{"id":35061,"date":"2019-05-22T18:04:41","date_gmt":"2019-05-22T18:04:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2019\/05\/22\/under-skyborg-program-f-35-and-f-15ex-jets-could-control-drone-sidekicks\/"},"modified":"2026-08-08T00:15:47","modified_gmt":"2026-08-08T00:15:47","slug":"under-skyborg-program-f-35-and-f-15ex-jets-could-control-drone-sidekicks","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/05\/22\/under-skyborg-program-f-35-and-f-15ex-jets-could-control-drone-sidekicks\/","title":{"rendered":"Under Skyborg program, F-35 and F-15EX jets could control drone sidekicks"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The F-35 and F-15EX fighter jets could get drone wingmen in the coming years, <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/2018\/07\/17\/air-force-looks-to-accelerate-artificial-intelligence-contracts\/\" target=_blank>the U.S. Air Force\u2019s top acquisition official<\/a> revealed to Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service is exploring ways to team Lockheed Martin\u2019s F-35 and Boeing\u2019s new F-15EX with the <a href=\"https:\/\/www.defensenews.com\/video\/2019\/03\/07\/valkyrie-completes-test-flight-defense-news-minute-march-7-2019\/\" target=_blank>XQ-58 Valkyrie drone<\/a> \u2014 a low-cost attritable fighter made by<a href=\"https:\/\/www.defensenews.com\/air\/2018\/05\/01\/kratos-gets-green-light-to-market-potentially-armed-mako-loyal-wingman-drone-to-allies\/\" target=_blank> Kratos Defense<\/a> \u2014 or similar unmanned platforms. Attritable means that an asset is reusable, but inexpensive enough that the service can afford to lose it in battle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force is in discussions with Boeing and Lockheed on the prospect, and the Air Force Research Laboratory is working on the technology, Will Roper said May 21 in an exclusive interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m very passionate about doing it, and the F-35 has a wonderful opportunity to do this as part of Block 4,\u201d Roper said, referring to the F-35\u2019s upcoming upgrade program. \u201cWe might also have an opportunity to do this as part of F-15EX.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/03\/14\/introducing-skyborg-your-new-ai-wingman\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"162\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Capture.JPG_4ed037.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Introducing Skyborg, your new AI wingman<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Future Air Force pilots might be getting their own R2-D2-like companion.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Roper told lawmakers this month that Valkyrie would transition to a prototype program known as Skyborg, where the drone will be outfitted with new sensors and payloads and will be networked to manned fighter jets. In March, he characterized Skyborg as an artificial intelligence wingman that <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/03\/30\/chinas-ai-ambitions-are-driving-us-innovation-so-whats-americas-hold-up\/\" target=\"_blank\">would train and learn alongside pilots<\/a>, or possibly be incorporated into a manned fighter cockpit to act as an assistant to the pilot like R2-D2 in the \u201cStar Wars\u201d films.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But until now, the Air Force had not identified the platforms are under consideration to be equipped with Skyborg or teamed with the <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2019\/03\/08\/air-force-offers-glimpse-of-new-stealthy-combat-drone-during-first-flight\/\" target=\"_blank\">XQ-58 Valkyrie<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Valkyrie, which flew its first test flight at Yuma Proving Ground, Arizona, on March 5, was designed to perform and maneuver like a fighter jet. It can fly at high subsonic speeds, takeoff without a runway, and, according to Kratos, meet or exceed the Air Force\u2019s requirement for a 1,500-nautical-mile range with a 500-pound payload.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When produced in volume, Roper predicted that they will cost \u201ca couple million bucks\u201d each \u2014 not cheap, but inexpensive compared to the F-35A and F-15EX, which are expected to cost about $80 million per jet over the same time frame.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force is also assessing whether other unmanned aerial systems would complement the Skyborg program. A March request for information describes \u201ca modular, fighter-like aircraft\u201d that is autonomous and attritable, with open systems that allow it to be updated with new AI software or new hardware. Desired characteristics include the ability to detect and avoid obstacles and bad weather, and to takeoff and land autonomously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the solicitation, an \u201cautonomous airborne system experimental campaign\u201d could occur in fiscal years 2019 and 2020, with the hope of having an aircraft ready by 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roper said teaming fighters with drones could \u201copen up the door for an entirely different way to do aerial combat.\u201d For example, take a typical four-aircraft formation and replace it with an F-15EX and three Valkyries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can take risk with some systems to keep others safer,\u201d Roper said. \u201cWe can separate the sensor and the shooter. Right now they\u2019re collocated on a single platform with a person in it. In the future, we can separate them out, put sensors ahead of shooters, put our manned systems behind the unmanned. Mat Winter told reporters this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Lockheed spokesman Mike Friedman said the F-35 is &#8220;ideally suited&#8221; for manned-unmanned teaming applications like Skyborg.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnlike 4th generation aircraft, the F-35 is a force multiplier able to share its operational picture with ground, sea and air assets in the battlespace,\u201d Friedman said. \u201cLockheed Martin has extensive experience in manned\/unmanned teaming and are working closely with our customers to develop and field this critical capability. Any timing for integration would be determined by our customers through the Continuous Capability, Development and Delivery (C2D2) framework for Follow on Modernization (FOM).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Congress must first decide <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/04\/04\/usaf-defends-f-15x-buy-to-skeptical-inhofe-reed\/\" target=_blank>whether to fund the F-15EX program<\/a> \u2014 a likely prospect considering the draft House appropriations bill includes $986 million for eight jets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boeing appears receptive to the potential upgrade. In an emailed statement, Prat Kumar, the company\u2019s vice president for the F-15 program, acknowledged the company is in talks with the Air Force about a pathway to incorporate the F-15EX into Skyborg.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are initiating early discussions with the U.S. Air Force customer on how to insert contemporary technology such as this,\u201d he said. \u201cThe F-15EX is a uniquely suited platform for such tech insertions as it has available computing capacity and space to continue offering new capabilities to the warfighter.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/industry\/techwatch\/2019\/04\/17\/these-are-the-five-areas-where-the-air-force-wants-to-see-an-explosion-of-technology\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AF3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">These are the five areas where the Air Force wants to see an explosion of technology<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Air Force released its new science and technology strategy on April 17.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The biggest challenges, Roper said, may be technological and cultural \u2014 not financial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t think there\u2019s a barrier in terms of funding,\u201d he said. \u201cThis is just different. There are going to be human factors, so how do you get a simulator to get you to do this? How do you get the AI in the attritable system? What do you do? What do you not allow it to do?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When Roper recently visited the Massachusetts Institute of Technology, the scientists he spoke to acknowledged that their AI research is driven by near-term commercial applications, like extending internet connectivity into everyday electronics. A future generation of AI, like self-driving cars, will have to grapple with questions of trust and audibility, Roper added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the AI the Pentagon wants would have to be more advanced from the get-go if the U.S. military is to protect itself from adversaries seeking to exploit system capabilities \u2014 such as pattern recognition, feature recognition and data extraction \u2014 by feeding it false information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe current generation of AI does not deal with a world that understands how AI works and intentionally trying to throw a wrench in its machine. We will deal with that,\u201d Roper explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to understand when the machine will be at its best and when the human will at its best. \u2026 We will need to get the person trained to have an instinct for AI just like they have an instinct for stealth,\u201d he said. \u201cWhen is their AI giving them an advantage, and when is it
