A handful of the warplanes break formation, ultimately bound for farther-flung targets, as volleys of neon green anti-aircraft fire erupt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite some dodging, the fire proves accurate, and one of the Pelicans is hit. It veers violently forward and smacks into another just in front. A cry for help is heard; then, an explosion. Heat management forces downtime between shots, a nod to the realities that often limit fire in real weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While such immensely powerful devices have long been a staple of computer games, movies and science-fiction novels, success in fielding practical weapons that can zap targets on <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2022\/02\/22\/hundreds-of-ai-projects-underway-as-defense-department-eyes-future-combat\/\" target=\"_blank\">real-world battlefields<\/a> has eluded governments, scientists and defense contractors for more than a half-century. At least until recently.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe hundreds of systems in the field? It\u2019s coming,\u201d Andy Lowery, the chief operating officer of defense company Epirus, a developer of directed-energy and counter-drone systems, said in an interview. \u201cYou\u2019ll see tens of billions of dollars, I think, being applied once we get into production, manufacturing and then operations and sustainment.\u201d<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">State of play<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Department of Defense is spending an average <a href=\"https:\/\/www.gao.gov\/products\/gao-23-106717\" target=\"_blank\">$1 billion a year<\/a> on developing directed-energy weapons with the goal of using them to defeat threats including drones and missiles. It requested at least $669 million in fiscal 2023 for unclassified research, testing and evaluation and another $345 million for unclassified procurement, the Congressional Research Service reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under Secretary of Defense for Research and Engineering Heidi Shyu included directed energy on a list of 14 critical and emerging defense technologies released in February 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Potential applications abound. High-energy lasers, HEL, and high-power microwave, HPM, systems can be used for <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/2023\/03\/28\/general-dynamics-unit-puts-short-range-air-defense-on-robotic-vehicle\/\" target=\"_blank\">short-range air defense<\/a>, SHORAD, and to counter unmanned aerial systems, C-UAS, as well as rockets, artillery and mortars, C-RAM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat does a laser do to impart damage on the set target, utilizing directed energy? It just basically heats up and melts, right? Just a ton of energy. There\u2019s no, really, wave interaction,\u201d Lowery said. \u201cWith HPM, you\u2019re actually trying to use the electro-magnetics in the air to cease the ability for anything that uses voltage and current to work, and you\u2019re trying to do that as efficiently as possible, because it\u2019s not easy.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2374\" height=\"1146\" src=\"\/wp-content\/uploads\/2026\/08\/Screen-Shot-2023-08-04-at-10.52.13-AM.png.png\" alt=\"A look at how directed-energy weapons could be used in the field. (Photo provided\/GAO)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The weapons now in development come mainly in two forms: high-energy lasers, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2022\/10\/07\/iron-beam-laser-system-could-deploy-in-2-years-israels-rafael-says\/\" target=\"_blank\">like Rafael\u2019s Iron Beam<\/a>, and Epirus\u2019 HPMs. The former focuses a beam or beams of energy to blind, cut or inflict heat damage on a target. The latter unleashes waves of energy that overwhelm or fry electronic components.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each has its respective strengths and weaknesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While HPMs can have a near-instant effect on electronic guts, its efficacy is stunted at greater ranges. And while high-energy lasers can punch holes through all sorts of material<b>, <\/b>certain atmospheric conditions including fog or wind can impede or distort the shot. Neither needs to be mechanically reloaded, like a rifle or tank, but they are <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/01\/24\/northrop-grumman-makes-play-to-add-power-space-on-ddgs-for-weapons\/\" target=\"_blank\">reliant on power production<\/a> and output, which can be disrupted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn very controlled conditions, they seem to perform as they should,\u201d Thomas Withington, an analyst and author specializing in electronic warfare and military communications, said in an interview. The issue, though, is \u201chow do you translate that to the front line in Ukraine?\u201d<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Testing, testing<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Army, Air Force, Navy and <a href=\"https:\/\/www.marinecorpstimes.com\/unmanned\/2023\/09\/07\/marine-corps-leader-eyes-drone-swarm-launched-from-above-beneath-waves\/\" target=\"_blank\">Marine Corps<\/a> are all, right now, attempting to fold directed-energy systems into offensive and defensive capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s Joint Counter-Small Unmanned Aircraft Systems Office and the Army\u2019s Rapid Capabilities and Critical Technologies Office in June tapped five companies to demonstrate weaponry capable of taking down one-way attack drones. The get-together at Yuma Proving Ground in Arizona featured a Lockheed Martin-made Mobile Radio Frequency-Integrated UAS Suppressor, or MORFIUS, a tube-launched, fixed-wing drone that flies at a target and lets loose a high-power microwave pulse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service months earlier awarded <a href=\"https:\/\/www.c4isrnet.com\/unmanned\/2023\/01\/23\/epirus-wins-66m-army-contract-for-drone-frying-leonidas-microwave-kit\/\" target=\"_blank\">a $66 million deal<\/a> to Epirus for prototypes of its drone-zapping Leonidas device. (Colin Demarest\/C4ISRNET)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, the Air Force in April tested its Tactical High-power Operational Responder, or THOR, at Kirtland Air Force Base\u2019s Chestnut Test Site in New Mexico. The system looks like a shipping container with a satellite dish welded to the top; its effects, however, are less innocuous.