{"id":35368,"date":"2020-04-08T09:00:34","date_gmt":"2020-04-08T09:00:34","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2020\/04\/08\/the-pentagons-supply-chain-faces-an-economy-under-siege\/"},"modified":"2026-08-08T00:28:36","modified_gmt":"2026-08-08T00:28:36","slug":"the-pentagons-supply-chain-faces-an-economy-under-siege","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/industry\/2020\/04\/08\/the-pentagons-supply-chain-faces-an-economy-under-siege\/","title":{"rendered":"The Pentagon\u2019s supply chain faces an economy under siege"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 On the morning of April 2, companies up and down the Pentagon\u2019s supply chain got an email from Eaton Aerospace, a mid-tier supplier that provides parts such as fuel pumps and hydraulics to defense primes for aircraft like <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2020\/04\/02\/done-deal-boeing-will-have-to-rip-and-replace-kc-46-sensor-and-camera-systems-on-its-own-dime\/\" target=\"_blank\">the KC-46 tanker<\/a> and F-35 Joint Strike Fighter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/03\/20\/pentagon-declares-defense-contractors-critical-infrastructure-must-continue-work\/\" target=_blank>truly unprecedented situation<\/a> with [the coronavirus] COVID-19 is jointly affecting our business, families and communities we live in,\u201d said one such email, which was obtained by Defense News. \u201cWhile the health and safety of our employees and those of <a href=\"https:\/\/www.defensenews.com\/industry\/2020\/03\/20\/how-coronavirus-could-impact-the-defense-supply-chain\/\" target=_blank>our supply partners remains paramount<\/a>, our industry is significantly impacted. \u2026 As a result, our Eaton Grand Rapids, [Michigan], plant will [be] closed starting April 4, 2020 and will reopen on April 13, 2020.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similar emails for other locations followed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Eaton Corp. spokeswoman Margaret Hagan acknowledged that the company was temporarily implementing closures \u201cat a few sites,\u201d but maintained that there would be no impact to the \u201ccritical support\u201d provided to the U.S. military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve made the important decision to maintain operations during the COVID-19 crisis because Eaton products are critical to our global infrastructure,\u201d she said. \u201cAs a strategic supplier of aerospace fuel, hydraulic, motion control, electrical and engine solutions for the aerospace and defense sector globally, Eaton\u2019s aerospace products and support services are vital not only to the military, but to the transport of passengers and goods around the world.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2020\/04\/02\/boeing-to-get-882m-in-withheld-kc-46-funds-back-for-covid-19\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"182\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5986403.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Boeing to get $882M in withheld KC-46 funds back for COVID-19<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Boeing is getting a little fiscal relief amid the coronavirus pandemic.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Although perhaps not a household name in the defense sector, Eaton is far from a small business, bringing in more than $21 billion in <a href=\"https:\/\/people.defensenews.com\/top-100\/\" target=_blank>sales in 2019<\/a>. However, the quiet closure of its production lines illustrates how widespread the impacts of COVID-19 have reached \u2014 past the major prime contractors like Boeing, or even its major subcontractors like Spirit AeroSystems, and to the large and small companies that populate the middle and lower tiers of its supply chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe <a href=\"https:\/\/www.defensenews.com\/news\/coronavirus\/2020\/03\/27\/lockheed-offers-cash-to-supply-chain-use-of-private-jets-for-covid-19-fight\/\" target=_blank>whole supply chain<\/a> is a mess right now,\u201d said an employee of one electronics manufacturer that provides components for both commercial and defense products. The source, whose name and company affiliation Defense News is withholding to protect the individual from reprisal, described challenges with working from home and retaining workers on the production line. Some colleagues, the source said, are choosing to take paid leave or voluntary layoffs rather than risk exposure to COVID-19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are at 20 percent capability,\u201d the source said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Jeremy Bash, a former Pentagon official now with Beacon Global, \u201cthere is deep concern among industry and department leaders that the second- and third-tier suppliers <a href=\"https:\/\/www.defensenews.com\/industry\/2020\/03\/27\/small-defense-businesses-seeing-cash-issues-during-coronavirus-outbreak-survey\/\" target=\"_blank\">need to be protected<\/a>.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a sense DoD [the Department of Defense] needs better visibility into the supply chain, mapping out how a part makes its way into a plane or ship,&#8221; Bash added. \u201cThere is a growing number of tech companies providing software to illuminate supply chains, and since COVID, the phones of those companies have been ringing off the hook because the department now realizes supply chain concentration is a huge risk.