Lisa Franchetti\u2019s ambitious goal of having 80% of the fleet ready to deploy at any given time by 2027.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2024\/12\/09\/marines-hindered-by-navys-amphibious-warfare-ship-maintenance-delays\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Bataan.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Marines hindered by Navy\u2019s amphibious warfare ship maintenance delays<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Nearly half of the amphibious warfare ships Marines need to deploy are often unavailable, according to a government watchdog.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On average, Navy ships remain in dry dock for up to one year, said Vice Adm. Jim Downey, NAVSEA commander, in a Jan. 16 panel at the Surface Navy Association\u2019s symposium near Washington, <a href=\"https:\/\/www.defenseone.com\/business\/2025\/01\/new-strategy-aims-get-80-navy-ships-deployable\/402280\/?oref=d1-author-river\" target=\"_blank\">Defense One<\/a> reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the new strategy is effective, that yearlong wait could be cut by two-thirds or more, meaning a 100- to 150-day wait for ship repairs, according to Downey,<b> <\/b>who guided the plan\u2019s development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019ll mean extensive planning for work scope, what materials are available and ready for use and building a ready workforce at the same time, said George Whittier, CEO of ship engine company Fairbanks Morse, said on the panel, according to <a href=\"https:\/\/www.defenseone.com\/business\/2025\/01\/new-strategy-aims-get-80-navy-ships-deployable\/402280\/?oref=d1-author-river\" target=\"_blank\">Defense One<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NAVSEA \u201cEnterprise Strategy\u201d will address five core \u201clines of effort,\u201d<b> <\/b>according to the service\u2019s <a href=\"https:\/\/www.navsea.navy.mil\/Media\/News\/Article-View\/Article\/4027556\/navsea-launches-enterprise-strategy\/\" target=\"_blank\">release<\/a>:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Accelerate force generation to deliver ships and combat systems.<\/li><li>Generate readiness to maintain, modernize and sustain platforms.<\/li><li>Generate, capture and use data to drive innovation.<\/li><li>Strengthen the Navy team by attracting, retaining and growing the NAVSEA workforce.<\/li><li>Strengthen the foundation, enhancing NAVSEA critical infrastructure.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCNO depends on the NAVSEA enterprise to get the Navy\u2019s ships, and their warfighting systems designed, delivered, maintained, and sustained to meet global national security requirements,\u201d Downey said in the release. \u201cSo, NAVSEA is accelerating efforts to put more players on the field \u2014 that is, platforms, ready with the right capabilities, weapons, and sustainment support.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has faced years of maintenance backlogs and ship shortages. In December, the <a href=\"https:\/\/www.gao.gov\/assets\/gao-25-106728.pdf\">Government Accountability Office<\/a> found that a shortage of amphibious warfare ships has hindered various Marine deployment and training plans, Marine Corps Times previously reported. From 2011 to 2020, only 46% of the Navy\u2019s amphibious class of ships were available at any given time, according to the government watchdog.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO recommended the Navy refine ship availability, build a joint-service plan, update the service\u2019s ship maintenance policies and establish performance goals for implementing the amphibious readiness review recommendations GAO provided.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNothing was off the table when we started this process last May,\u201d Downey said of the Navy\u2019s five-part plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Downey, who took command of NAVSEA in January 2024, formed a Commander\u2019s Action Group and a Force Improvement Office to have closer management of command priorities and enhance personnel skills and capabilities. The command also restructured its operational centers, according to the release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In another organizational move, the command \u201cdecoupled\u201d positions for its Supervisor of Shipbuilding, Conversion and Repair, or SUPSHIP, and its Industrial Operations, or SEA 04, according to the release. That allows the individual heads of the two areas for a more focused approach to their core duties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith more than 90 ships under contract, SUPSHIP has an expansive level of responsibility,\u201d said Downey. \u201cThis new realignment puts SUPSHIP in a better position to oversee and administer the Navy\u2019s new construction programs across the
