John Hyten, the commander of U.S. Strategic Command, details changes in acquisition that he&#8217;d like to see, at the 2017 Reagan National Defense Forum.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The 2017 National Defense Authorization Act <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/08\/02\/this-is-the-pentagons-new-acquisition-structure\/\" title=\"\" data-original-title=\"\">required the Pentagon<\/a> to split AT&amp;L into two organizations come Feb 1. The undersecretary of research and engineering will focus on developing future technologies; former NASA administrator Michael Griffin, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/10\/28\/trump-announces-top-asia-technology-nominees\/\" title=\"\" class=\"\" data-original-title=\"\">currently nominated<\/a> to be the deputy undersecretary for AT&amp;L, is expected to take over that job. The second, which Lord will become, is the undersecretary for acquisition and sustainment (A&amp;S), will have a day-to-day focus on existing systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lord said the final road map for the split will be done by Feb. 1, as required. But by opting to roll the changes in over a two-year period, Lord hopes to smooth a transition which will feature <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2017\/10\/11\/pentagon-to-shift-bulk-of-major-defense-programs-to-services-and-people-may-go-too\/\" title=\"\">the movement and cuts of personnel<\/a> from all over the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, we are going to announce what we\u2019re doing, we will put leaders in place, but it will take a while to fill the positions and reorganize and get everything operating under the new construct,\u201d she added. \u201cSo it\u2019s not a Big Bang theory, it\u2019s an evolution to get where we have a full transition.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The R&amp;E spot has received much of the focus in the split, as it will become home to attention-getting groups like DARPA while developing new capabilities. But Lord argued that the split will also benefit the DoD\u2019s bottom line, saying the unified AT&amp;L often ignored sustainment in favor of technology development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to focus more on sustainment, because frankly about 70 cents of every dollar in the program goes towards sustainment,\u201d Lord said. \u201cWe haven\u2019t always spent as much time on sustainment at the front end of the program and we\u2019ve paid for that towards the back end of the