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"631\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-896286996.jpg.jpg\" alt=\"\" class=\"wp-image-39388\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-896286996.jpg.jpg 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-896286996.jpg.jpg?resize=300,185 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-896286996.jpg.jpg?resize=768,473 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">aircraft mechanic works on an F-16 Falcon on December 20, 2017 at Hill Air Force base in Ogden, Utah. Photo by George Frey\/Getty Images<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Industrial shock waves<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But one doesn\u2019t have to dive down the supply chain toward Eaton to see that the defense market is taking a beating, particularly the companies that also have a strong exposure to the commercial market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Up until last month, financial analysts would have seen commercial sales as a major boon to the overall health of a defense supplier, but that has changed, as the economy has taken a nosedive, said Richard Aboulafia, a defense and aerospace analyst with the Teal Group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe commercial market is under siege, which means of course there is excess inventory, slumping revenue, major challenges on many levels,\u201d he said. &#8220;On top of that, everybody faces the immediate impact of social distancing and workforce concerns. And on top of that, if you\u2019re heavily exposed to commercial, the harder time you might have getting credit. All of these are big issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The defense-industrial base, if it could somehow be removed from commercial aviation, we\u2019d be in pretty good shape by the standards of the world economy. But we can\u2019t. They\u2019re intertwined.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/coronavirus\/2020\/03\/23\/worse-than-911-defense-firms-cut-overhead-to-the-bone\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cae-fixed-wing-flight-school-dothan.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Worse than 9\/11: Defense firms with exposure to commercial market losses cut overhead to the bone<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Defense companies with substantial exposure to commercial markets are taking dramatic measures to limit overhead and preserve cash amid the global coronavirus pandemic.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Bloomberg reported Monday that Airbus <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-06\/airbus-tells-employees-production-rebound-unlikely-in-short-term\" target=_blank>sent a letter to employees<\/a> over the weekend, warning that gaps in the supply chain, among other issues, will impact the company\u2019s ability to resume normal operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also on Monday, simulation firm CAE <a href=\"https:\/\/www.cae.com\/news-events\/press-releases\/covid-19-cae-announces-measures-to-protect-its-financial-position-and-mitigate-the-impact-on-its-employees%20https:\/\/www.cae.com\/news-events\/press-releases\/covid-19-cae-announces-measures-to-protect-its-financial-position-and-mitigate-the-impact-on-its-employees\" target=_blank>announced it was temporarily<\/a> laying off 2,600 of its 10,500 global employees, while placing another 900 employees on a reduced work week. The company also instituted salary freezes and reductions for remaining staff, ranging from 50 percent for the CEO and executive team down to 10 percent for regular employees. Roughly 40 percent of CAE\u2019s overall revenue comes from defense contracts, according to the <a href=\"https:\/\/people.defensenews.com\/top-100\/\" target=_blank>Defense News Top 100 list<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boeing, meanwhile, extended a <a href=\"https:\/\/www.defensenews.com\/coronavirus\/2020\/03\/23\/kc-46-p-8-production-to-stop-as-boeing-temporarily-shuts-down-production-in-puget-sound-area\/\" target=\"_blank\">shutdown of its Puget Sound, Washington, facilities<\/a>, while also stopping work at its rotorcraft production line in Philadelphia, Pennsylvania. (Jeff Martin\/Staff)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Small businesses that form a core of the Pentagon\u2019s future technological development may be particularly vulnerable, according to government data and analytics firm Govini. <a href=\"https:\/\/www.govini.com\/wp-content\/uploads\/2020\/04\/Govini-COVID-19-Small-Business-Impacts.pdf\" target=_blank>In a new data sheet<\/a>, the company noted there are roughly 50,000 small businesses that provide innovation support for the DoD, all of which is vulnerable to economic upheaval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf this ecosystem suffers widespread failure due to COVID-19, the resulting impact will stretch well beyond short-term disruptions,\u201d Govini said. \u201cThese vendors are not just critical links in the DoD supply chain important for immediate purposes. They are also vital for the development of both next-generation systems in the midterm and revolutionary capabilities that will shape the competitive landscape for decades into the future.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Between fiscal 2015 and fiscal 2019, roughly 28 percent of defense spending on underwater unmanned vehicles \u2014 a key part of the U.S. Navy\u2019s plan to build a fleet of the future \u2014 went to small businesses, according to Govini numbers. Small business contracts also accounted for 30 percent of the DoD\u2019s research on artificial intelligence during that same time period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Martijn Rasser, a senior fellow at the Center for a New American Security, warned Defense News last month that \u201cfor small business, a shutdown would be extremely difficult to get through because even with bailouts and economic stimulus, once those businesses close up, its really hard to get those started again.