{"id":35229,"date":"2018-07-25T19:15:23","date_gmt":"2018-07-25T19:15:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2018\/07\/25\/the-fate-of-disa-and-other-org-chart-changes-in-the-new-defense-policy-bill\/"},"modified":"2026-08-08T00:24:32","modified_gmt":"2026-08-08T00:24:32","slug":"the-fate-of-disa-and-other-org-chart-changes-in-the-new-defense-policy-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/disa\/2018\/07\/25\/the-fate-of-disa-and-other-org-chart-changes-in-the-new-defense-policy-bill\/","title":{"rendered":"The fate of DISA, and other org chart changes in the new defense policy bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Defense Information Systems Agency and other so-called <a href=\"https:\/\/www.defensenews.com\/disa\/2018\/05\/10\/house-panel-preserves-plan-to-slash-pentagon-agencies-mostly\/\" target=_blank>fourth estate<\/a> agencies were spared the ax, but a potpourri of Pentagon organizational changes have made it into this year\u2019s massive, must-pass defense authorization bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate and House came together Monday on a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/07\/23\/hardware-end-strength-russia-and-china-sanctions-heres-the-deal-lawmakers-reached-on-the-huge-defense-policy-bill\/\" target=_blank>$716 billion bill<\/a> that softened House-passed language to eliminate DISA and other agencies in the name of efficiency. But what survived could drive future efforts to slash Pentagon bureaucracy: a series of high-stakes reviews by the Department of Defense\u2019s chief management officer aimed at cutting costs DoD-wide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report for the sweeping 2019 National Defense Authorization Act is expected to come to a vote in the House this week and the Senate next week. The annual must-pass bill covers military hardware, personnel and a wide swath of hot-button national security issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier drafts of the bill, spearheaded by House Armed Services Committee Chairman Mac Thornberry, <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/17\/major-bill-aims-to-slash-pentagon-bureaucracy\" target=_blank>targeted DISA and six other offices<\/a> by name. But the conference report eliminates the direct mention of the agency \u2014 which oversees a huge swath of DoD networks and information technology, has a total budget of nearly $10 billion, and employs more than 12,000 people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill does mandate the CMO submit plans to cut 25 percent from the budget of certain enterprisewide activities, including logistics, human resources, services contracting and real property management. The reviews would have to take place at least every four years, with the first due Jan. 1, 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More broadly, the CMO would conduct a sweeping search of all defense agencies and field activities for duplication or ineffectiveness. For those that miss the mark, the CMO would have to develop plans for a fix, including consolidating agencies. The reviews would have to take place at least every four years, with the first due Jan. 1, 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/interviews\/2018\/05\/22\/how-the-dods-first-ever-chief-management-officer-plans-to-turn-cash-into-military-capabilities\/\" target=_blank>John Gibson<\/a>, a former U.S. Air Force finance official with a long defense industry resume, is the first-ever CMO. The job was established last year in the largest <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/02\/01\/the-pentagons-acquisition-office-is-gone-heres-what-the-next-120-days-bring\/\" target=_blank>reorganization<\/a> of the DoD since the Goldwater-Nichols Act of 1986.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"\/wp-content\/uploads\/2026\/08\/1000w_q95.jpg_9608cf.jpg\" alt=\"\" class=\"wp-image-73128\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1000w_q95.jpg_9608cf.jpg 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1000w_q95.jpg_9608cf.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1000w_q95.jpg_9608cf.jpg?resize=768,512 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Under Secretary of Defense for Policy John C. (DoD photo by EJ Hersom)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Undersecretary of defense for policy.<\/b> The USD-P \u2014 today, former Lockheed Martin executive John Rood \u2014 would become a pivotal figure within the DoD, per language driven by Senate Armed Services Committee senior staff. The proposed changes here have been <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/25\/senate-wants-to-empower-pentagons-policy-chief-as-enforcer\/\" target=_blank>billed<\/a> as a rebalance of power and responsibilities from the Joint Staff to civilian leadership, and a means to better focus the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The USD-P would be empowered to develop strategy and then translate that into detailed policy guidance for force development, operational planning, defense posture, a joint force assessment and readiness. With the Joint Chiefs, the USD-P would develop planning scenarios to, in part, identify capability gaps for future investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A related Senate provision would have expanded the duties of an existing position to create an assistant secretary of defense for strategy, plans, assessments, readiness and capabilities. ASD-SPARC did not survive conference negotiations, despite the SASC\u2019s aim of strengthening civilian leadership\u2019s hand on defense strategy and the catchy title.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Roles and missions. <\/b>Driving future changes, the bill calls on the Pentagon to provide Congress with a far-reaching \u201cre-evaluation\u201d of the department\u2019s highest priority missions and the roles of the armed forces in performing them \u2014 in light of the new <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" target=\"_blank\">National Defense Strategy<\/a>. It looks like the <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/25\/house-committee-explores-ending-strategic-capabilities-office\/\" target=\"_blank\">Strategic Capabilities Office<\/a>, an Obama-era rapid acquisitions entity, is in Congress\u2019 crosshairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In line with a House proposal, the defense secretary must submit a plan by March 1, 2019, to either retain SCO, shutter it or transfer its functions to another organization \u201cfor the purposes of institutionalizing the innovation, lessons learned, and best practices,\u201d according to a congressional document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This echoes an argument from Deputy Secretary of Defense Patrick Shanahan and others that the culture and lessons learned from the SCO need to seep into the overall acquisition system. More broadly, Thornberry has repeatedly argued that various ad hoc workarounds for the DoD\u2019s cumbersome acquisitions system ought to actually become the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this vein, the undersecretary of defense for research and engineering \u2014 former NASA administrator Michael Griffin \u2014 would owe Congress a report on how to integrate the Sillicon Valley-facing <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/07\/06\/the-pentagons-external-technology-office-looks-inward\/\" target=_blank>Defense Innovation Unit Experimental<\/a>, or DIUx, into the department\u2019s broader research and engineering community. The report is due May 1, 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Looking further, the NDAA would also order a new science and technology strategy from the defense secretary to guide the Pentagon\u2019s efforts on research and engineering, personnel, test infrastructure, relationships with academia, and acquisition priorities. The first strategy would be due Feb. 4, 2019, and then annually through 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House had objected to a Senate provision that would have given the USD-R&amp;E directive authority over the service secretaries \u2014 limited to the tech priorities of directed energy, hypersonics, artificial intelligence and future space satellite architectures. The legislative language did not survive conference negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Electronic warfare.<\/b> As part of a broader push to catch up with Russia and China on electronic warfare efforts, the bill calls for the DoD to dedicate a cross-functional team and a senior official to assess Russia and China\u2019s EW capabilities and the vulnerabilities of U.S. electronic systems. The DoD\u2019s Electronic Warfare Executive Committee would be empowered to propose governance, management, organizational and operational reforms to the defense secretary.<\/p>\n\n\n\n<p
