{"id":35002,"date":"2018-04-18T22:28:38","date_gmt":"2018-04-18T22:28:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/04\/18\/is-incumbent-lockheed-martin-the-only-player-in-the-gps-iii-follow-on-competition\/"},"modified":"2026-08-08T00:13:08","modified_gmt":"2026-08-08T00:13:08","slug":"is-incumbent-lockheed-martin-the-only-player-in-the-gps-iii-follow-on-competition","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/c2-comms\/satellites\/2018\/04\/18\/is-incumbent-lockheed-martin-the-only-player-in-the-gps-iii-follow-on-competition\/","title":{"rendered":"Is incumbent Lockheed Martin the only player in the GPS III follow-on competition?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">COLORADO SPRINGS, Colo. \u2014 Of the three companies interested in producing <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/2018\/04\/16\/ocx-at-an-inflection-point-says-pentagons-top-weapons-buyer\/\" title=\"\" class=\"\" target=\"_blank\">GPS III follow-on satellites<\/a>, at least one of them \u2014 in this case, Boeing \u2014 will not be competing for the opportunity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed Martin, Northrop Grumman and Boeing had all been awarded phase 1 contracts in 2016 to perform readiness feasibility studies for follow-on <a href=\"https:\/\/www.defensenews.com\/c2-comms\/2018\/04\/04\/the-cost-of-new-gps-programs-jumped-930-million-last-year\/\" title=\"\" class=\"\" target=\"_blank\">next-generation GPS III satellites<\/a> from the 11th satellite onward. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this point, however, it is unclear whether incumbent Lockheed Martin \u2014 the only competitor that has confirmed it has put forward a proposal \u2014 is a shoo-in for the contract by default.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/\" title=\"\" class=\"\" target=\"_blank\">Click here for more from Space Symposium 2018!<\/a><\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoeing did not submit a proposal in response to the RFP [request for proposals] as the RFP emphasized mature production to current GPS requirements and did not value lower cost, payload performance or flexibility,\u201d a Boeing spokesperson told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Northrop Grumman declined to comment on whether it had submitted a bid on the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force declined to comment on how many bids it had received on April 16, the final day for companies to submit proposals. The service intends to procure up to 22 new satellites during the second phase of GPS III follow-on, with the first vehicle planned for a 2026 delivery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed is under contract for the first 10 GPS III satellites, and already has six satellites in some state in production with one of those ready for an expected launch this year. If the Air Force is prioritizing speedy production, as Boeing asserts, it\u2019s possible that the competitors declined to bid, thinking Lockheed\u2019s win was a sure outcome. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a news release confirming its proposal submission, Lockheed positioned itself as the experienced, low-risk option. It also hyped its manufacturing agility, saying that the company had already received more than 90 percent of the parts needed to build all 10 initial satellites. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen we developed our design for the first 10 GPS III, we used a flexible, modular architecture that would allow for the insertion of modern technologies and new Air Force requirements in a low-risk manner,\u201d stated Johnathon Caldwell, Lockheed\u2019s program manager.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn addition, our GPS IIIF solution is based off a design already proven compatible with both the Air Force\u2019s next generation Operational Control System (OCX) and the existing GPS