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf an airline goes out of business, the planes don\u2019t disappear \u2014 you can start over. If it\u2019s a highly specialized manufacturing company, those employees are going to disperse and try to find other work. Lee)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But some in Congress feel the department is still not doing enough to clarify policy changes for contracting officers and defense companies. On April 1, a group of Ohio lawmakers <a href=\"https:\/\/turner.house.gov\/sites\/turner.house.gov\/files\/Ltr%20to%20SECDEF%20and%20USD%28A%26S%29_Dayton%20Defense%20Contractors_1%20Apr%202020_signed.pdf\" target=_blank>wrote to Defense Secretary Mark Esper and Under Secretary of Defense for Acquisition and Sustainment Ellen Lord<\/a>, warning that \u201cwe are concerned that guidance to the defense contractor workforce remains ambiguous and lacks uniformity in application,\u201d particularly in terms of communication from department contracting officers to small companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the past several years, the Pentagon has worked to delegate decision-making authorities to low-level contracting officers. But while that may work to empower contracting officers to find creative solutions to problems under normal circumstances, during a pandemic, these officials are ill-prepared to decipher \u201cuncertain, often conflicting guidance,\u201d the lawmakers said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lawmakers asked that contracting officers be directed to ensure that contractors are allowed to work remotely to the maximum extent possible; that contractors be given \u201cmaximum flexibility to meet their contractual obligations\u201d; that efforts be made to not have \u201cavoidable reductions\u201d in the workforce; and that companies involved in research and development work be clearly labeled as essential personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And on April 2, two trade groups \u2014 the National Defense Industrial Association and the Professional Services Council \u2014 asked Congress to instate a six-month delay for a legal requirement included in the 2019 National Defense Authorization Act that prohibits the government from doing business with <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/02\/15\/esper-huawei-5g-could-risk-us-information-and-security-ties\/\" target=_blank>companies that work with vendors Huawei and ZTE<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That language \u201cwill impose significant financial and operational costs on medium- and small-sized firms at a moment of substantial uncertainty and hardship,\u201d at a time when they are dealing with the economic impact of the coronavirus pandemic, the letter stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Later in the day, the DoD released a statement providing clarification on previous announcements.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/coronavirus\/2020\/03\/23\/pentagon-loosens-cash-flow-for-industry-more-measures-likely-coming\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/f35_maintenance.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon loosens cash flow for industry, more measures likely coming<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Industry will be getting more cash up front to help combat the impacts of the coronavirus.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The department confirmed that higher progress payment rates \u2014 which had been jumped the previous week \u2014 will apply to already completed work, and not just future production. The new cash-flow rules should result in more than $3 billion in new cash moving into industry, according to department estimates. But that prediction came with a warning: The Pentagon \u201chas high expectations that that prime companies are ensuring cash flow is moving to small businesses in their respective supply chains who need it most.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So far, the Defense Contract Management Agency has modified approximately 1,400 contracts with increased rates, the announcement noted. Contracting officials are working to ensure invoices at the higher progress payment rate keep arriving on time, with the department claiming there have been \u201cno reported delays on contractor submitted invoices.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement also stated that any delay related to COVID-19 issues will result in \u201can equitable adjustment of the contract schedule and cost,\u201d meaning the department will adjust the contracts so that the vendor does not take an economic hit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The steps taken by the department are important, said Bash, the former Pentagon official. \u201cThe most powerful force the government can bring to help these companies is to say to industry: \u2018We have money,\u2019 \u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A wildcard, Bash noted, is the $17 billion in national security-focused funding made available under the most recent stimulus package passed by Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Byron Callan, an industry analyst with Capital Alpha Partners, warns that more money doesn\u2019t necessarily mean less problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe DoD faces the same issues as any other branch of the government or the Fed that is providing more cash to address the crisis \u2014 if people aren\u2019t at work because of COVID-19, that cash won\u2019t help much in keeping a factory or office open and all projects on schedule,&#8221; Callan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Aboulafia, increasing the value of progress payments is a good first step for increasing the flow of cash to suppliers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn times like this, it really is about access to cash because of the risk of credit markets freezing up for commercial companies.
