" target=\"_blank\">he federal workforce, for one, skews older<\/a> than the private sector. Data from 2022 less than 6% of government IT employees are under the age of 30, and 30% are 55 or older. While officials said the Defense Department often has more reliable and robust funding to go after new technology, federal civilian agencies may not, creating an environment where government is at various stages of adoption, and not always willing to embrace change. The pervasiveness of legacy systems also makes change hard, especially when the skills needed versus the skills available vary.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.federaltimes.com\/author\/cristina-stassis\/\" class=\"smg-interstitial-link__fallback-link\">Many software makers will miss Biden\u2019s cybersecurity deadline today<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">Resnick said he has seen the spirit of innovation in leadership, but it\u2019s the mid-tier of the workforce that sometimes pushes back \u2014 the \u201cpermafrost,\u201d as he calls it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey feel threatened because they do the old style of cybersecurity,\u201d he said. \u201cI did it myself; I totally understand. But &#8230; if they haven\u2019t learned now, then [they\u2019re] never going to learn. And so I truly believe it\u2019s a generational thing. We\u2019re going to have to wait them out until they retire out.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s not to say training isn\u2019t happening. Resnick said they worked with Defense Acquisition University to get access for CAC-holders to cyber classes that vary in length and intensity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said he