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adrian Lucero, a program manager at the <a href=\"https:\/\/www.c4isrnet.com\/unmanned\/uas\/2023\/09\/13\/message-received-air-force-crystal-clear-on-drone-wingmen-urgency\/\" target=\"_blank\">Air Force Research Laboratory\u2019s<\/a> directed energy directorate, in a statement at the time of testing said THOR \u201cwas exceptionally effective at disabling\u201d its targets. The lab employs approximately 11,500 military, civilian and contractor personnel, and manages a $7 billion portfolio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe THOR team flew numerous drones at the THOR system to simulate a real-world swarm attack,\u201d Lucero said. \u201cTHOR has never been tested against these types of drones before, but this did not stop the system from dropping the targets out of the sky with its non-kinetic, speed-of-light high-power microwave\u201d pulses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2021, the Navy announced the successful testing of a high-energy laser aboard the USS Portland while it sailed through <a href=\"https:\/\/www.navy.mil\/Press-Office\/News-Stories\/Article\/2873919\/uss-portland-tests-high-energy-laser-weapon-system-in-gulf-of-aden\/\" target=\"_blank\">the Gulf of Aden<\/a>. A previous test was done in May 2020, during which a small drone was disabled over the Pacific Ocean.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service has been at the forefront of trying to deploy practical directed-energy weapons. Both Lockheed\u2019s High Energy Laser with Integrated Optical-dazzler and Surveillance, or HELIOS, and the in-house Optical Dazzling Interdictor Navy, or ODIN, to tackle small boats and intelligence-gathering systems, have been installed aboard destroyers.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2023\/08\/11\/us-army-working-through-challenges-with-laser-weapons\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Stryker-MMHEL-comp-26.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Army working through challenges with laser weapons<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army is grappling with how to fight with laser weapons, as well as how to easily repair them in the field and affordably make the systems.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the technology moves forward, it will be a technology that is adopted for certain niches. Perhaps ship defense against anti-ship missiles, counter-drone, that kind of thing,\u201d Withington said. \u201cWill it become a replacement for the anti-ship missile? Would it be something that you can sling under <a href=\"https:\/\/www.defensenews.com\/air\/2023\/09\/14\/b-21-ground-tests-proceed-as-bombers-first-flight-deadline-approaches\/\" target=\"_blank\">the belly of a B-21<\/a> and vaporize an air ministry in downtown Damascus? I don\u2019t know. I\u2019m inclined to think in the short- to medium-term probably not.\u201d<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">A dazzling future<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">There is often a long lag between the development of technology and its implementation and procurement, a period of time known as the \u201cvalley of death\u201d among those in the defense community. Lately, military leaders are voicing a greater sense of urgency about the need to get these systems fully built and deployed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked about directed-energy weapons at <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/c2-comms\/2023\/08\/31\/why-jadc2-needs-yet-another-c-according-to-pentagon-officials\/\" target=\"_blank\">a National Defense Industrial Association conference<\/a> last month, Navy Adm. John Aquilino had two words for investors and builders: \u201cBring it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aquilino serves as the top man in the Indo-Pacific, a region the Biden administration considers vital to international security and financial well-being. His remit includes China and North Korea, as well as allies Australia, Japan and South Korea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m very encouraged by the high-energy laser capability that\u2019s being experimented with and utilized,\u201d <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/2023\/08\/28\/bring-it-adm-aquilino-open-to-greater-directed-energy-trials\/\" target=\"_blank\">Aquilino said at the time<\/a>. The key? Acceleration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf that capability exists, and we can deliver in 18 to 24 months, I\u2019m ready to plug it in,\u201d Aquilino said. \u201cI\u2019m ready to experiment with it tomorrow. I\u2019ve got the largest test range on the globe.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some big names are digging in: Booz Allen Hamilton last year announced the establishment of <a href=\"https:\/\/www.defensenews.com\/land\/2022\/10\/11\/booz-allen-creates-directed-energy-focused-business-unit\/\" target=\"_blank\">a high-energy laser division<\/a> dubbed HELworks. Donald Holbert\/U.S. Marine Corps via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBetween one and five years, you\u2019re going to see an exiting of the AoA, of the analysis of alternatives, and then entering into programs of record,\u201d Lowery said. \u201cAnd that is going to mark a much bigger spend.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">International markets are also heating up. The <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2023\/09\/14\/general-dynamics-pitches-updated-foxhound-for-british-army-needs\/\" target=\"_blank\">U.K. and France<\/a> are particularly interested in directed energy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raytheon UK, a division of RTX, plans to integrate a high-energy laser onto a Wolfhound armored vehicle. During four days of testing in the U.S., the laser system \u201csuccessfully acquired, tracked, targeted and destroyed dozens of\u201d drones, according to the company, which is opening an advanced laser integration center in Scotland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while militaries may be many years away from fielding anything like <a href=\"https:\/\/www.halopedia.org\/M6_Spartan_Laser\" target=\"_blank\">the fictional, shoulder-mounted Spartan Laser<\/a>, the technology now being developed is proving itself too important to ignore, according to experts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEverybody thinks it\u2019s laser guns and death rays,\u201d Withington said. \u201cI would say there won\u2019t be a
