Paul Nakasone, commander of U.S. Cyber Command. But they also acknowledged the challenge that comes with the lack of international doctrine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have international norms in the maritime; we don\u2019t have those in cyber,\u201d said CNO Adm. Michael Gilday, <a href=\"https:\/\/www.fifthdomain.com\/dod\/2019\/07\/11\/navy-nominee-brings-cyber-experience-to-top-echelons-of-pentagon-leadership\/\" target=_blank>who led the Navy\u2019s component to U.S. Cyber Command<\/a>, 10th Fleet\/Fleet Cyber Command, from July 2016 to June 2018. \u201cIt makes it difficult to enforce standard that don\u2019t exist, and to therefore hold nations accountable for nefarious behavior. It\u2019s a challenge.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThose types of agreements take time,\u201d he added. &#8220;Unfortunately, they sometimes follow a catastrophic event.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.fifthdomain.com\/home\/2017\/06\/01\/nato-might-trigger-article-5-for-certain-cyberattacks-cycon-tallinn\/\" target=_blank>NATO confirmed in 2017 that it could invoke Article 5 <\/a>of its charter should one or more member nations find themselves under a serious cyberattack that threatens critical military and civilian infrastructure. But while that decision did help inspire the alliance to develop rules of engagement should such an event occur, it did not establish global standards for behavior in cyberspace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nonetheless, progress is being made, said Gen. David Berger, commandant of the U.S. Marine Corps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know it\u2019s a collective issue. Documents are one things, but discussions are happening that didn\u2019t happen years ago, and that\u2019s healthy,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To enhance cybersecurity within the Department of Defense, Gen. David Goldfein, chief of the U.S. Air Force, advocated for greater authority to be given to the head of U.S. Cyber Command for enforcing cyber standards across the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the things we\u2019ve got to [provide] Nakasone is increased decision authority,&#8221; Goldfein said. &#8220;How do you operate at the speed of relevance if
