{"id":34403,"date":"2023-09-06T18:38:26","date_gmt":"2023-09-06T18:38:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2023\/09\/06\/pentagons-strategic-capital-office-finalizing-investment-framework\/"},"modified":"2026-08-08T18:42:26","modified_gmt":"2026-08-08T18:42:26","slug":"pentagons-strategic-capital-office-finalizing-investment-framework","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2023\/09\/06\/pentagons-strategic-capital-office-finalizing-investment-framework\/","title":{"rendered":"Pentagon\u2019s strategic capital office finalizing investment framework"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ARLINGTON, Va. \u2014 As it prepares to deliver its first investment strategy in the coming months, the Pentagon\u2019s strategic capital office is conducting an in-depth review of the Defense Department\u2019s key technology areas and how it can target early investments within those priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2022\/12\/01\/pentagons-strategic-capital-office-to-spur-investment-in-defense-tech\/\" target=\"_blank\">The Office of Strategic Capital was established last December<\/a> to help steer private sector funding toward the technologies and supply chains that are important to DoD. Jason Rathje, director of the fledgling office, said Sept. 6 that one of OSC\u2019s first tasks from Defense Secretary Lloyd Austin was to develop a plan for investing in the 14 technology areas the Pentagon has deemed most critical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat has really been the focus of our office since we were established back last December,\u201d Rathje said during the Defense News Conference in Arlington, Va. \u201cThe key is to build a framework that is repeatable and can be analyzed and refreshed every year as the world changes and we learn more about the technology and the capital.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2022\/02\/02\/new-strategy-will-harness-emerging-tech-to-beat-adversaries\/\" target=\"_blank\">The Pentagon\u2019s critical technologies<\/a> include commercially available capabilities like artificial intelligence, space and integrated networks as well as deeper tech areas like quantum science, biotechnology and advanced materials \u2014 and OSC is interested in all of them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The office\u2019s approach to driving investment in those technologies is \u201cleverage,\u201d Rathje said. That means offering government-backed loan guarantees to capital providers \u2014 a practice that other federal agencies like the Department of Energy have used for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is so much capital available in the ecosystem, there\u2019s a really efficient way to increase investment in these deep technology areas,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2023\/02\/01\/defense-innovation-board-launches-survey-to-boost-private-partnerships\/\" target=\"_blank\">As it crafts its framework<\/a>, OSC is prioritizing areas where it thinks these loans could have the most impact. At this point, Rathje said, those are primarily commercial technologies like semiconductors where DoD is just one of many users in a supply chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once completed, OSC\u2019s Strategic Advisory Council will review its investment plan. The panel \u2014 which is co-chaired by the undersecretaries of research and engineering and acquisition and sustainment \u2014 will evaluate the plan and consider how those priority technologies are being integrated into other DoD planning processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we learn more about what these technology areas can actually provide, even though they are commercially enabling technologies, those capabilities need to be included in requirements, planning decisions and programming decisions because we\u2019ll learn more about what is available in the commercial market,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The advisory council will meet for the first time later this month. The focus of that meeting, Rathje said, will be on OSC\u2019s early progress, its efforts to develop partnerships with other government agencies and ensuring it has the right governance and oversight
