{"id":34948,"date":"2018-04-25T18:30:21","date_gmt":"2018-04-25T18:30:21","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/04\/25\/hasc-members-set-up-hurdles-for-jstars-recap-cancelation\/"},"modified":"2026-08-08T00:11:29","modified_gmt":"2026-08-08T00:11:29","slug":"hasc-members-set-up-hurdles-for-jstars-recap-cancelation","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/intel-geoint\/2018\/04\/25\/hasc-members-set-up-hurdles-for-jstars-recap-cancelation\/","title":{"rendered":"House lawmakers move to stop Air Force from canceling JSTARS recap"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Members of the House Armed Services Committee have taken the first step to <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/06\/lawmakers-to-balance-jstars-recap-and-something-new-turner\/\" title=\"\" class=\"selected-link\" target=\"_blank\">prohibit the U.S. Air Force<\/a> from <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/02\/10\/air-force-to-kill-jstars-recap-program-for-new-battlefield-management-plane\/\" title=\"\" class=\"\" target=\"_blank\">killing the JSTARS recap program<\/a> and starting afresh with a family-of-systems approach called the <a href=\"https:\/\/www.defensenews.com\/air\/2018\/02\/22\/heres-what-we-know-about-the-air-forces-alternative-to-the-jstars-recap\/\" title=\"\" class=\"\" target=\"_blank\">Advanced Battle Management System<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The HASC\u2019s Tactical Air and Land Forces Subcommittee on Wednesday put forward its portion of the fiscal 2019 defense authorization bill. Included in it is a provision that would cap funding for the Advanced Battle Management System at 50 percent until the Air Force puts JSTARS recap on contract. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe restriction would remain in effect until the Secretary of the Air Force certifies to the congressional defense committees that the Joint Surveillance Target Attack Radar System Recapitalization program, as submitted and described in the fiscal year 2018 budget request, is proceeding unhindered with originally planned activities associated with engineering, manufacturing, and development; low-rate initial production; production; and initial contractor support,\u201d the text of the subcommittee\u2019s part of the bill stated. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or in short: Proceed with the original JSTARS recap plan, or move forward with serious financial constraints on its alternative approach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force <a href=\"https:\/\/www.defensenews.com\/air\/2017\/10\/05\/air-force-secretary-jstars-recap-decision-coming-this-month\/\" title=\"\" class=\"\" target=\"_blank\">had initially planned<\/a> to purchase 17 aircraft to replace its E-8C Joint Surveillance Target Attack Radar System battlefield management and control aircraft, with a $6.9 billion contract originally slated to be decided this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All competitors \u2014 Boeing, <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/singapore-airshow\/2018\/02\/08\/fate-of-jstars-recap-program-not-a-make-or-break-moment-for-lockheed\/\" title=\"\" class=\"\" target=\"_blank\">Lockheed Martin<\/a> and <a href=\"https:\/\/www.defensenews.com\/air\/2018\/01\/09\/gao-dismisses-raytheons-jstars-recap-protest-cementing-northrop-as-radar-provider\/\" title=\"\" class=\"\" target=\"_blank\">Northrop Grumman<\/a> \u2014 remain in source selection, even as the service announced its intention to cancel the program during a February rollout of the FY19 budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force wants to proceed with a concept it\u2019s calling the Advanced Battle Management System, or ABMS, which calls for upgrading existing platforms and improving how they are networked together. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, the service intends to put a miniaturized ground moving target indicator radar on the MQ-9 Reaper drone, which would allow it to detect, find and shoot down adversaries without help from another platform. It also would revitalize seven E-3 Airborne Warning and Control System planes with new communications gear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But HASC members <a href=\"https:\/\/www.c4isrnet.com\/intel-geoint\/isr\/2018\/03\/16\/air-force-isr-leaders-underestimated-the-pace-of-change-and-the-threats\/\" title=\"\" class=\"selected-link\" target=\"_blank\" data-original-title=\"\" style=\"\">questioned the maturity of the Air Force\u2019s plan<\/a> during a March hearing, raising concerns that if the service backed out of JSTARS recap now, it could find itself without a key command-and-control capability if ABMS doesn\u2019t pan out. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its markup, subcommittee members also pushed up against the Air Force\u2019s intention to retire three JSTARS aircraft in FY19. Instead, it would only allow the service to divest one of its 16 JSTARS planes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The subcommittee also included provisions calling for a number of reports on the program, including an assessment of the ABMS acquisition strategy by the comptroller general and an Air Force report on whether it could accelerate JSTARS recap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What the language doesn\u2019t do, HASC staffers told reporters, is require the Air Force to purchase all 17 JSTARS aircraft originally included in the program of record. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That could lead the way to <a href=\"https:\/\/www.defensenews.com\/air\/2018\/03\/09\/air-force-chief-open-to-input-from-congress-on-way-forward-after-jstars-recap-cancellation\/\" title=\"\" class=\"\" target=\"_blank\">a potential compromise<\/a> that would see the service procure some of the JSTARS recap aircraft as a stopgap before ABMS comes online.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The JSTARS provisions still have a long way to go before becoming law, including HASC subcommittee and full committee markups where members have a chance to amend the bill. From there, it moves onto debate by the House, and afterward will enter into \u201cconference,\u201d in which both chambers of Congress settle on one version of the defense bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the decision to fund or defund a program ultimately rests with the Appropriations committees \u2014 meaning that even if the House and Senate Armed Services committees agree to force the Air Force to continue JSTARS recap, appropriations will still need to sign onto continued funding for the program. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the upper chamber, Senate Armed Services Committee member David Perdue, R-Ga., has raised concerns about a capability gap should the Air Force mothball its fleet. He is pushing for his own interim solution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perdue had been working to defend the surveillance aircraft, whose mission is carried out at Robins Air Force Base in his home state. On Wednesday, he declined to say how he would attempt to address the issue in the SASC\u2019s version of the NDAA, only that \u201cwe\u2019re talking about it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe current fleet is aging out, and before the new fleet comes on, there\u2019s a four- to eight-year gap,\u201d Perdue said. \u201cWe are asking questions, expressing concerns. The Air Force is developing a new capability \u2015 it\u2019s space-based and land-based. I get that, but I\u2019m concerned about the mid 2020s.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of extending the life of the JSTARS fleet, Perdue argues the Air Force could build a new low-cost fleet for the interim. It\u2019s in keeping with the spirit of the program, as JSTARS originated with used Boeing 707s as a cheap way to surveil over the horizon in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGo to Arizona and buy a platform that\u2019s sitting there for nothing, put the capability on there, and keep flying it,\u201d Perdue said. \u201cThe current cost to
