Officials want to fly these aircraft and weapons at a more regular cadence but the aircraft and ranges it relies on are in high-demand, limiting major programs to a few flights per year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2023\/06\/02\/defense-innovation-unit-eyes-first-flight-of-hypersonic-testbed\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"137\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/DT-063_AW-2023-01-16_render-1536x700.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Defense Innovation Unit eyes first flight of hypersonic testbed<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The agency awarded a contract through its Hypersonic and High-Cadence Airborne Testing Capabilities, or HyCAT, program in March.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In its proposed <a href=\"https:\/\/armedservices.house.gov\/sites\/republicans.armedservices.house.gov\/files\/FY24%20NDAA%20CHM%20Mark%20Package.pdf\" target=\"_blank\">fiscal 2024 defense policy bill<\/a>, released June 12, the House Armed Services Committee called for the department to study \u201cat least two additional corridors\u201d for long-distance hypersonic testing and initiate any environmental reviews that would be required for those tests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A separate provision would require the Secretary of Defense to brief the committee by early next year on its plan to \u201cmaximize\u201d the use of its West Coast flight ranges. That plan should include the cost and schedule for making improvements at those locations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe committee is aware of the need for expanded test ranges for hypersonic, autonomous systems and new aerospace developments that require access to restricted, air, land and sea space,\u201d the committee said. \u201cThe need to expand rages for seamless interoperability is paramount to address the complexity of weapon systems.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also notes that DoD is overdue in delivering a hypersonic testing strategy, which was required in the Fiscal 2023 National Defense Authorization Act. Lawmakers proposed blocking a portion of the travel budget for the Pentagon\u2019s undersecretary for policy until that plan is submitted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking June 14 at a Defense One Technology Summit, Air Force Research Laboratory Chief Technology Officer Timothy Bunning said his team is trying to do more of its testing in virtual and simulated environments, but that flight-test constraints are a major detriment to the service\u2019s hypersonic programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, he highlighted a recent review from the Air Force Scientific Advisory Board that identified test limitations as \u201cthe number one threat right now to the portfolio.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t have what we need to operate at the speed of relevance right now,\u201d Bunning said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a improve materials and production processes.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s Air-Launched Rapid Response Weapon <a href=\"https:\/\/www.defensenews.com\/air\/2023\/03\/28\/arrw-hypersonic-missile-test-failed-us-air-force-admits\/\" target=\"_blank\">had a notable test failure in late March<\/a>, and service acquisition chief Andrew Hunter has signaled it may not move forward with the program beyond the prototyping phase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Armed Services Committee\u2019s policy bill \u2014 which does not ultimately determine defense appropriation levels, but has influence on the process \u2014 <a href=\"https:\/\/www.defensenews.com\/air\/2023\/06\/13\/draft-house-bill-would-restore-funding-for-next-gen-fighter-engine\/\" target=\"_blank\">recommends cutting the $150 million in fiscal 2024 funding<\/a> that the service would need to finish ARRW\u2019s prototype phase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bunning said today that while failures aren\u2019t ideal, they\u2019re a biproduct of a rigorous test program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re really exercising muscles that we haven\u2019t exercised in a while,\u201d he said. \u201cThese are
