This comes <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/09\/to-stay-ahead-of-chinese-ai-senators-want-new-commission\/\" target=_blank>even as China and Russia move rapidly ahead without consideration for such things<\/a>, leaders from the Pentagon, industry and Congress said here at the Reagan National Defense Forum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChina is gathering a lot more data, [and therefore] able to do more correlation,&#8221; said Palmer Luckey, founder of Anduril Industries, during a panel on how the Pentagon can engage better with Silicon Valley. \u201cThat will help them, not just in [the] military but in [the] private sector, which in China is exactly the same. They don\u2019t have privacy concerns. We are at a disadvantage because of the freedoms we enjoy.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2018\/03\/15\/how-is-china-developing-ai-technology-so-much-faster-than-the-us\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"218\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635968213338509009-chinese-us-flagjpg.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How is China developing AI technology so much faster than the US?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">China&#039;s centralized, authoritarian government helps it streamline innovation without concern for civil liberties like privacy. So what does the U.S. need to do to compete?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That challenge has become more pronounced with a strategy in China for \u201ccivil-military fusion,&#8221; an effort to expand collaboration between civilian and military research and development, as part of a broader effort to wean the country off foreign dependency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt sounds basic and obvious, but for the Chinese, it\u2019s a departure given past reliance on state-owned enterprises, which are pretty clunky,\u201d said Rep. Mike Gallagher, R-Wis., during an earlier panel focusing on U.S. competition with China in technology. That intermingling of military capabilities and commercial technology investment also complicates U.S. efforts to balance cooperation with China, through trade and nuclear deterrence efforts for example, with competition in its technology capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the wisdom in the current moment lies in recognizing this is not a country we share long term interests with,\u201d Gallagher added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participants in both panels emphasized the need for the country to establish standards in technology development that can extend beyond the United States to allies, creating power en masse to both compete against China and also protect the nation\u2019s own systems against tactics that perhaps blur the lines of what U.S. military leaders deem appropriate behavior.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of cybersecurity, \u201cwe have never been clear in our requirements. We say cyber, we have high-level standards, but we haven\u2019t disaggregated them where we measure against them clearly,\u201d said Ellen Lord, the Pentagon\u2019s under secretary of defense for acquisition and sustainment. \u201cAnd we just have to. It comes down to design requirements, performance requirements, and being clear from the onset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can\u2019t continue to be defensive. We have to go on the offensive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon also needs to work fast, to maintain technological superiority and to attract talent from the technology community, which is accustomed to moving quickly and accepting a degree of risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to think a lot smarter if we\u2019re going to beat&#8221; China and Russia, Luckey said. \u201cWe\u2019re good at building iterative improvements of things we already understand. But when it comes to these new technologies, we\u2019re slower moving. But we have to move ahead full steam. Otherwise, Russia and China will write the norms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The U.S. did a good job in leading in nuclear arms, only because we had a critical seat at the table \u2014 arguably the biggest. If we can\u2019t get to that place [in AI and other advanced technologies], we\u2019ll be in a spooky place.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the same token, the Pentagon is struggling with an image problem of its own, as pockets of the Silicon Valley community object to tech development that can or will support military operations. That sentiment was on display at Google this summer, when thousands of employees signed a petition asking the company to <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/07\/27\/targeting-the-future-of-the-dods-controversial-project-maven-initiative\/\" target=\"_blank\">cancel its contract for the Project Maven program focused on AI. <\/a>The company opted not to renew the deal after the backlash received national attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve been clear [to employees]. We\u2019re going to provide the U.S. military with access to the best technology we create, full stop,\u201d said Brad Smith, president and chief legal officer at Microsoft. \u201cBut we also said we\u2019d engage with the ethical issues new technology is creating. When people have questions about what it means to have robots that can kill people with or without human intervention, it\u2019s important to show that the country is thinking about these things.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objections are generally from a small faction of the Silicon Valley community, added Luckey, pointing to the importance of understanding the benefits advanced technologies can offer the military without crossing ethical boundaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou don\u2019t become a totalitarian regime by having
